    SIKU moja baada ya Rais Jakaya Kikwete kuzungumza na wananchi kwa staili mpya ya kujibu maswali ya papo kwa papo kwa njia ya redio na televisheni, wadau mbalimbali wakiwemo wanasiasa, wameelezea kutoridhishwa kwao na majibu yake, hususan yale yaliyohusu hatua alizodai kuzichukua katika kushughulikia tatizo la ufisadi nchini.

    Katibu Mkuu wa Chama cha Demokrasia na Maendeleo (CHADEMA), Dk. Willbrod Slaa, akizungumza na Tanzania Daima katika ofisi za makao makuu ya chama hicho, jijini Dar es Salaam jana, alisema Rais Kikwete hakuwa mkweli alipojibu maswali mbalimbali, hasa yale yaliyohusu kampuni tata ya Richmond Development Company LLC na Kagoda, zinazotuhumiwa kwa ufisadi.

    Alisema majibu aliyoyatoa kuhusu Richmond, yalionyesha dhahiri jinsi alivyohusika katika mchakato ulioipa ushindi wa zabuni ya kufua umeme wa dharura, bila kujua undani wa kampuni hiyo.

    Alisema Rais Kikwete kwa nafasi yake kama Mwenyekiti wa Baraza la Mawaziri, alihusika moja moja ama kwa kukusudia au kwa kuzembea katika mchakato uliosababisha Richmond kupewa zabuni hiyo, kinyume cha taratibu.

    “Kikwete amekiri mwenyewe kuwa walijadili suala la Richmond na wenzake katika Baraza la Mawaziri, na eti aliagiza Richmond ichunguzwe ili kujiridhisha kama ilikuwapo kweli.

    “Sasa nataka Watanzania wajiulize wenyewe, rais wao alikuwa wapi hadi Richmond ikapewa kinyemela zabuni ya kuzalisha umeme bila yeye kujua matokeo ya uchunguzi huo aliouagiza? Yaani alisema tu ichunguzeni halafu kampuni ikapewa zabuni kabla yeye kupata matokeo?

    “Rais wetu hakutimiza wajibu wake, kama kweli aliagiza Richmond ichunguzwe, basi alipaswa kudai ripoti ya uchunguzi huo ili ajiridhishe kama Richmond ilikuwa ni kampuni iliyokuwepo kweli au ilikuwa ni kampuni ya maruhani tu kama alivyoiita mwenyewe jana (juzi). Vinginevyo, kilichotokea ni uzembe, anapaswa kuwajibika.

    “Sioni sababu kwanini kina Hosea na wengine watakiwe kuwajibishwa kwa uzembe halafu Rais Kikwete mwenyewe asiwajibike.

    “Rais huyu sijui kama anakumbuka maneno anayoyasema. Kikwete alirudi kutoka katika ziara moja Marekani…sikumbuki vizuri ilikuwa ni wakati gani, lakini nafikiri ilikuwa ni Septemba 2006, akasema huko alizungumza na watu wake kuhusu matatizo ya umeme nchini, na akasema sasa tatizo la umeme nchini litakuwa historia. Rais huyo huyo aliyetoa maneno hayo baadaye akaanza kukaa na wenzake katika Baraza la Mawaziri kujadili umeme wa dharura kutoka Richmond. Anapaswa kuwajibika,” alisema Dk. Slaa.

    Akizungumzia kauli ya rais kuhusu Kampuni ya Kagoda inayotuhumiwa kwa wizi wa fedha zilizokuwa Benki Kuu ya Tanzania (BoT), kwenye Akaunti ya Malipo ya Madeni ya Nje (EPA), Dk. Slaa alisema:

    “Namshangaa Kikwete anajisifia kwamba watuhumiwa wengine wa EPA wamefikishwa mahakamani, lakini anapoulizwa hawa wa Kagoda ni watu gani, maana wengine anahusishwa nao, anasingizia suala lao lipo kwa DPP (Mwendesha mashitaka wa serikali).

    “Kwani kesi za hizi kampuni nyingine hazikumhusu DPP? Sisi tuna ushahidi wa mawasiliano ya akina Sanze, Mkapa na Rostam Aziz ya jinsi walivyotoa pesa kutoka Benki Kuu. Sasa kama linaachiwa DPP tu wakati hizi nyingine anajisifia kuwa amezishughulikia yeye, huko ni kukwepa uwajibikaji,” alisema Dk. Slaa.

    Aidha, Dk. Slaa ambaye pia ni Mbunge wa Karatu, alikosoa hatua ya Rais Kikwete kutumia televisheni ya taifa (TBC) inayoendeshwa kwa kodi za Watanzania wote, kuzungumzia pia masuala yanayokihusu chama chake cha siasa (CCM).

    “Lingine, haikuwa sawa yeye kutumia kipindi kile cha TBC, inayolipiwa kodi na Watanzania wa vyama vyote na wasio na vyama…kuzungumzia propaganda zake za CCM.

    “Sisi tulitarajia azungumzie masuala ya kiserikali yanayotugusa Watanzania wote bila kujali itikadi zetu, na sio atumie kipindi kile kuanza kupiga kampeni zake za uchaguzi mkuu wa 2010,” alisema Dk. Slaa.

    Kwa upande wake, Mwenyekiti wa Chama cha Wananchi (CUF), Profesa Ibrahim Lipumba, alisema suala la nyaraka za kidini linapaswa kushughulikiwa, kwani hadi hivi sasa inawezekana likawa limeshawagawa wananchi wanapoelekea kwenye uchaguzi wa serikali za mitaa, kinyume na alivyosema Rais Kikwete kuwa muda wa kulitatua bado upo.

    Akikosoa zaidi majibu ya Rais Kikwete, kwamba serikali inapaswa kutangaza sera ya MPAMITA, yaani Mpango wa Misaada Tanzania kwani majibu hayo yanaonyesha jinsi serikali inavyotegemea sana misaada, ikiwemo misaada ya vyandarua ilhali nchi yetu ina rasilimali za kutosha kuiwezesha kujitegemea.
    Nacho Chama cha Walimu Tanzania (CWT), kimeipinga kauli ya Rais Kikwete, kwamba walimu wote wa shule za msingi wamelipwa madai yao na kusisitiza kuwa kauli hiyo haikuwa na ukweli wowote.

    Rais wa chama hicho, Gratian Mukoba, alisema hadi wakati rais anatoa kauli hiyo, walimu wa shule za msingi walikuwa wanaidai serikali kiasi cha sh bilioni 35 na bado wanaendelea kuidai kiasi hicho cha malimbikizo ya mafao yao hadi sasa.

    Alisema walimu wamekaa kimya toka walivyotaka kugoma Novemba 17, mwaka jana na kuzuiwa na Mahakama Kuu Divisheni ya Kazi, lakini hadi sasa serikali imeshindwa kuonyesha uungwana wa kuwalipa mafao yao.

    Alisema rais amedanganywa na watendaji wake kuwa walimu wamelipwa na kutoa kauli kuwa wameshalipwa, kauli ambayo alisema imewashitua walimu wote nchi nzima na sasa chama hicho kinatafakari upya juu ya hatma ya madai hayo ya walimu.

    “Rais asiridhike na maneno ya kuambiwa na watendaji wake juu ya kulipwa kwa madai ya walimu, hicho ni kitendo cha kuchezea akili za walimu, huku wenyewe wakiendelea kuwa wavumilivu licha ya kutaabika sana,” alisema.

    Mukoba alimtaka Rais Kikwete kubadili kauli yake hiyo na kukiri mbele ya umma kuwa walimu hao wa shule za msingi hawajalipwa ili wamuelewe.

    Pia alikanusha kauli ya Rais Kikwete kwamba madai ya sh bilioni 20 za walimu wa sekondari yanahakikiwa na Mkaguzi Mkuu wa Hesabu za Serikali (CAG) na kusema kuwa, kauli hiyo nayo haina ukweli wowote kwani ukweli ni kwamba madai hayo yamefungiwa katika ofisi moja ya Wizara ya Elimu na Mafunzo ya Ufundi.

    Hata hivyo, pamoja na Rais Kikwete kukosolewa kwa majibu yake kadhaa, wananchi mbalimbali wameusifu utaratibu wake mpya wa kuzungumza na wananchi kwa kujibu maswali ya papo kwa papo kwa kutumia simu, ujumbe mfupi wa simu (sms) na barua pepe, kupitia televisheni na redio na kusema kuwa ameonyesha ushujaa wa hali ya juu.

    Wakizungumza na Tanzania Daima kwa nyakati tofauti jana, wananchi hao walisema kwa ujumla, Rais Kikwete amebuni kitu adimu ambacho kimempandisha chati.

    “Rais kaonyesha ushujaa wa hali ya juu, kuzungumza na wananchi kwa stahili hiyo si mchezo, mtu mwingine anaweza kupiga simu na kukutukana,” alisema Ayoub Seleman.

    Naye Alois Shayo amesema rais amefanya jambo la kihistoria, hivyo hana budi kuifanya stahili hiyo kuwa endelevu hadi ifike hatua watu wakose maswali ya kumuuliza. “Amewezesha kuwafanya watu watoe madukuduku waliyonayo mioyoni mwao. Ukiwa rais huwezi kujua yote yanayofanyika, ndiyo maana hata maofisini kunakuwa na vikao ili kuwapa fursa wafanyakazi kutoa kero mbalimbali na mambo mengine, wazo la rais ni zuri,” alisema Shayo. Naye Jesca Ngonyani alimsifu Rais Kikwete kwa ujasiri aliouonyesha, hasa katika kujibu hoja mbalimbali zilizokuwa zikiulizwa na wananchi, zikiwemo nyingine ambazo zilikuwa nzito na kusema amethubutu, hivyo anaamini marais wengine wajao wataweza pia kufanya hivyo.

    Actually mimi nilikata tamaa wakati ikijibu swali la waraka na kusema "...makamu wa Rais na Waziri Mkuu wapo safarini, nawasubiri wakirudi tutaenda kuongea na viongozi wa dini (eti) tuone tutafikia wapi kuhusu hili,....tupeni muda" Tido Mhando akamuuliza Rais muda unakwenda ....JK akajibu "...mbona uchaguzi wenyewe upo mwaka kesho"

    Nimekata tamaa: nilikuwa nasikia tu kuwa huyu mtu ni "weak" - sasa nimeona kwa macho yangu. Rais asiyekuwa na maamuzi katika masuala ya wazi kabisa ni mchovu na hatari. We have a huge leardership vacuum in Tanganyika.

    Nawashangaa watu wanaomsifu kwamba eti raisi ni jasiri amejibu maswali ya wananchi live. Kuna swali gani lililojibiwa tofauti tulivyokuwa tunajua zaidi ya kuongezea uongo? Ujenzi wa barabara, malipo ya walimu, ufisadi, kesi ya Zombe, na mengineyo. Mimi muda wote nilona anaigiza tu pale kwenye luninga. Ni kujidhalilisha kufanya alichofanya kama hun mpya kwa wananchi. Besides, ufanisi unaonekana katika vitendo, sio katika maneno. Karibia miaka mitano sasa blah blah tu, nipe mapumziko mimi.

    It is very clear, only short minded people can not see it. We are in a quagmire which needs a new leader to make us move on. Ajabu sana kusikia watu wanasema rais jasiri wakati ameprove tunachosema hapa kuwa hana interest ya kuwashughulikia mafisadi, anaikataa ilani ya CCM anakataa ahadi zilizotolewa na chama chake, amedanganywa na anadanganya kuwa walimu wamelipwa. Does this man really deserves a second term?

    Alikuwa anatumia muda mwingi kujitetea kwamba eti mambo ya kesi za ufisadi na zombe zinashughulikiwa na mahakama na kwamba yeye hahusiki nazo. Ukweli ni kwamba utendaji na maamuzi ya hivyo vyombo unategemea sana msimamo wa RAis. Kama rais yuko serious na anatoa support yenye mwelekeo wa kutaka solution ya haraka, ya uwazi na iliyo fair, mahakama nayo itasoma hizo alama na kutenda ipasavyo. Lakini kama dalili zote zinaonyesha unataka kuwakumbatia hao watu, no way mahakama na vyombo vingine vitatenda tofauti - hasa ukizingatia ukweli kwamba viongozi wa hizo taasisi wamekuwa hand-picked na yeye mwenyewe.

    Ndio maana milele na milele nitahusisha uzembe wote wa serikali na Rais moja kwa moja. Akiamua kunguruma (kama angekuwa na uwezo huo) nchi inabadilika mara moja. Akiendelea kusinzia n kuwakumbatia waovu ama kuwaogopa kwa ufadhili waliompa (wanaompa) mambo yataendelea kuwa mabaya tu.

    Mimi nina muunga mkona slaa by 100% kwa sababu mambo ya ufisadi yanayohusu serikali yake anahusika moja kwa moja. Je unaweza kutenganisha maamuzi ya kikao na mwenyekiti? mwenyekiti alikuwa wapi wakati mawaziri wanaamua kuipa tenda Richmond? Na ule uchunguzi alioagiza ufanye je ulifanyika? na inani ulifanyika na majibu aliyopewa nafikiri yalimlidhisha kwa maana hiyo richmond wakapata tenda. baada ya kugundua richmond ni kampuni hewa alifanya nini? je ni watendaji wangapi wa serikali waliomdanganya au waliofanya huo uchunguzi wamefikishwa mahakamani? ambae tuliyemwona mahakamani ni Gire tu na wengine vipi?
    kwa kweli tunakazi, jamani nawashauri watanzania wenzangu tufanye kazi ya kuwaelimisha wanainchi wasiokuwa na elimu kwani ndiko CCM inakopatia ushindi. Tatizo lililopo wasomi wa TZ tumejitenga sana na wananchi hao wanaoisifia hutuba.

    Sijui alizungumza kama Rais au Mwenyekiti wa CCM?!! Coz alimix kuzungumzia mambo na propaganda za CCM na Mambo ya kiserikali!! Ni matumizi mabaya ya vyombo vya umma - TBC.

    President Jakaya Kikwete in live dialogue on Wednesday

    Politicians, academicians, activists and ordinary citizens have applauded President Jakaya Kikwete’s live dialogue on Wednesday through radio and television, saying it has enhanced confidence in his leadership and rekindled hope among the people.

    Speaking to ‘The Guardian’ in interviews in Dar es Salaam yesterday, a cross section of them said that the approach would bear positive results if the President continued to show readiness and commitment in addressing people’s questions with detailed answers.

    A political scientist at the University of Dar es Salaam Prof Mwesiga Baregu said the system will be a positive input if transparency and truth prevail in answering the questions.

    “This system also depends on how well prepared the public is in asking the President questions and the criteria used in selecting the questions to be answered,” Prof Baregu said.

    Prof. Baregu took issue with the President’s lengthy answers to the questions.
    “Some of the questions had long answers as if the President knew the questions beforehand,” he said.

    He also said that he was not satisfied with the answer on the question about the elections guidelines issued by religious groups in the country.

    “I don’t think these guidelines are aimed at dividing people as the President said, but at guiding the people in electing committed and ethical leaders,”

    President Kikwete has expressed profound appreciation to the people for making his live dialogue with the nation possible and successful, through phone calls, emails.

    According to a State House press statement relayed to media yesterday evening, the head of state also thanked the media for according him cooperation in broadcasting the event and for publishing good stories.

    “I’m happy and I am really satisfied for getting an opportunity to talk live with wananchi through questions and listening to their comments and arguments on the future of our country, our government and our development,” read the statement, in part.

    The Executive Director for the Tanzania Media Women Association, TAMWA, Ananilea Nkya said that the system is good but it has left many unanswered questions.

    She proposed that the President meet with journalists who could ask him critical questions.

    UDSM lecturer Dr. Haji Semboja praised the new system used by the President, saying it is good and should also be applied by his subordinates.

    “It is the responsibility of the government to inform its people on different issues relating to the country’s development, but this should not be done by the President alone. Even his subordinates should follow his example,” Dr. Semboja said.

    He suggested that answers to questions relating to the country’s development should be answered after a thorough research.

    “Issues related to the country’s development are very sensitive. Answers to such questions should be worked by the President’s executives before the President gives them to the public,” Dr Haji said.

    The Publicity Secretary of United Democratic Party (UDP) Issack Cheyo said President Kikwete has shown his confidence by answering questions with clarity.
    “We are now waiting to hear his response to issues such as the controversial Tanzania International Container Terminal and Tanzania Railways Limited,” Cheyo said.

    The Deputy Secretary General for Tanzania Labour party (TLP) Hamadi Tao said the dialogue was good, but he was still unhappy with the way the government was addressing the problem of corruption in the country.

    Betty Massanja, Assistant secretary for Democratic Party’s Women wing said the new approach showed the President’s commitment to fight corruption.

    Publicity Secretary for Africa Progress Party of Tanzania Hamis Saidi said the approach is good and should continue.

    “We need such kind of leaders who can answer questions like President Kikwete instead of depending on the information from the national intelligence and security department,” Saidi said.

    Florian Rutayuga, an NCCR Mageuzi official said the President did not give satisfactory answers to the question on Zanzibar.

    “The negotiations on ways to resolve the political impasse in the Isles which involved CUF and CCM should also include other political parties rather that involving only the two parties,” he said.

    The Publicity secretary for Demokrasia Makini John Mande said the approach was good and that next time people will be more prepared.

    A resident of Buguruni in Dar es Salaam, Mohamed Abdallah said President Kikwete showed political maturity by giving detailed answers to the questions from the public.

    “I commend the President’s approach. He is really a seasoned politician,” he said.

    Meanwhile, the political parties in Zanzibar have commended President Kikwete for his warning on the elections guidelines being issued by religious groups in the country.

    Speaking to The Guardian they said the President’s response underlined his focus on building national unity.

    The political parties which supported the President included Chama Cha Mapinduzi, Chama Cha Demokrasia na Maendeleo, Civic United Front and the United Democratic Party.

    CCM Secretary for Unguja Urban District, Katerina Peter said the President has reminded Tanzanians of the importance of defending the country’s national unity.

    CHADEMA Deputy Secretary General for Zanzibar, Hamad Mussa Yussuf said President Kikwete was faced with the challenge of fighting corruption because there were some government officials involved in the vice, but legal measures are yet to be taken against them.

    On Wednesday this week President Jakaya Kikwete in a new approach of communicating with the public through a live question-and-answer system listened to viewers' and listeners' comments and advice, answered their questions and responded to their recommendations about the country's development.

    JK si kwamba labda ni mvivu la hasha, uwezo wake umefikia kikomo ndo maana kama rais hawezi hata kuhoji ni kwa nini Lowasa aingize kampuni yake ya richmond ili hali nchi ina matatizo lukuki.

    Na kama akiendelea hivi miaka 5 ijayo nchi itayumba sana. Kwa nini asiige marehemu levy mwanawasa?? au na yeye ni kilaza tu??

    Jk anasema kuwa mambo ya mahakama hausiki nayo! lakini anasahau ile kesi ya Marehemu Ditto ilivyoendeshwa kwa kasi ya ajabu mpaka kutishia mahabusu kugoma kwa kuona wengine kutotendewa haki.

    Pia anaeleza kuwa CUF walikimbia meza ya mazungumzo ambapo CCM/Makamba wanaelewa vizuri mchezo ulivyochezwa kule Bitihama mpaka na msimamo wa wajumbe kutoka ZNZ kumtishia JK kwenye kile kikao na kutoka na maamuzi ya ajabu kuwa warudishe kila kitu kwenye kura za maoni. Hataki kusema mgogoro wa ZNZ umemshinda kwa uwazi yeye anakazania CUF warudi wajadili! Viporo viporo mpaka lini??
