'Coalition of the Willing': Still on track?

In 2013, three countries; Kenya, Rwanda and Uganda devised the so called coalition of the willing outside the traditional East African Community to fast-track regional integration especially on aspects of monetary union, political federation, grand infrastructural developments, etc.. When asked why this COW was set up while EAC was already in place, the perpetrators were clear in their response: Tanzania was dragging its feet on EA integration matters esp on its rigid position on issues of citizenship, land ownership and political federation.

In various normal and socio-media conversations some citizens from the COW were even harsher to point fingers against Tanzania by almost labelling her as the 'enemy' of faster EA integration. I remember one reader of an online newspaper article on the subject to have commented, "the rest of East Africa will be recording ever faster progress as a result of finally realizing, they are better off leaving you (Tanzanians) by the sidelines and forging forward ever faster with economic, security and defence integration without having to lug along Tanzania deadweight".

It is almost three years now since COW jumped in to fast-track EA integration.
Can someone update how far has the coalition achieved its objectives? Is it on track?
 
In as far as Tanzania has now jumped full swing and with speed into East Africa projects, perhaps the objective has been unintentionally achieved.
