Kama budget inatumika according to planning - kuna kitengo cha kutathmini/kukagua utekelezaji?? ambacho kinatakiwa kuandika report na kuiweka hadharani - au kunakuwa na planning, budget inawekwa halafu hakuna checking?? Mimi sijasikia watu kuwabishwa kwa kutumita budget (hela za kodi) vibaya - ukiachia audit inayofanywa na Auditor General wa serikali - kunatakiwa na physical check - otherwise hela zinazotengwa zinakwenda kwenye mambo mengine ndio maana kila mwaka mipango haitekelezwi - anakuja waziri huyu anaondoka, mambo yako pale pale - na Wabunge wa sehemu husika wako busy kuchukua allowance zao nene na kutofatilia hadi wakati wa uchaguzi - God help Tanzania

Sisi bajeti yetu ndiyo hivyo tena, lakini nadhani kuna umuhimu wa kujilinganisha na jirani zetu Kenya na Uganda.

Nimeangalia Kenya wamenifurahisha kwa mtizamo wao wa mageuzi ya teknolojia. Sisi tunapiga porojo la kukuza kilimo cha pamba, hebu angalia wenzetu wanavyojipanga.

Na kila waziri anaogopa kugusa kodi mbili, VAT na PAYEE!

Hata mwaka huu inabidi tumpongeze Mkulo maana kila waziri wa fedha alikuwa hapendi kugusa hizo kodi akiogopa mapato kushuka.
 
Wadau naomba tujadili hili suala la stimulus package, kama neno lenyewe linavyo elezea na hatua ambazo Nchi zilizoendelea zinachukua/zimechukua versus hatua ambazo nchi yetu inachukua.
Kwanza stimulus package ni hatua zozote zile zinazochukuliwa na nchi katika juhudi za kuchochea ukuaji wa uchumi, na vitu vinavyo kwenda na ukuaji wa uchumi.
Sasa kwa wenzetu wa nchi zilizo endelea vitu vingi vya msingi vya kuchochea uchumi wanavyo, kama Miundombinu sasa tatizo kwao limetokea katika utekelezaji wa sera zao za uchumi kuanzia kwenye kampuni moja moja mpaka katika ujumla wote wa shughuli za kiuchumi hususana katika utoaji wa mikopo.
Sasa tukirudi kwa tanzania tatizo letu kuu la kiuchumi au la vitu vinavyo weza kuchochea uchumi, ni kukosekana kwa Miundo mbinu, na uongozi bora (ufanisi wetu wa kazi au utekelezaji) upo chini kutokana na Rushwa. Na sis tatizo la mikopo.
Hivyo basi Stimulus Package anayo ongelea Mchumi au mtu wa Kawadi wa Tanzania kwa vyovyote vile inatakiwa kwenye kulenga kwenye vitu vifuatavyo

(1). Ujenzi wa barabara kuu, na si kusema Barabara hiyo ipo kwenye Plan ya 2012 kuelekea 2020 blah blah blah. Hivyo vitu vinatakikana Sasa, sioni sababu za kutosheleza za kutojenga Bara bara ya Arusha Dodoma,Mtera Mpaka Iringa.
Songea Mbinga, Songea-Tunduru na nyingine nyingi.

(2)Kuongeza nyezo za kuelemisha watu iwe kupitia television, Maktaba, Shule Bora, Walimu Bora na hata Serikali ikajikita kuweka watendaji wasomi huko Vijijini ili waweze kuwaelimisha watu njia bora za maisha na kujua shida zao.
Angalia kwa mfano Maktaba kuu toka 1971 mpaka sasa ni hiyo hiyo, na badala kuongezeka ina pungua kwa kupangisha majengo yake, vitaba vimepungua au hakuna, Nenda Mkoa wa Kinondoni hakuna maktaba, nenda Temeka, hakuna na hapa ndio karibu na makao makuu ya serikali au mjini.. sembuse Lindi kwa dada salama

Nashukuru kwa mchango wako, sasa kwa hali ya tanzania , hiyo stimulus package unaona ilenge wapi?
Maana kama Bank ikitoa mkopo mfano kwangu wakati mazingira ya kufanyia biashara au uzalishaji kama ni kiwanda ni mgumu, kwa sababu ya kukosekana kwa barabara , umeme, wafanyakazi wenye tija na vinavyo endana na hivyo, huoni mwisho wa siku nitakuwa pale pale kama sio kurudi nyuma?
 
first what do u stimulate, the aim of stimulus package is to stimulate the econmomy and encouraging spending to boost the circulation of money. we dont have that kind of infrastructure watu awana hela in the first place and the economy is not affected anyhow its as if nothing as happened so what do you stimulate.

the issue should be the government should use these funds to create job opportunities and stop mimic-ing others problems which haven't affected us as they claim. we do not have jobs in the first place(for many tanzanians), people dont spend that much and those who normally spend still spend so there's nothing to boost only to create to improve thats why i think we tend to use unappropriate words for reasons known to them. the government should concentrate into creating jobs jobs jobs and more jobs at the moment which we do not have in the first place. so no to stimulus yes to investement into new things because we havent the infrastructure simple. there's nothing to stimulate the banks have been giving loans ever since even in this hard times. the money should be invested into things that arent there and that is there, job in the first place.

The government budget will focus on farming, schools, health and infrastructure to ease strain from the global economic slowdown, according to Finance and Economic Affairs minister Mustafa Mkulo.

Tabling his 2009/10 budget estimates yesterday in Dodoma Mkulo said those sectors will take nearly half of spending which have been allocated with 5,103.2bn/-.
Development expenditure will be 2.8trn/-, Mkulo told parliament in his budget reading.

He however said donors will fund 33 percent of the 2009/10 budget, compared to 34 percent of the previous year.

The global slowdown has hit the country’s tourism receipts, its biggest foreign exchange earner, dented demand for its coffee and cotton exports and prompted foreign investors to suspend significant projects in the mining sector.

Late last year, the world financial crisis and ensuing economic downturn forced Tanzania to postpone plans for a USD500 million Eurobond to fund infrastructure projects.

Sectors such as manufacturing, construction, telecommunications and financial services have contributed increasingly to recent strong growth rates of the economy.

Mkulo said that the budget has taken into consideration the national strategies focusing on improving the lives of people.

In this year’s budget education sector got 1,743.9bn/- compared to 1,430.4bn/- in the ending financial year, which is an increase of 22 percent while the agricultural sector has been offered 666.9bn/-, reflecting an increase of 30 percent compared to 513bn/- in the last budget.

Infrastructure sector has been allocated 1,096.6bn/- representing an increase of 12.7 per cent from 973bn/- offered in the last fiscal year.

Health sector has been allocated 963bn/- from 910.8bn/- offered in 2008/09 equivalent to an increase of 5.7 percent while the water sector got 347.3bn/- compared to 231.6bn/ allocated last year. Energy and minerals sector has been offered 285.5bn/- from 378.8bn/- which is a decrease of 24.6 percent.

The government and analysts predict a slightly above 5 percent growth in 2009, down from 7.4 percent last year.

The government had hoped to slash its reliance on donor funding in 2009/10, but domestic receipts are likely to suffer because the global slowdown has hurt prices of commodities like coffee, cotton and horticulture and cut tourist arrivals.

The government plans to raise 5.1trn/- in domestic revenue, up from a targeted 4.73trn/- a year before. The government also hopes to seek additional funding from countries in the Gulf and Asia.

It aims to raise domestic revenue collection by widening the tax base and revoking various exemptions.

It aims to borrow 506.2 bn/- from domestic markets to fund some development spending and another 576.5 bn/- to pay off maturing government securities.

Mkulo said the government planned to sell 21 percent in the National Microfinance Bank (NMB) to raise 15 billion shillings.

“The budget for the financial year 2009/10 will be executed in a period when the world is experiencing world economic meltdown but I can assure this august House that it will be implemented accordingly,” he said.

Mkulo further said that the government would ensure that the ‘Agriculture First’ strategy is effectively implemented and put much stress on the effective use of public funds in potential areas.

He said the most important measure would be taking advantage of the increases in world foodstuff prices to increase production of food crops in the country, by encouraging the public to invest in large scale farming for more food crops as a source of food and revenue.

“Let us use this challenge of world food shortage as a blessing by producing more of our own food requirements, because we have land, the human resources and good weather,” the minister told the National Assembly.

He further stressed that global economic crunch is likely to affect the country’s economic growth hence there was a need to overcome challenges caused by the crisis.

Mkulo who is also an MP for Kilosa, said that care was needed in implementing the 2025 national development vision to ensure that its target of reducing poverty is realized within the projected time.

“Every one should play his/her role to ensure that the country’s economy is improved and be able to withstand impacts related to the global economic crunch,” he said.

He added: “More efforts are needed to increase exports of goods and services, in order to increase the economy’s resilience against such shocks.”

Mkulo said the challenge facing the government was the unpredictable flow of aid and loans from development partners.

“This points to the need to double our effort towards reducing the rate at which recurrent expenditure has been expanding, especially in relation to those items that cannot be scaled down in the event of a shortfall in revenue,`` he explained.

In order to address the situation, Mkulo said the government would implement prudent measures to reduce dependence of the budget on external resources.

He said another step to be taken by the government was controlling inflation by strengthening the management of money supply in the economy, and increasing consultation with stakeholders, especially banks, to give them reliable information on monetary policy, its implementation, and direction.

“`Other considerations in this regard include improving the infrastructure, especially for rural transportation in order to reduce the transport costs of foodstuffs to urban areas,” he said.

The MPs will debate the budget over the coming week before approving it for implementation.

4. Mr. Speaker Sir, therefore the theme for this year’s budget is [FONT=Bookman Old Style,Bookman Old Style][FONT=Bookman Old Style,Bookman Old Style]‘Enhancing Strategic Interventions to Improve Business Climate and Revitalize Production to Achieve Prosperity for All’. [/FONT][/FONT]Accordingly, Government will scale up investments in physical infrastructure including transport and communications, and will enhance access and availability of reliable and affordable energy. This will provide the private sector with enabling climate to increase production and seize opportunities in the domestic and regional markets.
5. Uganda has a comparative advantage in food production and has the potential of becoming the food basket of the region. It is also well placed as a trading hub. While demand for Ugandan exports might reduce among industrialized countries, this will be compensated for by high demand from the region. Government will address constraints to accessing regional markets and supply constraints in the domestic economy. Increasing production and promoting regional trade will therefore be our focus both in the short and long term.
6. Mr. Speaker Sir, the thrust of the Financial Year 2009/10 Budget is therefore based on the following policy initiatives:
i. increasing agricultural productivity and production,
ii. increasing agro-processing and value addition,

iii. increasing investment in infrastructure and human resource development to facilitate regional trade and economic growth.
7. This is the essence of Government’s stimulus that will lead to increased production, and stimulate regional trade while making the private sector more competitive to take advantage of regional demand. These measures will consequently result in the creation of jobs to address the high unemployment in the country.

SHINIKIZO la kutaka serikali kurejesha misamaha ya kodi katika taasisi za dini na Mashirika yasiyo ya Kiserikali (NGO) limezidi kushika kasi baada ya wabunge, wasomi na viongozi wa kidini kujitokeza wazi kupinga hatua hiyo.

Wakizungumza na Mwananchi Jumapili kwa nyakati tofauti jana, walisema mkakati huo hauna faida yoyote kwa sababu utawaathiri wananchi hasa wa kipato cha chini kwa sababu ndio wanaotegemea huduma za taasisi za dini.

Mpango wa kufuta misamaha ya Kodi ya Ongezeko la Thamani (VAT) kwa asasi za kidini ulitangazwa na Waziri wa Fedha na Uchumi, Mustafa Mkulo wakati akisoma Bajeti ya Serikali kwa mwaka 2009/10 Alhamisi iliyopita.

Baadhi pia wamehoji mpango wa serikali wa kujadiliana na kampuni za madini juu ya kuzifutia msamaha wa kodi wakati mpango wa kuwasamehe ulitangazwa ghafla na serikali na haupo kwenye mikataba yao.

Baraza Kuu la Waislamu Tanzania (Bakwata) limeungana na Maaskofu wa Kanisa Katoliki (TEC) na wale wa Jumuiya ya Kikristo Tanzania (CCT) kupinga hatua hiyo ya serikali.

Bakwata katika tamko lake limeishauri serikali kuirejea bajeti yake upya na kufuta mara moja ushuru kwa bidhaa na huduma za mashirika na taasisi za dini, ili kulinda amani, usalama na utulivu nchini.

Mufti wa Tanzania Sheikh Issa Shaaban Simba alitoa tamko hilo jana akifafanua kuwa vitu vya kiibada na kiroho havipaswi kutozwa kodi ya aina yoyote.

Katika tamko hilo, Mufti Simba alisema Bakwata imepokea kwa masikitiko makubwa hasa ikizingatiwa kuwa watu wengi maskini ambao serikali inashindwa kuwasaidia, hupatiwa misaada na taasisi za dini.

"Mashirika na taasisi za dini zinalenga zaidi katika kutoa huduma kwa wananchi katika mazingira magumu hususan wa vijijini na sehemu nyingine duni, ambazo serikali inashindwa kutosheleza huduma hizo," alisema Mufti Simba.

Kwa mujibu wa kiongozi huyo wa juu wa Waislamu nchini, mashirika na taasisi hizo hutegemea zaidi misaada na michango ya waumini wao na wahisani mbalimbali na kwamba hakuna biashara wanayofanya ili kupata faida katika shughuli zao.

"Misaada kama hiyo inasaidia maskini, walemavu, wagonjwa, maeneo ya majanga, machafuko na maafa kama vile milipuko ya mabomu Mbagala," alisema Mufti.

Alifafanua kwamba, mashirika hayo huchangia huduma katika sekta ya afya kwa asilimia 40 na elimu kwa sehemu kubwa, na wanaofaidika wengi wao ni Watanzania maskini.

"Athari ya ushuru huu kwa mashirika na taasisi za dini ni kwa wahisani kupunguza au kuondoa kabisa misaada yao, kufifia kwa huduma za wanyonge baada ya mashirika hayo kushindwa kutoa huduma kwa kodi kubwa wanayotozwa," alionya.

Tamko hilo la Waislamu limeongeza shinikizo baada ya kauli mbalimbali zilizokaririwa na viongozi wengine wa madhehebu makubwa ya kikristo-TEC na CCT ambao wamefikia hatua ya kupanga mkakati wa kwenda Ikulu kulalamikia hatua hiyo.

Baadhi ya maaskofu waliokaririwa na vyombo vya habari jana, ni Askofu Msaidizi wa Jimbo Kuu la Dar es Salaam, Methodius Kilaini, alisema atawashangaa wabunge kama watapitisha bajeti hiyo inayokwenda kuwaumiza wapiga kura wao.

Maaskofu wengine waliopinga suala hilo, ni Peter Mwamasika wa Kanisa la Kiinjili la Kilutheli Tanzania (KKKT) Dayosisi ya Dodoma, Benson Bagonza wa KKKT Dayosisi ya Karagwe na Mkuu wa Kanisa la Anglikana, Valentino Mokiwa.

Tangu kusomwa kwa bajeti bungeni, viongozi mbalimbali wa taasisi na mashirika ya dini wamekuwa wakipinga bajeti hiyo kwa kile kilichoitwa kuzibana taasisi hizo, huku baadhi ya wabunge wakiwaunga mkono.

Mbunge wa Kigoma Kaskazini, Zitto Kabwe (Chadema) alisema: "Uamuzi huo hauna tija kikodi kwani serikali haitaokoa mapato yoyote kwa kuondoa msamaha huo."

Alionya na kuhoji: "Serikali imeonyesha udhaifu mkubwa katika msamaha wa kodi ya mafuta kwa kampuni za madini, kwani inataka kushauriana nao kwanza. Sasa ni kwanini haikushauriana na viongozi wa dini kabla ya uamuzi huo kama inavyotaka kwa makampuni ya madini?

Ina maana kuwa serikali inathamini uwekezaji kuliko dini na shughuli za dini? Natambua kuna taasisi za dini zinatumia vibaya misamaha hii, lakini kwa nini serikali itoe adhabu kwa taasisi zote? Ni jukumu la serikali kudhibiti abuse (ukiukwaji) hiyo."

Mbunge huyo ambaye pia ni Mwenyekiti wa Kamati ya Bunge ya Hesabu za Mashirika ya Umma, alifafanua kuwa msamaha wa kodi ya mafuta ya petroli kwa kampuni za madini nchini umelikosesha taifa Sh181 bilioni tangu uanze mwaka 2005.

Alibainisha kuwa msamaha huo ulitolewa Oktoba 15, 2005 katikati ya kampeni za Uchaguzi mkuu kwa notisi ya serikali namba 22 ukionyesha kuwa kampuni za madini zimesamehewa kodi ya mafuta kwa kipindi cha miaka 25.

"Msamaha huo ulitolewa wakati kampuni zote zikiwa tayari zina mikataba, hivyo kimsingi msamaha huo haupo kwenye mikataba ya madini ambayo serikali imeingia nayo," alisema Zitto.

Alisema kitendo cha serikali cha kutaka kujadiliana na kampuni za madini kuhusu msamaha huo ni kudhalilisha uhuru wa nchi, hasa ikizingatiwa kuwa haukuwa halali na wala haupo kwenye mikataba yao ya uwekezaji.


Mbunge wa Karatu, Willibrod Slaa (Chadema) alisema mkakati huo wa serikali utasababisha mgogoro mkubwa baina ya waumini wa dini na serikali.

Alisema taasisi za dini zimekuwa zikitoa mchango katika huduma za kijamii kama vile afya na elimu, hivyo kuwatoza kodi watakaoathirika ni wananchi.

Mbunge wa Busega, Dk Raphael Chegeni (CCM), alisema ni lazima serikali iangalie upya uamuzi wake huo kwani taasisi hizo zina mchango mkubwa katika kusaidia serikali kutimiza wajibu wake.
"Lazima tutambue mchango wao kwa jamii, sote ni mashahidi kuwa madhehebu mengi yameweza kuboresha huduma za jamii katika sekta za elimu, afya na miundombinu. Hawa watu hawafanyi biashara wanatoa huduma kwa gharama nafuu ambayo mwananchi wa kawaida anaweza kulipia," alisema Dk Chegeni.

Mbunge huyo alishauri serikali kuchunguza madhehebu hayo kwa lengo la kubaini wale ambao si waaminifu na wanaotumia dini kujinufaisha na kuwasamehe wale ambao wana dhamira ya dhati badala ya kuwahukumu wote.

Kwa upande wake, Shirikisho la Vyama vya Wafanyakazi nchini (Tukta), lilisema serikali kuondoa msamaha wa kodi kwa asasi za kiraia na za dini si rahihi, kwani zitashindwa kufanya kazi zake kwa sababu ya hali hiyo itaongeza mzigo kwa wananchi.

Katika hatua nyingine, licha ya serikali kutoongeza kodi mapato ya wafanyakazi, Tukta imesema hatua ya kutowapunguzia kodi ambayo iko juu ni kuwaongezea ugumu wa maisha.

Hayo yalisemwa jana na Naibu Katibu Mkuu wa Tukta, Nicholas Mgaya wakati akitoa taarifa ya tathmini ya bajeti kwa upande wa wafanyakazi.

Alisema kodi ndiyo tatizo kubwa kwa wafanyakazi na kuwa ingawa hawataigomea, ni lazima serikali ielewe kuwa kuna njia nyingi za kupata kodi na siyo kuwakamua tu wafanyakazi.


"Serikali haitumii mbinu au kupanua wigo wa kupata kodi kwa kuwa kuna watu wengi hawalipi kodi na wafanyakazi tu ndiyo wanakamuliwa," alisema Mgaya.

Alisema serikali ni lazima iwe makini katika kutengeneza sheria ya kodi ili wigo wa kukusanya kodi umguse kila mtu.

Wataalamu kutoka kampuni mbalimbali nchini wamesema kitendo cha serikali kuweka kodi ya makazi inayoandamana na VAT katika bajeti ya mwaka 2009/10 si cha kawaida duniani na kitaongeza gharama kwa wapangaji.
