Kwa J.K. kusema kwamba suala litamalizwa kwa maongezi inaweza kuashiria kwamba wengine hawakutaka wala kujaribu kuongea yaani wanatumia mabavu bila diplomasia (which might mean the comments were born out of ignorance or just talking the talk to win a political point..)

Comments za Kagame will surely not make matters betters between this allies but if his point is to tell his people uzi ni ule ule .., then the comments might have desired effect.., All in all this people should have finished their differences behind closed doors before coming out with a single statement if they really want to finish this debacle

Before Kagame can stand up and point fingers to Kikwete he should rethink of his acts since the first attack to Rwanda in 1990 and later on in 1994 when they killed Habyarimana? Couldn't it be the killings of Habyarimana there wasn't going to be a genocide in Rwanda because Habyarimana had already accepted and signed for a coalition government.

By the way who are all these people who are making so much noise over Kikwete's advice. Its no wonder that they are all Tutsi, its no wonder that their grief over Hutu is ongoing. Why are they so alarmed by Kikwete's comment; a very normal comment, which one can decide to accept or decline? I believe there is something underneath that is perpetuating these noises among the Rwandans - tribalism, is still on hold - I guess. Their problem is not what Kikwete said, but is on the consequence of the talk with the FDLRs.

Tutadhibiti hali ya machafuko Congo, tutawafukuza waasi na kuwaandama kokote watakapo kwenda ku-retreat na huko atadhihirika aliye nyuma yao, na yeye tutamfurumusha na kuweka mtu wetu pale.
Ushauri aliopewa ni kama angalizo kwa yanayotarajia kumpata muda si mrefu ujao, hatupendi kuona akiishia nyuma ya nondo.

Kwamba kwa sababu Rwanda ndiko kulitokea mauaji zaidi sioni kama ina mantiki yoyote ya kufikia kumfanya Kagame akose uvumilivu kiasi hiki. Naamini Kagame ana lake jambo, na kwa hakika Kikwete anayajua mengi ya Kagame, ndiyo maana Kagame amepata mshituko sana kutokana na hoja ya Kikwete. Inawezekana anamuona Kikwete kama threat nyingine kwenye utawala wake wa kimabavu na unywaji damu. Enzi za Mwalimu, Tanzania tulikuwa na msimamo mkali na ulioeleweka na kuheshimika, hata kama wengine waliupinga. ile "clarity" ya siasa ya mambo ya nje naamini iliwezekana hasa kutokana na "clarity" ya siasa ya ndani. Visheni. sasa hivi sioni ile "clarity" huku ndani, na nikiangalia huko nje, strong points zetu ni zipi? strategic positions? sana sana tunajivunia tulivyoweka wanja na kuvaa dhahabu ili tupendeze tutongozwe tuolewe na yoyote mwenye lugha nzuri. Ndio maana tunajivunia tu marais wa mataifa makubwa yanayotifuana katika nyanja za uchumi, sayansi na tekinolojia, kuja kututembelea wakifuatana. wakati watu wanachambua papers zilizokuwa published kwenye international journals, wakilinganisha China na Marekani, na kuangalia mwelekeo wa mpambano wa mataifa haya mawili, sisi tunafurahia kwamba "wanaume" hawa wanaonesha kutugombania na tunajifaragua huku tunachora chini kwa vidole, kichwa pembeni...Kama Obama anatuletea Keki moja, basi ni kwa gharama ya keki milioni moja!

Katika mazingira kama haya, siwezi kuiona JWTZ ambayo ilikuwa na mori kubwa kama enzi zile. Jeshi la wananchi. Jeshi la ukombozi. highly motivated internally and so externally. Angalia kwa makini majeshi yetu yote ya ulinzi na usalama. kuna mabadiliko makubwa sana. for the worst.

Sitakuwa na tatizo na kauli ya JK, kama ni sehemu ya mkakati makini uliojengwa kwenye hoja nzito, na ambao una mwelekeo. tatizo langu ni kwamba JK simwoni akijishughulisha kuweka ile "internal clarity". kama angekuwa serious na hiyo, angalau angetuelekeza kwenye mwafaka wa mambo ya msingi ya mwelekeo wetu, kabla hatujaanza kuandaa katiba mpya. Tungejadili kwanza dira ya taifa. tunakwenda wapi. tunakwendaje. Katiba ndio itupeleke huko. nakubaliana na wale wanaosema kwamba Tume ya Katiba, kwa mfano, haina mamlaka ya kutuambia tuwe na muungano wa aina gani. tunatakiwa kwanza kukubaliana kama tunataka muungano, na uwe wa aina gani, kisha Tume ndio ituchanganulie. Kwa hali ilivyo sasa hivi, ni kama Tume imeshatuamulia mambo mengi tu ambayo hatuna nafasi ya kuweka vipaumbele ambavyo vingetuletea katiba tofauti. hivyo pamoja na "nia nzuri" ya JK, na kitendo chake cha kihistoria kuwa Rais aliyethubutu kuanzisha mchakato huu wa katiba mpya, bado tunaweza kama taifa kuingia katika mwelekeo tusioutazamia kabisa. Nimesema yote haya kujaribu kuonesha kwamba "internal clarity and direction" ni muhimu sana katika kuweka "position" ya nchi yetu katika nyanja za kimataifa. ni hapo tu ndio tunaweza kweli kujenga taifa imara ambalo litaheshimika na kuwa lenye kauli thabiti kimataifa.

I thank you Mr. Secretary General and Madam Chairperson for convening this first meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the DRC and Region we signed on February 24th, 2013. Tanzania welcomes your joint efforts which will go a long way towards ensuring that the objectives of the Framework are implemented to the letter and spirit.


I commend you Secretary General, Ban Ki-moon for appointing Mrs. Mary Robinson to be your Special Envoy for the Great Lakes Region. This is a clear testimony of the seriousness that you and the UN attach to attainment of peace and stability in theDRC and the Great Lakes Region. I have no doubt in my mind that she will add value to the efforts being deployed to find durable peace in the Democratic Republic of the Congo. I pray that she will use her long experience and renowned diplomatic skills to enable the people of the DRC and the Great Lakes Region realise their long standing dream of a peaceful and stable country and the region. I assure Madam Robinson my personal commitment as well as my Government's readiness to work with her in fulfilling her mandate.


Excellencies;
We all know that the Framework we signed in February this year (2013) provides another important milestone in the search for durable peace in the DRC and her neighbours and the region at large. The launching of the Regional Oversight Mechanism, the establishment of the Technical Support Committee and the creation by the UNSC of the Force Intervention Brigade under MONUSCO are important milestones in these endeavours. I am confident, all these measures will go a long way towards bringing about lasting peace in Eastern DRC. But, the success of these efforts will depend on the genuine commitment and readiness of the parties to see peace reign if they have at heart the belief and desire for peaceful solutions to this long standing conflict which has infected great misery and suffering to millions of innocent people. Unfortunately, it is the women, children and innocent civilians who suffer the most.


Excellencies;
It is evident that the barrel of the gun cannot be the ultimate answer as testified by the recurrence of fighting. We must deploy serious efforts towards bringing the parties to the negotiating table. Only the negotiating table will deliver on the demands of all the conflicting parties. I am hoping that thisMechanism will deploy serious efforts towards initiating comprehensive negotiations. First, let the Regional Oversight Mechanism be a catalyst for completion of the ongoing peace talks in Kampala between the M23 and the government of the DRC. If these talks are concluded successfully and implemented to the letter and spirit, the first visible manifestation of the conflict will have laid to rest. But, there are other players, the FDLR and the ADF who should also be engaged and find a peaceful way of making them stop their negative activities against their countries of origin.


I am of the view that the enlargement of MONUSCO and the deployment of Intervention Brigade to play a dissuading role will not end the war. Ultimately, and comprehensive and lasting peace will be realised at the negotiating table. Let us give serious attention to peace talks. Let the Mechanism support the process in Kampala. Time has come to reach out to FDLR, ADF and other negative forces with the view to ending the circle of violence.


I also welcome the establishment of a Technical Support Committee to develop benchmarks and ensure day – to – day monitoring and reporting on the implementation of the Framework. The activities of these processes should be well coordinated to create a synergy and energy that will push the peace agenda of the region to fruition.


Excellencies;
Once again, I commend the UN Secretary General and the AU Chairperson for supporting the regional Oversight Mechanism and the Technical Support Committee to be established. I sincerely hope that these two structures will be fully supported by the region and international stakeholders. I am confident that through our commitment and support the pursuit of peace negotiations in the DRC, her neighbours and the region will attain the much sought and elusive commodity: namely, peace on its hands. It can be done. Let us play our part.
