UDA kutumia Sh 24 bilioni kuagiza mabasi ya abiria

    UDA kutumia Sh 24 bilioni kuagiza mabasi ya abiria

    KAMPUNI ya Usafiri Dar es Salaam (UDA), imesema itatumia Sh 24 bilioni kununua mabasi 150 ya abiria yatakayotumia gesi asilia kwa ajili ya kusafirisha abiria jijiji Dar es Salaam.

    Akizungumza jana ofisini kwake jijini Dar es Salaam, Meneja Mkuu wa kampuni ya usafiri Dar es Salaam (UDA), Victor Milanzi alisema mabasi hayo, yataletwa mwezi Juni kutoka nchini Korea.

    "Mabasi hayo yatatolewa kwa mkopo wa serikali ya Korea na mambo yakienda vizuri kabla ya Juni, mwaka huu yatakuwa yamewasili na kuanza kazi.

    "Mabasi hayo, yatatumia gesi asilia ambayo itazalishwa na kiwanda cha Tanzania Petrolium Development Cooparation (TPDC) na yatakuwa na uwezo wa kubeba abiria 100, hivyo mradi huo, utasaidia kupunguza tatizo la usafiri jijini Dar es Salaam,"alisema Milanzi.

    Alisema ili mradi huo, uwe endelevu kutakuwa na wakala wa vipuri ambaye ataletwa nchini na serikali ya Korea ili kurahisisha utengenezaji wa mabasi hayo, mara mradi huo, utakapoanza nchini.

    Alisema mradi huo, utaongeza tija na ufanisi katika sekta ya usafirishaji kwa kuwa uendeshaji wa mradi huo, ni rahisi kwa asilimia 46 kuliko mabasi yanayotumia mafuta ya dizeli na petroli.

    Milanzi alifafanua kwamba lita moja ya gesi ni Sh600 wakati lita ya dizeli ni Sh1,500 na pia mradi huo, utasaidia kupunguza wizi wa mafuta ya magari ulioshamiri jijini.

    Alisema UDA itakapofanikiwa kuingiza mabasi hayo, pia itatoa ajira kwa madereva na kondakta watakaofanya shughuli katika mabasi hayo ambayo yatafanya ruti katika maeneo ya Dar es Salaam.

    "Tayari tumefanya mazungumzo na serikali ya Korea kuhusu mradi huo, tumeandika mapendekezo na kufanya upembuzi yakinifu na tumeshawapelekea ubalozini kwao na tayari vimetumwa nchini Korea," alisema Milanzi

    Alisema ili mradi huo, uwe endelevu kutakuwa na wakala wa vipuri ambaye ataletwa nchini na serikali ya Korea ili kurahisisha utengenezaji wa mabasi hayo, mara mradi huo, utakapoanza nchini.

    ufisadi mtupu, kwanza watanunua used buses, pili wataleta pungufu ya idadi wanayosema wameagiza kwa kisingizio cha kuyaleta kwa awamu, huyo wakala wa kuleta spare atapewa kigogo mmoja akishirikiana na hao wakorea na atauza bei ya kufa mtu si vya serikali, mwisho mwaka tu mabasi yote chali huku yakiacha madeni makubwa ya hiyo gesi ya sh 600 hii ndo bongo

    Mkuu uko sahihi kuwa cynical. Ni kweli kuwa sekta ya umma TZ haijawa na rekodi nzuri kwenye biashara ya usafiri wa abiria barabarani. Lakini kwa upande wa usafiri wa mijini (urban transport), kuna tatizo la msingi kwamba mara nyingi si biashara inayolipa kutokana na kutofautiana kwa idadi ya wasafiri kwa nyakati (peak and non-peak times). UDA wanalijua hilo. Ni moja ya mambo yaliyowaathiri huko nyuma.
    Katika nchi zilizoendelea inabidi wakati mwingine serikali za mtaa zitoe ruzuku ili kuhakikisha huduma ya uhakika nyakati zote (zenye abiria wengi na zisizo) kwa nauli isiyobadilika. Lakini wenzetu hao wana mahesabu ya uhakika ya biashara nzima; hivyo wanajua ni wapi, wakati gani na kiasi gani cha ruzuku kinahitajika.
    Tatizo hapa kwetu, uswahili mwingi. Ukichanganya na wizi, udokozi, uzembe na ufisadi, si rahisi kutengeneza kampuni ya uhakika (credible) ya usafiri mjini. Wajanja wengine walituchezea hivihivi na mradi wa mabasi ya wanafunzi. Hii si biashara ya ubabaishaji. Inahitaji umakini mkubwa sana.
    Kinachotakiwa ni UDA kutueleza kama wamefanya tathmini ya kitaaluma (feasibility study) kujihakikishia na kutuhakikishia (walipa kodi) kama kilichowadumaza huko nyuma wamekipatia ufumbuzi na kwamba wana mkakati mpya wa kibiashara (business strategy) unaowapa confidence ya kuingia kwenye uwekezaji huo ambao, bila shaka, umegubikwa na deni zaidi kuliko mtaji.

    Hivi washafanya a dry run kabla ya kuingia kichwa kichwa? Isije kuwa mambo ya economic hitmen.

    Hiyo natural gas wata refill wapi? au wataweka vituo vya kujazia natural gas all over Dar?

    Hii move ni muhimu sana kimazingira katika juhudi za kupunguza uchafuzi wa mazingira, hususan uchafuzi wa hewa, lakini bila kupiga marufuku magari yanayotoa moshi mchafu tutakuwa hatujafanya kitu.

    Halafu tumeuza bandari (TCTIS) Reli mabenki na pretty much everything lakini tumebakisha UDA iwe kwa serikali, yaani priorities zetu ziko wapi?

    Mkuu hii point ni muhimu sana. Mradi kama huu feasibility study haikwepeki. Inabidi wangeanza na mabasi machache kama matano hivi ili kuona kama yanaendana na hali na matakwa ya kwetu. Huwezi kukimbilia kununua mabasi mengi bila kufanya tathmini kwanza...

    Na zaidi ya hapo , magari ya Korea kutokana na kutukuwa mengi spares zake zimekuwa aghali saana, hivyo maintenance cost itawashinda, unless wanunue kwa bei ya chini kulinganisha na bus kama hilo lilotengenezwa Japan/Germany na pia bei za vipuri nazo wakubaliana kabisa kwa miaka 5 ijayo kulinganisha na bei za vipuri vya mabasi toka Japan/germany nk.

    Mkuu mawazo yako ni MURUA kabisa......before we jump into conclusions tusikimbilie moja kwa moja kuwa ni UFISADI......(japo siwezi ku-rule out...)......nilishasema huko nyuma kuwa hili neno FISADI sasa litakosa au limeshakosa nguvu yake kama ambavyo wengi wetu tumetaka liwe linachukuliwa.........

    hiyo lita moja ya gesi inaenda kilomita ngapi na ya petroli je?
    nini kitafanyika kwa hizi private transport au private owners? watafanya partnership au UDA itakuwa independent? nachelea kuhofia cartels na sabotage

    Nilikuwa najiuliza UDA wanapata wapi 24bil? kumbe ni mkopo toka Korea. Sasa hapo cha kuwa makini ni kujua vizuri juu ya hivyo vipuri. Yaani frequency ya kuvihitaji na gharama zake. Vinginevyo wanaweza wakaja shtuka fedha zinalipa mkopo na kununua vipuri tu bila kuleta faida au ikala kwa UDA. Mambo ya biashara haya.

    Binafsi nafurahishwa na huu mradi iwapo utafanikiwa utakuwa changamoto kwa serikali kuanza tena kusimamia majukumu yake kwa raia badala ya kuirushia mpira sekta binafsi ambayo inaonesha kila dalili ya kufeli na total lack of professionalism.

    Si nilisema hawa watu wapo kuiga iga tumawazo ya watu! Hamna cha korea wala nini uda ni mfu! Hilo bado ni wazo la dca chama cha madereva na makonda dar mlandizi mbona kila kitu mnawaiga na kuwatupa serikali yetu bwana kweli ni usanii! Kwa nini msiwe na ubunifu wenu sasa mnataka kulitumia shirika la uda ili ufisadi ushike mkono wake. Leo utasikia wanaliomba bunge lipitishe sheria ya watu au makampuni binafsi kuendesha shughuli za miundo mbinu kesho utasikia mtoto wa kigogo ndo mwingizaji wa machine na vifaa vyote vipuli hivyo si tutasikia tu kampuni ya mtoto wa waziri furani, mkurugenzi hata mkuu wa nchi ndio atashika tenda tunasikilizia tu!

    Hata hayo mabasi mimi nina mashaka mwingizaji ni nani! Hayo ya crdb hivi siyo ya mtoto wa kigogo kweli? Hebu tuelezeni nani wakala wa mabasi hayo..................??????

    na ajira zetu za kujuana cjui kama hayo mabasi yatapona, watanzania tunaweza mashirika yasiyo ya technical kama bima, tra, benki nk kwani izo kazi hata ukimuweka mtoto wa mjomba atajifunzia kazini na kazi baadae itaenda lakini mashirika ya technical inaitaji watu halisi wenye ujuzi sio mtoto wa mjomba, ndio mana mashirika ya technical yote bongo yamekufa! few to mention reli, tazara, sudeco, urafiki, mwatex, ait tanzania etc

    kwa ujumla ni wazo zuri, lakini kama mdau mmoja hapo juu alivyosema ni muhimu halmashauri ikaangalia namna ya kutoa ruzuku ili hayo mabasi yawe yanatoa huduma kama kwenye nchi nyingi. Uda tayari wana mabasi kadhaa hapa Dar zaidi kwenye njia za tegeta na Kilwa road haya mabasi yao ya sasa ni bora zaidi ya daladala nyingi tu...hivyo kama wakiweza kuleta mabasi makubwa na ya kutumia gesi basi hii itasaidia.
    Tayari gesi ya Songosongo inatumika kwenye viwanda vingi tu hapa Dar na kama Uda wakianza kutumia kwenye mabasi hii itasaidia watu wengine kubadili magari yao pia yatumie gesi na vilevile itawaongezea uwezo TPDC waongeze vituo vya kutoa hiyo gesi kwa magari mengine.
