Mheshimiwa Spika, nakushukuru kwa kunipa nafasi hii niweze kuchangia katika sheria hii ya mimea au ya mbegu za mimea kama ambavyo imeletwa. Kidogo nilikuwa na wasiwasi na mambo haya ya mimea kwa sababu ninakotoka huko kumekuwa na shida wakati mwingine kwamba, mimea inawaletea shida kweli wakulima. Nimeona hiyo kwa sababu kuna nchi nyingi ambazo zimepata matatizo hayo hasa mbegu hizi mpya ambazo zinakuwa introduced kwa wakati huu.

Hiyo ndiyo inaleta wasiwasi kwa sababu wananchi wengi wakati mwingine wanashindwa kuzinunua mbegu kila mwaka. Miaka yote ya nyuma na tangu tunazaliwa mbegu zilikuwa zinachambuliwa hizo hizo.

Mheshimiwa Spika, sasa nilikuwa naomba kuuliza kwamba: Je, inakuwaje? Kwanini mbegu zile za zamani zisiboreshwe hizo hizo ambazo ziko kuliko tukang'ang'ania kupata mbegu kutoka nchi ambazo ni kama nilivyosema huko Canada, Marekani na South Africa wanachukua mbegu, lakini watu wale hawana furaha na kile chakula kwa sababu wanasema wakati mwingine kimesababisha hata watu kupata kansa?

Mheshimiwa Spika, kwa hiyo, nilikuwa nataka kutoa angalizo kwamba hizi mbegu naomba zinapokuja isiwe kwamba watu wanafanya biashara hapa, tunachezewa tunafanyiwa biashara, watu wanataka ku-monopolize biashara yote hapa kwamba ni lazima uende ukanunue mbegu kwao wakati zamani tulikuwa tunajitafutia wenyewe. Mheshimiwa Spika, nilikuwa naomba nitoe angalizo kwa Serikali kwamba, Taasisi hizi ambazo zinafanya mpango wa kugundua hizi mbegu zijaribu kuangalia mbegu hizi za asili ambazo tunazo, ambazo wakati mwingine unahitaji tu kuchambua na kuweza kuzipanda tena. Kwanini tuletewe mbegu ambazo mimi nafikiri kuna mchezo tunachezewa hapa?

Mheshimiwa Spika, kuna mchezo tunachezewa hapa na watu ambao wanafanya biashara ya mazao hayo duniani. Wanatuletea mbegu ambazo hutanunua mbegu mahali kwingine kokote kule. Nitoe mfano mmoja, ukilima na ukapanda viazi, pale kuna dawa ambayo inapigwa pale, kiazi kitaota lakini majani yale mengine hayaoti. Sasa unafikiri hapa kuna kitu gani kinafanyika?

Mheshimiwa Spika, kwa hiyo, nilikuwa na wasiwasi kwamba haya mambo ya mbegu, mimea hii tukawa tunafanyiwa biashara bila sisi kujua kwamba hapa tunachezewa mchezo mbaya.

Kwa hiyo, natoa angalizo kwa Serikali iwe macho inapofanya ugunduzi wowote wa mimea hii, ihakikishe kwamba hiyo mimea kwa kweli itawasaidia wananchi na siyo inawadidimiza. Kwa sababu siyo wananchi wote kila mwaka watakuwa wana uwezo wa kununua mbegu hizo. Wananchi wengine wanashindwa, walizoea kuweka huko juu anaikausha kwa moshi huko lakini akipanda mwaka kesho mbegu iko safi.

Kwa hiyo, naomba kutoa angalizo hapo kwa ndugu zangu ambao wanafanya ugunduzi huu kwa sababu kama nilivyosema, hata nchi hizo ambazo kwa kweli wamefanya mambo hayo, bado hata wananchi hawakubaliani nayo kwa asilimia mia moja. Canada pale wanakataa, Marekani wanakataa na South Africa wamekataa, wanasema jamani mbegu hizi mnazotugundulia hizi mbona zinaleta shida! Ni kama zinaleta ugonjwa fulani. Kwa hiyo, sisi nchi ndogo ambazo ndiyo tunaendelea tunapokea tu, mradi tumeshapata msaada. Nilikuwa naomba kwamba tuangalie hilo.

Mheshimiwa Spika, halafu mimea ya sasa hivi hata mahindi ukilima unashangaa, mwaka mmoja tu mahindi yameshaoza. Zamani tulikuwa tunaweka mahindi yanakaa mwaka mzima. Sasa hivi miezi mitatu mahindi yameshaingiliwa na wadudu. Hizo mbegu zinatusaidia nini? Mbona zinaleta gharama kubwa?

Nilikuwa naomba kuweka angalizo kwa Serikali kwamba iwe macho inapoleta na ku-introduce mambo kama haya na mimea kama hii ijaribu kutafiti kwamba yale ya zamani yako wapi? Sasa hivi imekuwa ni mzigo mkubwa tu na kwa bahati mbaya sasa yanapoliwa unaweka dawa ndiyo unaweka sumu zaidi kwa wananchi kwa sababu sasa hivi watu wanapulizia sumu za kila ajabu, halafu elimu ya kutosha kuweza kuwaelimisha wananchi wajue namna gani ya kuhifadhi mazao yao haitolewi. Kila mwananchi anajinunulia tu sumu hii, anaweka kwenye mahindi, mahindi hayo, yanawekwa kwenye soko, yanapelekwa Dar es Salaam. Wewe unanunua kumbe unanunua sumu.

Nilikuwa naiomba Serikali iwe macho katika kuleta Muswada huu kwa sababu ni muhimu kabisa kujua sisi ni binadamu na sisi tulikuwa na mimea yetu. Hivyo ni vizuri pia iangaliwe hiyo mimea yetu ambayo tulikuwa nayo zamani. Hii ya ugunduzi tu na kusema itatusaidia kuleta chakula kingi, lakini wakati huo inaleta gharama kubwa ya kutunza. Haina maana yoyote! Unaona ni afadhali hata ungetumia mbegu ya zamani ya asili kuliko kutumia ya sasa hivi kwa sababu ya asili mimi naweza kuweka miaka hata miwili wala haiharibiki. Lakini leo hii, vijidudu vimejaa, hata sasa hivi mimi nina mahindi pale karibu gunia mia na kitu, lakini yote yanaharibika, inabidi uyatoe tena uanze kuweka dawa, hiyo ina faida gani?

Kwa hiyo, ndiyo maana nasema wazi kwamba natoa angalizo kwa Serikali tuwe macho kuhakikisha hii mimea ambayo inagunduliwa tuwe tumefanya utafiti wa kutosha kwamba inatusaidia nini? Ina faida gani kwa mwananchi? Inaleta madhara gani? Tusiangalie tu upande wa kupata fedha, upande wa biashara kwamba tutafanya biashara, lakini tuangalie na madhara yake pia.

Unasoma Evolution na Mutation katika Biyolojia, animal and plant (breeding, section, crossing over,inbreeding n.k) jinsi yanavyotokea. Katika Historia tumeona hatua 7 za mabadiliko ya binadamu kutoka Homo habilis hadi H. sapiens. Hizi zote ni mabadiliko ya asili ya viumbe na mabadiliko haya yanatokana na DNA.

Pili katika madawa: Dawa karibu asilimia 70 tunazotumia zimetengenezwa kwa teknolojia ya DNA recombinant. Hii huchukua tabia fulani kutoka kwa mdudu/manyama/mmea mwenye sifa fulani na kupandikiza maranyingi kwa wadudu wanaozaliana sana hasa E. coli. Mfano ni insulin inayotumika kwa watu wenye kisukari. Hivyo dawa nyingi ni GM products.

Tatu GM products: Hizi hasa zimekuwa na tatizo katika kutumika kwenye uzalishaji wa vyakula. Sababu kubwa ya kupigia kelele ni pamoja na uwezo na utalaam mdogo wa nchi zinazoendelea kuweza kusimamia na kuzalisha na kuhamisha vinasaba kutoka kiumbe kimoja kwenda kingine. Hakuna maabara, hakuna fedha za kufanyia tafiti, uwekezaji mdogo katika teknolojia na vingine.

NINI LENGO LAKE
Katika namna zote 3, lengo ni kuinua tabia (traits) fulani ambayo inaonekana siyo zuri katika mmea fulani na kuweka tabia itakayoongeza uwezo wa kuzaa, kuhimili magonjwa, n.k. Tofauti kati ya namna moja na nyingine hapo juu ni jinsi ya kufanya na kuharakisha matukio. GM inafanyika maabara wakati hizo zingine ni za asili. Lakini, chukulia mfano wa machungwa yale mnayofanyia badding (unapanga chungwa kwenye limao). Mbegu zake hazinauwezo wa kuzaa ukipanda na inakuwa tofauti na yule mama yake. Hii ni nini?????

Ni bora serikali iruhusu hii teknolojia katika ngazi ya maabara ili tuweze kupata watalaam pamoja na maabara za kuweza kulinda afya za Wa-TZ. Tunakataa tu, ila hata maabara zetu hazina uwezo wa kupima na kugudua GM products vitu vyenyewe. Haina haja ya kupeleka sampli nje kila wakati.
