• Dar-es.Saloam, is peculiar in its urban texture. The old waterfront abutting the harbor edge is now incapable of meaningful expansion.The pressures of rising population, vehicles and infrostructurol requirements need to be addressed sen sitively.
• Land reclamation along Eastern open coastal edge of the existing city center appropriates itself due to shallow continental shelf and forms o strategic landmass for development of additional well planned infrastructure, buildings, and parks and lends an opportunity to develop o well proportioned waterfront and morino.
• The challenge in the urban planning of this development is primarily to extend the urban texture of the existing city and carefully grafting the added acreage in a seamless manner.
• The proposal solves traffic issues and load on infrastructure and essential services
• The aim is To create:
• A winding land profile, hence engaging the ocean along a longer length and therefore delivering many more ocean edged plots.

TANZANIA - DEVELOPMENT OF DAR ES SALAAM WATERFRONT (09089)

The Tanzania Port Authority (TPA) has decided to develop a portion of its property inside the Dar es Salaam Harbor into an international quality mixed-use urban waterfront project was engaged by TPA to provide advisory services for development of the waterfront project site.

The site for development includes approximately 100,000 square-meters of waterfront space, spanning 1.1 kilometers inside Dar es Salaam Harbor. The goal of the project is to improve the city’s overall perception and its ability to take advantage of Tanzania’s growing attractiveness as a world class international tourist destination. At the same time, the developed waterfront will provide a new venue for accommodation, commercial activities, recreation and entertainment for the citizens of Dar es Salaam in the city’s premiere location.

As part of Phase 1 of this project, CPCS completed the following key tasks:

• Conducted a feasibility study for the project including market, legal, technical, and financial feasibility;
• Developed a conceptual design for the site for both buildings and site infrastructure;
• Developed options for Public-Private Partnerships in the site’s development and management

As part of phase 2, CPCS refined the designs carried out under phase 1 and completed the following tasks:

CPCS prepared alternative conceptual designs and scenarios. For each scenario CPCS produced:

• A land use profile
• A financial profile and financial feasibility analysis
• An economic impact assessment
• An environmental impact assessment

CPCS also conducted a legal review to allow the project to move to financing and implementation phases. This included a review of the property titles, definition of the legal structure for the Waterfront Development Entity and review of the legislation related to the ability of the Tanzanian Government to invest in the project.
