Plot wanted in Upanga for outright purchase.

I have a client who is looking to purchase a plot in Upanga sector of minimum 2500SQM, his main requirement is that the land should be a square type and not rectangle, He may consider rectangular shape but his priority is square.
He is planning to make a 20 storey building for residential apartments, so he would require me to find a plot in residential sector in Upanga. The plot should not be near to the Tanzania Military head quarter as it is not allowed to make a high rise building near their base so they would prefer the land should be far from the military base. His budget is 1,200,000 US $ and can rise up to 1,500,000USD if the plot is too good to turn down. Please note that he do not want to purchase land on credit basis or 50% down payment and remaining latter onwards, he would like to purchase the land on 100% cash on table before starting to develop. However he is looking forward for another projects as well at different places like, Mbezi beach (near white sands), Msasani, Masaki, Osterbay, Kunduchi, therefore if you have one their you can let me know for future transaction. His focus right now is Upanga, after they purchase and start building at Upanga that is when they will look into other projects. Waiting for your response.
