    KAMPUNI zinazojihusisha na uwekekaji mabango ya matangazo nchini, zimemshauri Waziri wa Ujenzi, Dkt. John Magufuli, kusitisha agizo lake la kutaka
    mabango yaliyopo kandokando ya barabara kuong'olewa badala yake akutane na wadau wote ili kujadiliana mfumo unaofaa kwa nia ya kuepuka usumbufu na athari ambazo zimeanza kujitokeza.

    Ushauri huo ulitolewa na Mkurugenzi Mtendaji wa ZEK Group International, Bw. Edwin Sannda, alipozungumza na wahariri wa vyombo vya habari jijini Dar es Salaam jana.

    Alisema iwapo wadau wote wakishirikishwa itapitishwa sheria ndogo, ambapo mabango ambayo yataonekana yanafaa kuendelea kuwepo yatabaki na mengine yaondolewe kwa wahusika kupewa notisi.

    Alifafanua kuwa utaratibu wa aina hiyo kama ungefuatwa ungeondoa usumbufu na 'ugomvi' ulioanza kujitokeza kwa sasa.

    Mwishoni mwa mwaka jana Dkt. Magufuli alitoa maelekezo kuwa hataki kuona katika hifadhi ya barabara mabango ya matangazo kwa madai kuwa ni chanzo cha ajali. Agizo hilo lilifuatiwa na uwekaji alama ya X kwenye mabango na mengine kuondolewa au kuharibiwa bila wahusika kupewa notisi au kushirikishwa kama wadau.

    Bw.Sannda alisema baada ya kutolewa agizo hilo, wao walienda kuonana na Meneja wa Wakala wa Barabara (TANROAD) Mkoa wa Dar es Salaam na kumweleza maoni yao kama wadau, lakini inaonekana juhudi zao zimegonga mwamba kwa kuwa ung'oaji mabango hayo umeendelea.

    "Jitihada zote za kuomba utaratibu wa sasa ubadilishwe zimegonga ukuta, ni vema waziri akakutana na wadau vinginevyo suluhisho linaweza kuishia kwenye masuala ya kisheria," alisema Bw.Sannda na kutoa mfano kuwa mabango ambayo tayari yameong'olewa au kuharibiwa walikuwa na mikataba na wateja wao kwa miaka kati ya mmoja hadi mitatu. Alisema kutokana na mabango hayo kung'olewa, tayari wateja wameishaanza kudai kulipwa fidia kwa madai ya kuvunjwa kwa mikataba.

    Alibainisha kuwa uamuzi wa waziri wa kuagiza mabango yang'olewe bila kushirikisha wadau yameathiri kampuni zaidi ya 20 zinazojihusisha na uwekaji mabango. "Uamuzi huo umepunguza chanzo kikuu cha mapato ya serikali kuu na serikali za mitaa," alisema.

    Alisisitiza kwamba kwa mwaka wamekuwa wakilipa kodi kwa Mamlaka ya Mapato Tanzania (TRA) kiasi cha sh. bilioni 10 na kwa halmashauri sio chini ya sh. milioni 300 kwa mwenzi. Alisema msimamo wa waziri ukiendelea kubaki ulivyo utasababisha wafanyakazi wa kampuni hizo kupoteza ajira na mapato mengine kuendelea kupotea.

    Alitoa mfano akisema kampuni yake imekuwa ikilipa sh. milioni 20 kwa Shirika la Umeme Tanzania (TANESCO) kutokana na kutumia umeme kwenye mabango, mapato ambayo shirika litaanza kuyapoteza.

    Kwa upande wa kampuni yake alisema uamuzi huo utaiathiri hasa kwa kuzingatia kuwa ilikuwa na mkopo wa sh. bilioni nne kutoka Benki ya CRDB. Alishauri kuwa maamuzi mengine yanatakiwa kufuata sheria vinginevyo yanaweza kuigharimu serikali pale yanapotolewa bila kushirikisha wadau.

    Tanzania kukosa bilioni 60/- kwenye mabango

    [​IMG] TANZANIA ipo hatarini kupoteza zaidi ya sh bilioni 60 kwa mwaka huku wananchi wake wakipoteza ajira kwenye kampuni za uwekaji mabango ya matangazo iwapo serikali itaendelea kuyaondoa.
    Akizungumza na waandishi wa habari Dar es Salaam jana, Mkurugenzi Mtendaji wa makampuni ya ZEK, Edwin Sannda, alisema uondoaji wa mabango hayo unafanywa na serikali bila kuwashirikisha wahusika.
    Alisema kitendo hicho kinazifanya kampuni za uwekaji mabango kupata hasara kwa sababu baadhi ya wateja wao wameanza kudai fidia baada ya matangazo yao kuondolewa.
    Aliongeza zoezi hilo ni hatari kwani kampuni za uwekaji mabango zitalazimika kupunguza wafanyakazi, kulipa fidia kwa watangazaji wao jambo litakalochangia kudorora kwa uchumi.
    Alisema mabango ya matangazo kwa mwezi huiingizia halmashauri sh milioni 300; Shirika la Umeme nchini (TANESCO) hupata sh milioni 20 huku Mamlaka ya Mapato ikinufaika katika mapato hayo.
    Alisema mwishoni mwa mwaka jana Waziri wa Ujenzi, John Magufuli, aliwaagiza Wakala wa Barabara nchini (TANROADS) kuyaondoa mabango yaliyo kwenye barabara kuu kwa madai yanachangia ajali.
    Alibainisha kuwa baada ya agizo hilo wawakilishi wa kampuni zinazojishughulisha na uwekekaji wa mabango hayo walifanya mazungumzo na TANROADS ambayo ilisema hawawezi kwenda kinyume na agizo la waziri.
    Alisema kampuni za uwekaji mabango zimejitahidi bila mafanikio kutafuta nafasi ya kuonana na Waziri Magufuli ili wazungumze naye kuhusu hali hiyo na ikiwezekana lisimame mpaka utakapowekwa utaratibu mzuri.
    Alibainisha kuwa hawapingi mfumo unaotaka kuwekwa na serikali juu ya mabango lakini ni vema mfumo huo ukafanyiwa utaratibu wa kuanzishwa kwakwe kwa kuwashirikisha wadau.
    Aliongeza kuwa kampuni nyingi za uwekaji mabango zina vibali na mikataba ya kufanya biashara hiyo, hivyo ni vema watendaji wakawa makini na uamuzi wanaouchukua ili nchi isiweze kuingia kwenye hasara.
    "Tunaweza kujikuta tunafanya kosa kama lile la Dowans kwa kukiuka mikataba ya kisheria ya kibiashara, namuomba Waziri Magufuli achukue tahadhari," alisema na kuongeza kuwa iwapo jitihada za kuzungumza na Magufuli zitashindikana watalifikisha suala hilo mahakamani.

    Dar es Salaam. Investment estimated at $50 million (about Sh70 billion) in the advertising sector is at stake following an order to remove billboards on road reserves by the Works Minister, Dr John Magufuli.

    Operators in the sector said yesterday that they were not against the order, but at least the authorities should involve them before making such a drastic decision.

    Late last year, Dr Magufuli ordered the removal of all billboards erected on road reserves on grounds that they were a source of accidents as they distracted motorists.

    According to Mr Edwin Sanda, the executive director of ZEK Group, one of the major outdoor advertising companies in the country, the minister's order would have adverse effects in the economy and the society as a whole.

    "But it should be understood that we are not against the decision to have the business regulated properly, what we are concerned about is the way the authorities are making decisions without involving major stakeholders," Mr Sanda lamented.

    He asked the minister to agree to meet them so that they could also offer their proposals on how the problem should be addressed.

    He said as it stands now, there was no proper manual to govern the sector as the present one was copied from abroad and they (stakeholders) had little contribution on it. He said in order to find amicable solution, there was a need to halt the order to remove the billboards and the stakeholders be brought together to draw the manual.

    "After that we can have audit which will enable us establish which billboards have been erected against the regulations and a considerable time notice should be given to enable the owners to rectify them," proposed Mr Sanda.

    He said removing the billboards now forcefully would have adverse effects not only to the outdoor advertising companies, but also to the government, municipal councils, other social sectors and the society in general.

    Hisia kali, uko sawa kabisa. Hili suala la kuwekwa mabango kwenye road reserves lilishazungumzwa kipindi cha nyuma na kuwekewa mkakati kwamba yaondolewe. Leo hii muda umepita lakini bado mabango yanaongezeka, sasa ni nani aliyekosea? Magufuli ameingia kwenye Wizara hii hivi majuzi tu, ina maana uamuzi uliwekwa kapuni na hakukuwa na ufuatiliaji.

    Kama ni mapato hata yakiwa nje ya road reserve si watalipia tu huko Manispaa? Na hayo mapato yanatusaidia nini sisi wakati barabara ni mbovu kabisa, labda kunenepesha matumbo ya wachache.
