Watanzania tujipe namna ya kujisomea katiba yetu. Tuache mihemuko ya kuaambiwa na wanasiasa na sisi kuanza ku broadcast mambo. Sisi tuna vichwa kwa nini tusubiri kuambiwa na wanasiasa?
Ni kweli ibara ya 21 inasema hivi.
20.-(1) Every person has a freedom, to freely and peaceably assemble, associate and cooperate with other persons, and for that purpose, express views publicly and to form and join with associations or organizations formed for purposes of preserving or furthering his beliefs or interests or any other interests.

Lakini ibara ya 41 inasema hivi
41.-(1) Notwithstanding the provisions of any other law in force, a superintendent or any officer in charge of police may, if he considers it necessary so to do for the maintenance and preservation of law and order or for the prevention and detection of crime, erect or place barriers in or across

42.-(1) A superintendent or any officer in charge of police may, in such manner as he may deem fit, issue orders for the purposes of– (a) regulating the extent to which music may be played, or to which music or human speech, or any other sound may be amplified, broadcast, relayed or otherwise reproduced by artificial means in public places;
(b) directing the conduct of all assemblies and processions in public places, and specifying the route by which, and the time at which any such procession may pass, and may, for any of the purposes aforesaid, give or issue such orders as he may consider necessary or expedient.

(2) Any person who neglects or refuses to obey any order given or issued under the provisions of subsection (1) commits an offence and may be arrested without a warrant and shall be liable on conviction to a fine not exceeding five hundred shillings or to imprisonment for a term not exceeding three months or to both such fine and imprisonment.

Uhuru wa maoni Sheria ya 2005 Na.1 Ibara ya 5.

18. Kila mtu

(a) anao uhuru wa kuwa na maoni na kueleza fikra zake;

(b)anayo haki ya kutafuta, kupokea na kutoa habari bila kujali mipaka ya nchi;

(c) anao uhuru wa kufanya mawasiliano na haki ya kutoingiliwa katika mawasiliano yake; na

(d) anayo haki ya kupewa taarifa wakati wote kuhusu matukio mbalimbali muhimu kwa maisha na shughuli za wananchi na pia kuhusu masuala muhimu kwa jamii.


Maoni yangu: Kuwa na Katiba ni jambo moja. Kuifuata kama inavyoelekeza ni jambo jingine.

Wenye mamlaka wanawezakuchagua sehemu tu inayowafurahisha.Inayowabana wanaweza kuipuuza makusudi wakijua hakuna lolote litakalotokea. Mwisho wa siku anayeumia ni mnyonge.Asiye na kinga wala uwezo wa kujihami.

Demokrasia ya kweli ni jambo la msingi sana kwa ustawi wa nchi na ni hiyo ndiyo inawezesha kuheshimiwa kwa Katiba.
