The Kabale District Council Speaker Flavia Nyinakiiza Kanagizi has barred LCV chairman Nelson Nshangabasheija from attending the next two council sittings after he failed to present the district’s 2026/2027 budget estimates.
The decision followed a standoff during a council session on Monday in which Nshangabasheija declined to table the budget, insisting that his nominees to the district public accounts committee and land board be approved first.
“It takes a few minutes for this council to approve the names I submitted for the district public accounts committee and land board. If these names are not approved I am not ready to lay the budget estimates,” Nshangabasheija said.
“I cannot be forced to rush to number seven of the order papers and yet number six of the same order paper is unfinished… I cannot be intimidated by anybody,” he added.
The impasse disrupted council business for a second time in days, after a similar session last week was adjourned when the speaker directed that the chairman’s nominees first be vetted by the finance and administration committee.
When proceedings resumed on Monday, Nshangabasheija maintained his position, prompting the speaker to suspend the sitting briefly. Upon resumption, the chairman did not return.
His deputy, Miria Tugume, proceeded to table the Shs 55.087 billion budget after waiting for him proved futile.
“Because the LCV chairman has been twisting us up and down, I have suspended him for the two consecutive council meetings,” Kanagizi ruled, drawing applause from councillors.
“By Wednesday the clerk to council should set dates when committees should sit to approve the budget and we conclude our year,” she added.
The standoff comes amid political shifts in the district, after Nshangabasheija lost both the ruling National Resistance Movement (NRM) primaries and the subsequent general election to Denis Ndyomugyenyi Nzeirwe.
Council officials say the suspension is intended to restore order and ensure timely processing of the district budget.
