Objectives
The objective of this consultancy is to provide technical and strategic support to the Tanzanian health authorities (MOHSW and PMORALG) on the design, preparation and implementation of the Results Based Financing (RBF) mechanism in Tanzania. Continuous development of the RBF mechanism that will is furthermore to be assured.

The Advisor will play a vital role to ensure momentum is maintained for the (continuous) development and operationalisation of the RBF pilot.
This is a one-year position to support the RBF pre-pilot implementation in Shinyanga region of Tanzania. It is based in Dar Es Salaam, with frequent travel to Sinhyanga.

Reporting structure
The consultant will report to the RBF Coordinators in MOHSW and PMORALG. The consultant will have his/her office integrated in the MOHSW, and will assume his/her position as part of the RBF team. The work will involve support to central, regional and district level processes relating to the start of the RBF pilot.





Responsibilities:
Activities
Overall, the consultant will provide support to technical aspects related to the RBF pilot, such as:

• Final design decisions of the RBF mechanism (at this stage the major decisions have been taken and a Design Document is in final draft form – decisions from this point on will likely be small modifications which account for the realities of the responsiveness of actors at national level and the capacity of staff in Shinyanga)
• Finalizing the Operational Manual
• Co-leading orientation and training of stakeholders as planned for in the pilot workplan already developed
• Advising on the further elaboration of the Training Package of which there is already a first draft
• Advising the RBF Team on, and contributing to, the start of implementation of the RBF mechanism in Kishapu DC in Shinyanga, with significant travel to Kishapu DC
• Supporting the RBF Team to put in place a rigorous monitoring and evaluation framework of the RBF pilot, including creating tools with the RBF Team’s M&E adviser to continually assess the success of implementation
• Supporting the RBF Team to follow through with action items resulting from the monitoring of the program, paying particular attention to process improvements, clearing bottlenecks and whether quantity, quality and management indicators are appropriately defined in practice to meet the desired objectives
• Consultation and coordination with key stakeholders (within government, donors and other non-state actors)

Deliverables
The consultant will have to deliver the following documents by April 2015 to be submitted to the World Bank:

• the Design Document;
• the Quality Checklists;
• the Training Package;
• the Operational Manual.

An annual activity report (max. 15 pages) will have to be submitted before the end of the assignment.




Qualifications:
The consultant will have the following qualifications:
- Postgraduate education at Master’s (or equivalent degree) level in relevant areas such as, health financing, health economics, health systems management, or public health with relevant specialization
- Work experience in health financing and RBF
- Good understanding of health system challenges in developing countries; very good understanding of health financing and RBF programs
- At least 10 years of professional working experience in health sectors in developing country contexts;
- Verified experience in project implementation and independent execution of tasks;
- Practical experience in the design and implementation of capacity development interventions;
- Good analytical and problem solving skills;
- Strong ability to organize, analyze and summarize information;
- Excellent communication and interpersonal skills;
- Fluency in written and spoken English; knowledge of Kiswahili is an added advantage;
- Good ability to adapt to the cultural context;
- Willingness to undertake substantial travel within country.
