Background

At the end of the implementation of the country programme's action plan for the 2008-2012 period and as a new electoral cycle begins, the United Nations Development Programme (UNDP) Country Office in the Democratic Republic of the Congo (DRC) needs to obtain the internal computer tools that will help the authorities with decision-making and improve internal communication within the Country Office.
Duties and Responsibilities
Under direct supervision by the DCDO, the database and web applications designer and developer will be responsible for creating, developing and deploying databases for the UNDP Office in the DRC.

As such, he/she shall do the following:

Business Intelligence

  • Collaborating with end users to identify needs and opportunities for improved data management and delivery;
  • Overseeing the ongoing development and operations of an operational data store and enterprise data warehouse;
  • Improving and streamlining processes regarding data flow and data quality to improve data accuracy, viability and value;
  • Overseeing the ongoing development and operations of a business intelligence architecture that enables fact-based decision making and ad hoc analysis and insight generation.
Application development

  • Overseeing and directing software application implementation includes designing implementation and upgrade schedules, allocating and scheduling staff, overseeing budgets and ensuring work does not disrupt day-to-day business activities;
  • Reviewing existing country operating systems and compare these systems to industry standards. Build new applications that meet office needs.
GIS ( based on management demand)

  • Collection of geographical information for UNDP or projects;
  • Storage of geographical information;
  • Creating and maintaining the structures necessary for GIS data storage;
  • Developing the tools for loading/transferring GIS data between different systems.
Others

  1. Support the knowledge management unit for Teamwork's platform and survey's data analysis;
  2. Implement a new version of SharePoint that meets the office's new challenge and new organizational structure;
  3. Ensure that the UNDP's DRC website is updated daily and develop new functions to contribute to the website's sustainability and activities;
  4. Train new categories of staff to use the various tools.

Required Skills and Experience
Education:
  • Master's degree in Information systems, Information Management or Bachelors with seven years of experience in,Computer Science or related discipline. Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE). If certification is not available at the time of recruitment, it should be obtained within 6 months.
  • Certification in Business intelligence desired;
  • Knowledge of ITIL is considered an asset.
Experience:

  • Minimum five years professional experience or Bachelors with seven years of experience in a similar position;
  • Good knowledge of information systems design and modelling;
  • Perfect knowledge and experience in designing databases and developing web applications;
  • Perfect knowledge of ASP.NET;
  • Good knowledge in Arcgis and GIS;
  • Good knowledge in C#;
  • Perfect knowledge of SGBDR SQL Server 2008;
  • Perfect knowledge of Hypertext Markup Language (HTML), XHTML, XML, CSS, JavaScript of common web development software, such as DreamWeaver, Visual Studio, Flash, etc. ;
  • Knowledge of other programming languages is considered an asset.
Language qualifications:

  • Perfect knowledge of spoken and written French is required. Good knowledge of English is considered an asset.
