Mindset nyingine ni ngumu kuzibadilisha..... haswa pale zinapoamini kuwa haziwezi kubadilika!!! NDIVYO ZILIVYO!!
 
How do you change the mentality of the people? Or let me ask you this, can you change my mentality (whatever it may be on whichever it is)?

In a strickiest sense no.. for no one can change someone else's mind except his/her own. However, one can be given a reason to change his or her mind, but this reason has to be good enough to lead some one to consider his earlier position.

Lakini kama ni mgumu unaweza kulisusa gari na kutembea kwa mguu na hivyo uamuzi wako wa kutokulijaza gari mafuta ukaendelea nao na hakuna chochote kilichotokea kukufanya ubadilishe uamuzi huo.

Lakini kama ungebadilisha mawazo mapema kabla tanki haijawa tupu, basi utakuwa umebadilisha mawazo kwa sababu an external stimulus gave you a good reason to consider your options.

So in this case, tunachoweza kufanya ni kutoa habari sahihi, kutoa chaguo mbadala la mwelekeo wa vitendo, na kuonesha faida iliyopo ya kuchagua mojawapo kuliko kuendelea na status quo. Lakini mwisho kabisa ni watu wenyewe wakiwa na hivyo vyote ndio watakapoamua kulijaza gari mafuta, kulisusa na kwenda kwa miguu, kukodi gari nyingine au kutumia punda!.. lakini mwisho ni uamuzi wa watu wenyewe.

Mzee Mwanakijiji na wengineo mtajiuliza ni kwanini nawahadithia habari ya mazungumzo yangu na mwalimu wangu. Well, nafikiri huu ni muda muafaka kumtaja mmbaya wetu. Kama jinsi mwanakijiji amechoka, wakuu wengine kuwa tayari kwenda msituni, na wengine kuandika nyaraka anuai hapa kwenye Jamii, nafikiri ingekuwa bora kuyaweka mambo bayana. Kuna watu wenye habari, ushahidi, nukuu na kila namna ya chanzo ambacho kitasaidia kuwafichua mafisadi, kusaidia vyombo vya kisheria ili kuwafikisha mafisadi kunako haki.

Huu ndio wakati wa kufanya mambo. Tusiweke tena mambo kwa siri, JF ndio msitu wetu. Tuna watu wenye taaluma mbalimbali na kama tukiwatumia vema wanasheria, basi tunaweza kuichallenge serikali ili isiwe na kisingizio cha kiufundi cha kutokufanya kazi yake. Tusifanye mambo kiholela ili mafisadi wasije wakasema kuwa hizi zote ni hearsays ambazo hazitakuwa na nafasi kortini. Hii ni changamoto kwetu (kama ilivyo changamoto kwetu kubadilisha mtazamo wa mkuu NN :) ) ili tusiishie kusema ndivyo tulivyo. Ukweli ni kuwa hivi ndivyo tulivyo, na hatupendi. Basi kama hatupendi hali hii, na tuamke na kuishughulikia la sivyo tumuunge mkono mkuu NN kwa kusema ndivyo tulivyo na tuache kulalamika.

This clearly reflects the development of Tanzania's political class. One can safely say that the first generation of Tanzanian politicians (1961-1981) was a principled generation identified and bound together by the 'imperative to serve the country'. This was our kennedy generation, bepari aliyezikoga nyoyo za masikini! there is enough evidence to suggest that the majority of our first generation politicians 'retired poor'.

With a few exceptions, the 'business class' of the 60's and 70's did not enjoy any political power ( ndio maana walishindwa kuzuia azimio la arusha) while on the other hand the 'political calss' did not have any business interests to speak of.
The seeds of the modern day fisadi were planted during the azimio la arusha (what a contradiction!). Mammoth parastatal organizations were created and stuffed with 'party stalwarts', indeed the whole system provided the basis for lucrative political patronage ali mradi General Manager anatuma gawio kwa chama tawala!And those who bankrupted one company were transferred to bankrupt another company.What i mean here ni kwamba kuwafumbia macho mafisadi hakujaanza leo! System yetu ya kuwazawadia na kuwatunuku mafisadi ilianza zamani, sasa tunavuna tulichopanda!

Taratibu tukajenga katabaka ka vibepari uchwara ambao wasingeridhika na mali zao ama na ulinzi wa kisiasa, they needed to capture and exercise political power themselves. Their first major success ilikuwa ni kufanikisha mapinduzi ya azimio la Arusha and replacing that with Azimio la Zanzibar.. The significance of this was that it opened the way not only for political leaders to amass wealth without being harrassed ama 'kufuatwa fuatwa' but also it opened the door for 'moneyed' people to reduce the dominance of walalahoi in politics by bribing or buying their way through the political process.
matajiri wakaanza kushinda 'kura za maoni' huko wilayani! that was an indicator of things to come! wakapata ubunge, wakawa makamanda wa chipukizi/vijana wilayani...they started consolidating themselves in at the grass root level. Ndio maana leo hii tusishangae mafisadi wanapewa 'mapokezi' ya kishujaa vijijini kwao!

Ultimately all this would have been meaningless without capturing IKULU itself. Hii isingewezekana wakati wa Nyerere. He was a true aristocrat with natural contempt for the business class ( the Rupia's not withstanding). Wakati wa Mwinyi ndio haswa tulianza kuona madhara ya IKULU kuwa karibu na wafanyabiashara. Hawakuweza kwenda deep sana because mwalimu was still alive. Nguvu ya wafanyabiashara ilijidhihirisha wazi when they claimed their first scalp in Augustine Lyatonga Mrema then very powerful deputy PM. We also remember how mwalimu nipped in the bud the presidential aspirations of particularly one Edward Lowassa. Sababu zilielezwa. Mwalimu akahakikisha Mkapa anagombea urais 'as mr clean'. The business class lost again but not by much and not for long either!!!

Mkapa never had the grass root support in CCM (compared with Kikwete and Lowassa) ndio maana hata kura zake wakati wa awamu ya kwanza zilikuwa za kubabaisha. Mkapa alilazimika JK kama waziri wake wa mambo ya nje for Ten Years ( he couldnt fire him - no guts!) but was also secretly hoping that the foreign affairs (masafari kibao ya nje)portfolio would clip kikwete's wings and reduce his influence internally. unfortunately the situation never strictly followed this script because the genie was already out of the bottle! Nyerere's death provided the spring board upon which the business class could finally take control of state house. Mkapa akawa hana tena mtu wa kumuonea aibu.

Tukiangalia kwa karibu zaidi tutaona 'madili' ya mkapa ndio yalianza kusukwa wakati huu! This had a domino effect kwa viongozi wenzie walipomuona Mr Clean anaanza kuchangamkia mali za taifa, nao wakatia mkono kapuni kwani sasa hakuna wa kumuonea aibu, hakuna wa kuwakemea, hakuna wa kuwakamata, hakuna wa kuwawajibisha! Tukashuhudia bunge likisalimu amri mbele ya mafisadi (kama fedha za EPA zilichotwa ili kufadhili chaguzi za CCM, basi tusijindanganye kutegemea kwamba kuna mtu atawajibishwa).. Wale wote waliokuwa wanatishia kufungua kesi mahakamani kwamba wamechafuliwa majina yao, hakuna hata mmoja aliyefanya hivyo. Kulikoni? Majina yao sasa safi? Ikulu ya Tanzania imetekwa na mafisadi, CCM yenyewe siyo kwamba imetekwa na mafisadi bali kimekuwa chama cha mafisadi. CCM imeambukizwa kansa ya ufisadi ambayo inakitafuna chama ndani kwa ndani na taifa pia. We have to stop this before it is too late.

Wasiwasi wangu ni kuwa kuendekeza huku kulipua mabomu ambayo ukweli ni kwamba mara nyingi ni vigumu kuthibitisha mtandaoni (nakumbuka kuna wakati marehemu Dr. alionekana Malta au Cyprus!) tunageuka kuwa kama tabloid nyingine! Tuna'indulge' mno sensationalism kiasi ambacho wengine wakihoji uhalali wa hizo 'dataz' wanaonekana wasaliti!

Japo mimi ni mchanga katika uchangiaji huu kulinganisha na wakuu wengi, binafsi niliamua iwe hivyo kwa makusudi. Kama jinsi Mchungaji alivyosema kuwa kuna wanajamii ambao wameamua kuwa selective contributors, na mimi niliamua hivyo ili nisije nikapotoka na kushawishika kushiriki katika uzabizabina na ushankupe.

Mkuu wa kijijini alisema pointi muhimu kuwa maadui ni sisi wenyewe. Hili ni hakika kwani hapa kwenye jamii kuna watu ambao ni vibaraka wa maadui zetu. Lakini kuna wengine ambao wanapenda kujivuna na kuonesha how influential they are. Sidhani kama inasaidia kutuambia ukaribu wako na wakulu huku unagubikwa na misinformation. Binafsi ningependa kuona JF inaendelea kuwa chombo cha kuaminika katika kutoa midahalo, kama KLHN ilivyo katika kutoa habari. Mzee wa kijijini, hiyo ni busara na ujasiri sana kwa wewe kuwa na KLHN ambapo unakuwa responsible mwenyewe bila kuwapa mwanya watu wenye kushadadia katika kutoa habari zako. Chukua tano.

Mwenye busara mmoja aliwahi kusema "mvunja nchi ni mwananchi" labda na mimi niongezee kwa kusema "mvunja nchi ni mwenye nchi"...in reference to, well, wale wasio na uwezo na kutegemea pensheni kubwa kuliko zote za serikali na kamgodi kadogo tu kako huko Kiwira. Lakini pia, mjenga ni nchi ni mwananchi, kama mimi na wewe msomaji, tunavyopenda tujulikane. Basi, kama hilo (sisi ni wajenga nchi) ni kweli, basi tumuunge mkono Fundi Mchundo wetu, Mchungaji na wengineo katika kuachana na sensationalism, jazba na emotions ili kweli iwe ndio kauli yetu na hata kama tukiulizwa juu ya kauli zetu, tusichukulie kibinafsi.

Na jamii hupata viongozi inayostahili na kustahiki. Viongozi tuliokuwa nao ni stahiki yetu. Kama sisi hatujabadilika viongozi wetu hawawezi kubadilika maana lazima watatokana na sisi wenyewe.
