    SAKATA la kupanda kwa bei ya umeme Zanzibar limezidi kupata sura mpya baada ya viongozi kuamua kulifikisha suala hilo kwa Waziri Mkuu, Edward Lowassa na Waziri Kiongozi wa SMZ, Shamsi Vuai Nahodha.
    Katika maamuzi yaliyofanywa hivi karibuni, Mamlaka ya Udhibiti wa Nishati na Mafuta (EWURA), iliruhusu Shirika la Umeme nchini (Tanesco), kupandisha bei ya umeme kwa asilimia 21.7 kwa Tanzania Bara na asilimia 168 kwa Zanzibar, kwa maelezo kuwa kwa muda mrefu bei ya umeme Zanzibar ilikuwa ya chini mno.

    Suala hilo limefikishwa katika ngazi hizo za juu baada ya kukosekana kwa muafaka kutokana na majadiliano yaliyokuwa yakiendelea tangu kutangazwa kwa bei hizo mpya.

    Hayo yalielezwa na Ofisa Uhusiano wa Shirika la Umeme Zanzibar (ZECO), Salum Hassan, alipozungumza na Tanzania Daima kuhusiana na kikao kilichowahusisha viongozi kutoka Zanzibar na Tanzania Bara, kujadili suala la ongezeko la bei ya umeme.

    "Baada ya kikao, uamuzi uliofikiwa ni kwamba suala hilo ajenda yake itapelekwa kwa viongozi wa juu, Waziri Mkuu Lowassa na Waziri Kiongozi, Shamsi Vuai Nahodha kutafutiwa ufumbuzi," alisema.

    Hassan alisema katika kikao hicho, menejimenti ya Tanesco ilibainisha kuwa katika mapendekezo yake, ilitaka bei ya Zanzibar ipandishwe kwa asilimia 39 tu, lakini jambo la kushangaza, EWURA imepandisha kwa asilimia 168.

    Alieleza kwamba katika kikao hicho, menejimenti ya EWURA ilijitetea kuwa haikufahamu mapendekezo ya Tanesco na ndiyo maana ikapandisha kwa kiwango hicho.

    Alisema kwa kuwa viwango hivyo vya bei vinapangwa na Bodi ya EWURA kupitia chombo maalumu cha udhibiti wa huduma za nishati na maji, menejimenti ya EWURA haina uwezo wa kutengua maamuzi yake.

    "Wenzetu wa EWURA wamesema hawana uwezo wa kutengua maamuzi yaliyofikiwa na bodi ndiyo maana tumeamua suala hili tulipeleke ngazi za juu za uongozi litafutiwe ufumbuzi," alisema Salum.

    Alieleza hadi sasa Shirika la Umeme Zanzibar (ZECO), linaendelea kutumia bei ya zamani hadi suala hilo litakapopatiwa ufumbuzi.

    Salum alisema iwapo bei mpya zilizopendekezwa na EWURA zitatumika, wananchi wa Zanzibar wataathirika kwa kiasi kikubwa kwa vile kima hicho hakilingani na kipato cha wananchi.

    Alisema hivi sasa Zanzibar inatumia megawatt 40 za umeme na kutumia kati ya sh milioni 800 hadi 900 kwa mwezi kwa ajili ya kununua umeme huo.

    Ofisa huyo alisema kulingana na viwango vipya vilivyotangazwa na EWURA Zanzibar, hivi sasa italazimika kutumia sh bilioni 2.1 kwa mwezi kununua umeme, kiwango ambacho ni kikubwa mno.

    "Tutaendelea kutumia viwango vya zamani hadi hapo vikao vya ngazi ya juu vya viongozi watakapolipatia ufumbuzi tatizo hilo," alisema.

    Aliwataka wateja wao kuondoa wasiwasi kwa vile serikali inaendelea kulitafutia ufumbuzi tatizo hilo, ili kuepusha athari iwapo viwango vipya vitaanza kutumika.

    Wiki iliyopita ujumbe kutoka Shirika la Umeme Zanzibar (ZECO) na baadhi ya maofisa wa Wizara ya Maji, Nishati na Ardhi Zanzibar, ukiongozwa na Meneja wa ZECO, Juma Ishaq, walikwenda Dar es Salaam katika mchakato wa kulizungumzia suala hilo.

    Nafikiri ni wakati muafaka kwa Zanzibar kuwa na kampuni yao ya umeme ambayo inazalisha umeme na si kusambaza umeme tuu.

    Sijui ni kwa nini Serikali inatudanganya wananchi kuwa wataruhusu kampuni nyingine kuzalisha umeme, wakati EWURA na Tanesco ndio wanapandisha bei kinoma namna hiyo.

    Serikali inabidi ilipe deni inalodaiwa (including SMZ) na si kusukuma deni hili kwa wananchi kwa kuongeza viwango.

    Zaidi kwa kuwa bodi ya EWURA haiwezi kupangua maamuzi yake, basi Lowassa akitoa maamuzi, hapana shaka wataridhika.

    Hapana shaka kuanzia kuanzishwa kwa TUKUZA huko visiwani, ZECO wamekuwa wakinunua umeme bila ya kukopa. Ili kuweza kupata malimmbikizo toka Idara mbalimbaili za SMZ, ZECO wamefunga TUKUZA hizo katika idara hivyo kuweza kulipwa malimbikizo ya madeni ingawa katika kiwango kidogo.

    Wazo la Zenj kujitegea kwa umeme kwa kuwa na kampuni yake ni zuri, katika awamu ya tano ya SMZ wazo hilo lilikuwepo ila pingamizi lilikuwa katika hiyo selikali ya muungano.

    Zaidi EWURA wanapaswa kujua Zenj ni mteja no1 wa Tanesco. Hivyo wawe makini na hesabu zao ambazo zimehusu zaidi ubinafsi.

    Darling plans meeting on fuel price


    Chancellor Alistair Darling has called for a meeting with energy regulators Ofgem to review the reasons for recent dramatic rises in fuel prices.

    In a sign of concern about the impact on the economy of double-digit hikes in bills, Mr Darling indicated he was conscious of the link between energy prices and macro-economic stability.

    Energy suppliers Npower last week sparked anger among customers when they announced hikes of 17.2% for gas and 12.7% for electricity, increasing typical bills by £95 for gas and £64 for electricity and taking the average dual power bill over £1,000 a year.

    The announcement, coming against the backdrop of oil trading at more than 100 US dollars a barrel, raised concerns that other power companies may follow suit, with a knock-on effect on the British economy.

    In a letter to Ofgem chairman Sir John Mogg and chief executive Alistair Buchanan, obtained by The Times, Mr Darling asked for a meeting soon to discuss the implications of the price rises.

    And he appeared to suggest he wants to explore claims from some experts that the energy companies do not need to pass on commodity price increases to consumers at once.

    Mr Darling wrote: "I would be interested in receiving your assessment of gas and electricity supply and market conditions both in the UK and Europe and likely future trends..."

    He added: "Increases in... energy prices has reminded us of the relationship between energy prices, macro-economic stability and government's objectives around tackling fuel poverty."

    Karl Brookes, spokesman for consumer watchdog Energywatch, said: "Energywatch is not convinced the market is working in the best interests of consumers and we are pleased this review is taking place."

    "If you believe we are in a fully-fledged competitive market you would expect suppliers to respond in a more innovative way than instantly responding to wholesale prices by hitting the consumer in the pocket."

    Wazenji walipie tu umeme kama watu wa bara- actually pamoja na kupanda kwa bei Visiwani bado viwango vya malipo ni kidogo tofauti na bara!

    Hii kukimbilia kwa Lowasa au Nahodha ya nini? Kama kuna kusaidiwa basi iwe kwa watumiaji wote wa visiwani na bara. Au SMZ walipie tu hiyo tofauti ili Watz wa Visiwani waendelee kulipia kidogo!

    ..kuna thread ilikuwa inasema Zenj wanalipa kidogo kuliko Bara. hebu tuipitie hiyo.

    ..je, inawezekana pamoja na ongezeko la 168% bado wateja wa Zenj wanapata umeme kwa bei nafuu kuliko Wabara?

    Ninavyoelewa mimi hii ni bei ya Tanesco kwa Zeco na haihusiani kabisa na bei ambayo ZECO ataamua kumuuzia mteja wake. Zeco ina uhuru kabisa wa kuendelea kumuuzia mteja wake bei aliyoizoea na kutafuta sehemu nyingine tofauti kati ya bei hiyo na ile ambayo EWURA amependekeza. Vilevile ZECO ana uhuru wa kumuuzia mteja wake umeme kwa bei ZAIDI ya ile EWURA aliyopendekeza. Uamuzi ni wao.
