Hayo yamebainisha na waziri wa nishati Mh. January Makamba kufuatia mkataba huo wa kihistoria serikali.

Waziri January Makamba anabainisha kuwa huko nyuma serikali ilikuwa inapata kupitia faida inayopatikana (profit) lakini mradi huu wa Ruvuma - Mtwara sasa Tanzania itapata kupitia mapato ghafi.

Waziri January Makamba ameipongeza timu nzima iliyoshiriki ktk majadiliano hadi kupelekea mkataba bora zaidi kupatikana baina ya TPDC na wawekezaji wa gesi katika mradi huo wa Ruvuma - Mtwara. Na hivyo kuweka historia ya kuwa mkataba ulio na maslahi zaidi kuliko mikataba mingine iliyokwisha kusaini baina ya Tanzania na wawekezaji ktk sekta ya gesi.

ARA Petroleum Tanzania operates Ruvuma PSA following farm in​

ARA Petroleum Tanzania Ltd. completed farm-in of the Ruvuma petroleum sharing agreement in Tanzania when Ndovu Resources Ltd., a wholly owned subsidiary of Aminex, transferred 50% interest in the PSA to APT

ARA Petroleum Tanzania Ltd. (APT) completed farm-in of the Ruvuma petroleum sharing agreement (PSA) in Tanzania when Ndovu Resources Ltd., a wholly owned subsidiary of Aminex, transferred 50% interest in the PSA to APT.



Ruvuma PSA consists of two blocks, Mtwara and Lindi, and is spread over an area of 6,079 sq km. About 80% of the area is onshore, while the remaining 20% is offshore. Exploration and appraisal have been ongoing since 2005.

Over the past 12 months, Aminex has obtained a $3 million advance and $2 million loan from ARA Petroleum LLC (ARA), which has now been repaid by means of a $5 million cash consideration payable on completion of the farm-out. The security over the advance, loan, and associated interest put in place by Aminex will be released and discharged.



The farm-out includes full carry for a minimum work program, including drilling and testing of the Chikumbi-1 well, acquisition of 3D seismic over a minimum of 200 sq km within the Ntorya area, and further production wells and infrastructure as required to increase estimated P50 production to about 140 MMcfd (gross project levels).

APT now owns 75% of the PSA and is operator. Aminex holds the remaining 25%.

READ Natural gas production company Wentworth Resources has recently announced that it has reached an agreement with Scirocco Energy to acquire its non-operated working interest in the Ruvuma gas asset in Tanzania.

Ruvuma Gas Asset Scirocco Energy holds a 25% working interest in the Ruvuma Petroleum Sharing Agreement (PSA) in southeast Tanzania covering an area of 3,447 km2 of which approximately 90% lies onshore and the rest offshore where very substantial gas discoveries have been made offshore in recent years.

Gas has also been discovered onshore and along the coastal islands at Ntorya, Mnazi Bay, Kiliwani North, and Songo-Songo. The Ruvuma PSA was granted in 2005. The original PSA comprised two licences, Lindi and Mtwara, and covered an area of over 6,079 square km, around 80% of which is onshore, in the Ruvuma Basin.

Following several statutory relinquishments, the Ruvuma PSA is now composed of only the Mtwara Licence which contains the Ntorya Appraisal Area over the Ntorya gas condensate discovery. The Ntorya gas-condensate discovery, made in 2012 and operated by Aminex, represents the most immediate commercialization opportunity in the Ruvuma PSA.

The project is ideally located with access to a major onshore gas pipeline that connects the Ruvuma PSA to Tanzania’s main economic center, Dar es Salaam, allowing for the commercialization of gas from Ntorya.

A work program for Ruvuma is in place that will target a plateau rate of 140MMcf/d of gas from the Ntorya field. Scirocco has been through a period of consolidation and rationalization of its historic portfolio to focus on its core natural gas and helium assets in East Africa. The company is focused on growing its portfolio in the European energy market.

RELATED: Equinor Shell and Tanzania Sign Framework Agreement for LNG Plant Wentworth Resources is a leading domestic natural gas producer in Tanzania and is currently the only onshore domestic gas license with the Tanzanian government as a partner.

The company holds a 31.94% stake in the Mnazi Bay Gas Development adjacent to Ruvuma. The asset is operated by Maurel & Prom which holds a 48.06% stake, with the Tanzania Petroleum Development Corporation (TPDC) holding 20%.

Mkataba wa uzalishaji na ugawanaji mapato (PSA) wa Kitalu cha Ruvuma (chenye leseni mbili, Lindi na Mtwara), ulisainiwa 29 Oktoba, 2005 baina ya Serikali, TPDC na Ndovu Resources (Mkandarasi).

Mnamo mwezi Oktoba, 2020, kampuni Ndovu Resource iliuza 50% ya hisa zake kwa kampuni ya ARA Petroleum Ltd na ARA kuwa mwekezaji mkuu katika kitalu hicho.

Mkataba huu ulikuwa na vifungu vinavyosimamia mapato iwapo mafuta yatagunduliwa katika kitalu husika, kwakuwa mwekezaji amegundua gesi asilia mkataba wa nyongeza umeandaliwa ili kuongeza vifungu vinavyosimamia mapato ya gesi asilia.

Leo tarehe 25/11/2022 tunafanya hafla ya uwekaji saini katika mkataba wa nyongeza wa mkataba wa awali wa uzalishaji na ugawanaji mapato wa Kitalu cha Ruvuma baada ya kukamilika kwa majadiliano baina ya Timu ya majadiliano ya Serikali na wawekezaji.

Mpaka sasa visima viwili vimechorongwa katika kitalu hiki na kugundua gesi asilia kiasi cha futi za ujazo bilioni 466.

Tafiti zinazoendelea zinaonyesha kitalu hiki kina jumla ya kiasi cha gesi cha futi za ujazo bilioni 1,642.

Kusainiwa kwa mkataba huu wa nyongeza ni hatua kubwa katika maandalizi ya kuendeleza gesi iliyogunduliwa na hivyo kuongeza uzalishaji wa gesi asilia nchini.

Katika Mradi huu tunakadiria kuwekeza takribani dola za kimarekani milioni 500 katika kuendeleza gesi iliyogunduliwa. Katika uendelezaji na uzalishaji wa Kitalu cha Ruvuma, TPDC inatarajiwa kushiriki kwa 15%.

Utekelezaji wa mradi huu unatarajia kuzalisha ajira kwa watanzania pamoja na kukuza uchumi wa nchi yetu kutokana na kodi na tozo mbalimbali zitakazopatikana kutokana mauzo ya gesi.

Faida nyingine zitakazo patikana ni pamoja na matumizi ya gesi katika kuzalisha umeme ambayo kwa sasa gesi asili inachangia zaidi ya asilimia sitini (60%) kwenye gridi ya taifa, hivyo utekelezaji wa mradi huu utaongeza kiasi cha umeme unaozalishwa kutokana na gesi asilia, kuendesha viwanda, kutumia majumbani pamoja na kwenye magari
