STANBIC Bank (Tanzania) has started to issue unsecured loans to Small and Medium Enterprises (SMEs).

Tanzania is the fourth African country, after Kenya, Ghana and South Africa to start receiving such loans under Stanbic's innovative ideas.

And, since the scheme was introduced in the market two weeks ago 150 traders at Kariakoo, Dar es Salaam have benefited after borrowing 1.5bn/- so far, by simply passing knowledge test, the same as one is asked in an interview for a job.

Microfinance is still a relatively new concept in Tanzania, despite starting in 1995, when it was mainly linked to women and poverty alleviation - or wealth creation.

In 2001, the National Microfinance Policy was implemented and microfinance was officially recognized as a tool for poverty eradication and with its increased use and exposure to the country.

The banks have taken an interest in offering microfinance while at the same time the government tried to convince commercial banks to support small and medium businesses.

Despite the government's plea for banks to support SMEs, securing loans becomes the main stumbling block for these types of businesses to grow due to limited capital.

The banks, at one hand, demand stringer conditions including collateral, banking history and a number of items before one secures a loan; while at other microfinance institutions has lesser conditions but impose high interest rate of between 7 to 10 per cent per month.

But last week, the Stanbic Bank (Tanzania) came up with novelty idea, offering unsecure loans based on knowledge (psychometric) test.

The traders only need to pass the test that determines the success or failure of obtaining the loan and the amount to be borrowed while banking history is absolute unnecessary.

The product come at a time when accessing loans for SMEs is headache because most are shunned by conventional banks which demand heavy securities and collaterals and financial information to stifle their growth.

The Stanbic (Tanzania) Managing Director Bashir Awale said after passing the test, it only takes three business days to get the loan up to 30m/-.

''It is an unsecure loan, which is tailor-made for each person's needs,'' Mr Awale said yesterday at soft ceremony when launching the product:

''This is the first time this kind of product is used in the Tanzanian market - It is a fastest and hassle free product which will enable many traders to have access to funding to grow their businesses.''

He said the test is very simple as in the last two weeks, since the product was introduced in the market, at Kariakoo branch over 150 traders have already secured loans totalling 1.5bn/-.

The same product is in operation in Ghana, Kenya and Nigeria but the pace of Tanzania traders to secure the loans in shortest period span compared to the three economies shows how easy one could secure a loan.

''Our intention is to move our customers forward and grow with them while growing their businesses,'' the Managing Director said.

The bank staff are approaching the traders by visiting their business premises asking them about securing a loan collateral-free without having a bank history.

Head of SMEs Banking, Adelhem Msiagi said the test software was set up by Harvard Entrepreneurial Finance Lab which is fed the trader's answers and come up the integrity and the amount of the loan one is suppose to secure.

''We approach traders,'' Mr Msiagi said and asks them to pass information to others as well.

The bank started the operation at Kariakoo as is the big trading area that has SMEs who not only serve Tanzanians but as well as neighbouring countries namely DRC, Zambia, Zimbabwe and Malawi.

According to the bank, the loan payback period is between three and twelve months attracting between 2.5 per cent to 4 per cent interest rates. The rates are much low compared to five per cent and 10 per cent commonly imposes by micro financing institutions.

Most traders, who received the loans, are dealing on stocks, buying and selling of textiles, apparels, electrical and home appliances. The product expected to be rolled out to the rest of the country beginning next year in Arusha and Moshi.

Stanbic Tanzania is a member of the largest banking group in African Standard Bank Group (SBG), is a full commercial service bank with a well-defined emphasis on providing facilities and services to the public and private sector corporations, airlines, diplomatic missions, pension funds and non -governmental organizations.

Since its establishment in Tanzania in 1994 after buying out Meridian BIAO Bank, Stanbic Bank (T) has been at the forefront in the development of the country's financial markets.

Tanzania has about 45 banks but has managed to reach slightly above 10 per cent of bankable population, while loans obtaining is not easier for start-up and SMEs ventures.

The Stanbic product painted a picture of growing competition among the banks thus leading others to come with innovated products to help not the clients but also the development of the nation.
