TheEnergy and Water Utilities Regulatory Authority (EWURA) is anindependent, world class regulatory authority responsible forlicensing, tariff regulation and quality of service regulationof the electricity, water, petroleum and natural gas sectors.EWURA has the following vacancies for which suitably qualifiedTanzanian citizens are invited to apply


1.PETROLEUM DIVISION


PostTitle: Commercial Manager – Petroleum -1 Post

DutyStation: EWURA Head Office – Dar es Salaam
Reportsto: Director of Petroleum

TheCommercial Manager Petroleum will be responsible for carrying out
thecoordination of all Petroleum sector performance and business practicemonitoring functions.

MainDuties and Responsibilities:

a)Ensure that license applications are in conformity with laiddown procedures and regulations and that the applicants conformto the requirements of the sector legislations.
b)Monitor licensee compliance with applicable laws, regulationsand license terms and Conditions and prepare periodic reportsfor the Director of Petroleum on licensee compliance andperformance yardstick to assist in the development ofperformance agreements between the Authority and the licensees.
c)Monitor and report anti-competition behavior.
d)Monitor product demand and supply situation.
e)Monitor and analyze domestic market price of petroleum productsand make comparison with international prices and preparereports for public information.
f)Organize submission of information from all licenseesregarding petroleum products inventories and sales volumes andanalyze such data for continuous update of the central Registerof Petroleum Operations and the National Petroleum InformationSystem.
g)Carry out any additional duties as may be assigned from time totime by the Director of Petroleum.

AcademicQualifications and Experience

Theideal candidate for this position should have thefollowing qualifications and experience:
a)University Degree in Geology, Engineering (Petroleum orChemical Processing) or Earth Science from a recognizedUniversity;
b)Master or Postgraduate qualifications in relevant field or otherfields such as Business Administration;
c)Knowledge and Competence in Information and Communications Technology(ICT) applications; and
d)Minimum of seven (7) years experience in senior position inthe petroleum industry.

2.ZONAL OFFICE


PostTitle: Zonal Manager -1 Post

DutyStation: Mwanza Office
Reportsto: Director of Corporate Affairs

TheZonal Manager will be responsible for administration of day today activities of Zonal Office and carrying out the coordinationof monitoring of regulated services with a Zone.


MainDuties and Responsibilities:

a)To ensure that customer complaints are handled properly;
b)To provide support in ensuring timely and effective provisionof financial and administrative services to the zonal office.
c)To provide support in overseeing prudent management ofthe Authority's resources at zonal offices, including to keeprecords on their utilization
d)To monitor compliance inspections to regulated suppliers as maybe directed by Divisional Directors;
e)Conduct pre-license inspections and monitor compliance tolicense terms and conditions as may be directed by DivisionalDirectors;
f)Provide support to the awareness and public education activities inthe zone;
g)Act as spokesman of the zonal office under the direction ofhis/her superiors; and
h)Carry out any additional duties as may be assigned from time totime by superiors.

AcademicQualifications and Experience

Theideal candidate for this position should have thefollowing qualifications and experience:
a)University Degree in Law, Business Management,Economics or Engineering. Administration, General
b)Possession of Master degree or Post graduate qualifications in any of theabove mentioned fields.
c)Knowledge and Competence in Information and Communications Technology(ICT) application.
d)Knowledge and familiarity in Regulated Sectors will be an added advantage.
e)Possession of at least six (6) years experience in relevant fields.

3.LEGAL SERVICE DIVISION


PostTitle:
PrincipalLegal Officer – 1 Post
DutyStation: EWURA Head Office – Dar es Salaam
Reportsto: Manager,Legal Services

PrincipalLegal Officer will be responsible for drafting, interpretation and
implementationlegal and regulatory instruments and providing advice to theAuthority on legal aspect matters.

MainDuties and Responsibilities:

a)To coordinate interpretation of all regulatory legislation and other legaldocuments.
b)To assist in representing the Authority in matters of litigation.
c)To coordinate implementation of laws, regulations, rules, contracts, agreementsand other legal instruments, including providing legal adviceon internal matters such as Human Resources, procurement andcontracts for goods and services entered into by the Authority.
d)To provide inputs to research on legislation and other legal aspects pertainingto regulated sectors and the role and functions of the Authority.
e)To coordinate provision of legal inputs and advice to and settle consumercomplaints as well as from regulated suppliers.
f)To participate in consumer complaints hearing sessions.
g)To participate in drafting various legal instruments.
h)To effectively supervise and guide members of staff reporting on the job.
i)To undertake any other duties as assigned by the supervisor.
j)Carry out any additional duties as may be assigned from time to time bysuperiors.

AcademicQualifications and Experience

Theideal candidate for this position should have the following qualificationsand experience:
a)University Degree in Laws (LL.B) from a recognized university
b)Master degree in Law or any additional post graduate qualifications inthe field or others such as Business Administration.
c)Admission to the Bar is a must.
d)Knowledge and Competence in Information and Communications Technology(ICT) application.
e)Possession of at least six (6) years work experience in relevant fields.
f) Knowledgeand familiarity in Regulated Sectors will be an added advantage.

PositionTitle: Senior Legal Officer – Licensing and Enforcement – 1
Post

DutyStation: EWURA Head Office – Dar es Salaam
Reportsto: PrincipalLegal Officer –Licensing and Enforcement

SeniorLegal Officer – Licensing and Enforcement will be responsible for
ensuringthe Authority's license rules, regulation and procedures are consistencywith the relevant legislation.

MainDuties and Responsibilities:

a)To participate interpretation of all regulatory legislation and other legaldocuments
b)To assist in preparing the Authority's representation in matters of litigation
c)To assist in interpretation of all regulatory legislation and otherlegal documents
d)To assist in coordinating, drafting and updating concessions, lease andlicense agreements in the regulated sectors
e)To assist in reviewing appeals, procedures and enforce actions
f)To assist in providing inputs to research on legislation and other legalaspects pertaining to regulated sectors and the role and functionsof the Authority
g)To participate in provision of legal inputs and advice to and settle consumercomplaints as well as from regulated suppliers
h)To participate in drafting various legal instruments
i)To effectively supervise and guide staff member(s) reporting to the jobposition
j)To undertake any other duties as assigned by the supervisor

4.ELECTRICITY DIVISION


PostTitle:
ElectricityInspector – 1 Post

DutyStation: EWURA Head Office – Dar es Salaam
Reportsto: SeniorElectricity Inspector

ElectricityInspector will assist in monitoring of electricity regulated sector
toensure the conformity with the Act and best practice.

MainDuties and Responsibilities:

a)To assist in coordination of process of overseeing effective and efficientapplication of provisions of the Electricity Act in order to ensurethat environmental and safety aspects of electricity sector arein conformity with provision of the Act and good industry practices.
b)To assist in ensuring optimal provision of environmental and safety inputsto regulating and controlling the distribution and sale of electricity.
c)To participate in coordination of inspection of electricalinstallation toensure compliance with applicable industry standards.
d)To participate in reviewing performance and conduct of contractors andwiremen to identifying malpractices.
e)To participate in inspecting various premises and recommend correctionor re-wiring.
f)To participate in inspecting premises damaged by electrical accidents.
g)To participate in pre and post installation inspection of electrical generators.
h)To undertake any other related duties as assigned by the supervisor.

AcademicQualifications and Experience

Theideal candidate for this position should have the following qualificationsand experience:
a)University Degree in Electrical Engineering.
b)Knowledge and Competence in Information and Communications Technology(ICT) application.
c)No prior work experience is required but possession of work experiencein related fields will be an added advantage.

5.CORPORATE AFFAIRS DIVISION


PostTitle:
Driver– 1 Post

DutyStation: EWURA Head Office – Dar es Salaam
Reportsto: AssistantAdministrative Officer

Driverwill be responsible for driving and taking care of office vehicles.


MainDuties and Responsibilities:

a)Drive the Authority's vehicles as assigned.
b)Maintain vehicles in good order.
c)Dispatch official correspondences.
d)To undertake any other duties as assigned by the supervisor.

AcademicQualifications and Experience

Theideal candidate for this position should have the following qualificationsand experience:
a)Form IV with Class C driving license.
b)Trade Test Grade II or Mechanics Certificate from a recognized institutionis a required.
c)Possession of not less than three (3) years work experience without causingany accident.
d)Experience in VIP driving will be an added advantage
