Koffi Annan under fire from Kigali over UN “Genocide report”

Kigali: Ex-UN Secretary General Kofi Annan and the UN Human Rights Commission came under fierce scrutiny Tuesday as government claimed they have deliberately continued to “diminish” the 1994 Genocide against Tutsis.

“As we know from the UN Human Rights Commission, this report started under [Kofi Annan],” said Foreign Affairs Minister Louise Mushikiwabo.

“I would have a lot to say about the former Secretary General of the United Nations Kofi Annan…Both as Secretary General, as an African and responsible human being…I want to say that his record as far as Rwanda and the Genocide [is concerned] is pitiful,” charged Mushikiwabo at a press conference.

Describing the ex-UN chief as a “man who has never taken his responsibility”, Mushikiwabo said Kofi Annan who was head of peacekeeping at the UN headquarters in 1994, “failed miserably”.

“I am not surprised and my Government is not surprised that he would be the one making sure that there is funding for this kind of report to ensure that it was an important gesture he would pose before he leave office,” said Mushikiwabo.

She said the involvement of kofi Annan in the “making of this report is there. There is no question about it.”

Turning her guns on the UN Human Rights Commission which commissioned the controversial document, the Foreign Minister said it has also deliberately continued since 1994 to undermine the Tutsi mass slaughter.

“The report reminds us of the climate and the approach that was taken especially by the United Nations Human Rights Commission which instead of dealing with the then extremely grave situation of the Genocide, it was interested in elections,” said Mushikiwabo.

She accused the Commission of asking for elections for purposes of “cleaning up, sanitizing [and] providing legitimacy to individuals and groups” which had committed the Genocide in Rwanda.

“Before the bodies were even buried in this country this UN human rights commission was calling for elections,” said Mushikiwabo.

“Therefore, the diminishing and the lack of decency in front of the Genocide, is what we see today in this report. For us the Government of Rwanda, this report is nothing new. It’s a manifestation of a state of mind.”

Government also fired at the methodology used in compiling the 600-page document branding its methodology as “malicious” because Rwanda was consulted.

The Foreign Minister admitted however that government had received the draft document from the UN Human Rights Commission, but did not say when government got it.

Speaking about the licking of her letter to UN Secretary General Ban Ki-moon warning him about the release of the document, Minister Mushikiwabo was bitter.

“It is an irresponsible gesture,” said Mushikiwabo. “We don’t like it.”

She said release of the letter to the media shows a conduct that is problematic” to the UN.

The Minister denied that Rwandan forces killed any civilians because of their ethnic orientations.

The Minister also said Rwandan army and police on peacekeeping missions in five countries around the will be ordered back home immediately the report is published by the UN.

I think Rwandan position is legimate. Rwandan politics is delicate, i think the UN should leave Rwanda alone as it did during the 1994 an ethnic bloodletting!

No. I beg to differ. Your problems should always never be emergency to others. If at all Rwanda was involved in the genocide in Eastern Congo, it should pay the price of it.

In red: don't get that clearly, do you mean rwandan genocide was not a problem? to me denying it is criminal, the genocide threat by the hutu majority is real..but whatever the scenario, rwandans, only rwandans are better placed to sort out their affairs! but i think tutsis are the ones who are at risk of being exterminated and the for the time they have been in power, i hope they have metted out means to survive the repeated genocide..but let the nature take its course whatsoever!

I do think if the RPF killed people in DRC it should also be said clearly without biasiness. The Rwandan 1994 Genocide is something difficult to forget but this should not hide other terrible acts if were done by RPF from being uncovered. It is true that if the RPF was made to the Tutsi and the Hutus were in DRC, then the possibility of the RPF killing or butchering them in multitudes is possible. The harsh words used by the minister only shows something malicious is being hided on the 1994 Genocide which is very bitter for everyone who has an element of humanity. However, it doesn't justify killing of the other regime and kept quite, it should equally be talked about and correct statistics revealed and the way forward is put in place. The true reconcilliations will put Rwanda besides the ethnic differences which led to the Genocide. All the root causes should be established without being administered by emotions as this is what will help to put things in place to ensure no recurrence of that mass killing. If we close our eyes and ears and hope it will not happen again while we have not taken care of the earlier problems that led to the genocide, then we may not be there to witness but may happen again. I believe in transparency and true reconcilliations will help ensure that what has happened it will never happen again!

Two wrongs don't make right. Indeed the 1994 genocide was horrible and despicable but this did not give right Kagame and his army to unleash reprisal against the Hutu community in DRC. The fact that these atrocities by RPF and Laurent Kabila forces took upon themselves to mete out justice cannot be condoned at all. The UN is quite right to publish the report because truth must be told for history to be put into proper perspective. The Kigali regime is scampering for cover because it well knows that there will be consequences even if it takes more than three decades just like in Cambodia. Who ever lives by the sword dies by the sword.

Ni vitu gani unavyodhani havijulikani................RPF walivamia na wameendelea kuuwa watu kule Eastern Congo kwa kisingizio cha kusafisha "HATARI" ya kuvamiwa tena! Wizi na na hujuma waliyoifanya inajulikana na mavuno yake yako wazi pale Kigali the so called rebel leader nkunda is an RPF stooge!

Maana yake Genocide moja haiwezi halalisha Genocide ingine. RPF imeua sana kule Eastern Congo. Uuwaji wa hali ya juu sana kabisa na wa ajabu (systematic killings). Ni zaidi ta watu 600,000 wa kihutu wameuwawa na RPF kwa kushirikiana na Kabila kule Eastern congo. Nadhani kesi za walioua watusi wa Rwanda, toka 1959 mpaka genocide ya 1994 zimalizike kwanza, na za ICTR pekee wanasema zitaweza kuchukua miaka 500. Baada ya hapo ndio zianze za kina Kagame na wenzake! Short of that, it will be an ijustice of the highest order! Kagame walimtesa roho yake akakua hivyo, wangemuonyesha upendo yasingefika huko..acha awape kichapo kwa kwenda mbele. Ni mkuki kwa nguruwe au?n Lakini je, hivi Serikali ya Kagame ni watusi peke yao, au ni ya wanyarwanda wote? Uelewa wangu ni kuwa kuna wahutu pia ndani ya Serikali ya Rwanda, tena kibao!
