Shortage of law lecturers takes toll on UDSM

Despite frequent advertisements for job vacancies at University of Dar es Salaam’s faculty of law, the department is yet to find 30 new lecturers it needs to cope with student intake.

Due to lack of enough lecturers, the faculty has been compelled to cancel all seminar programmes in the law courses, which are essential for training competent lawyers.

Speaking to reporters yesterday, the Dean of Faculty of Law, Prof. Sifuni Mchome, said that the faculty needs at least 75 lecturers, but it has only 45.

”We have acute shortage of lecturers. We have only 45 teaching staff but even then, the number is not good enough because only 22 are at senior level.

The rest are assistant lecturers and tutorial assistants who need more training,” Prof Mchome said.
He said whenever they advertise,they do not get applicants to fill the vacancies.

”We need more lecturers. The government has already permitted us to recruit more lecturers but we are yet to get them,” he said.

He said the ratio between a teaching staff and students was terrible - 100 students to one lecturer.

According to the laid down standards the ratio between teaching staff should be 15 to 20 students for one lecturer.

On his part, the Dean responsible for academics, Dr Khoti Kamanga said:
”We have been compelled to cancel all seminar programmes due to acute shortage of lecturers.

Since a seminar programme requires a lecture room to host between 15 and 20 students with one supervising lecturer, the faculty does not have lecturers for guiding students’ seminar discussions.”

Meanwhile, yesterday evening the academic community of UDSM commemorated the 45 years of UDSM and the faculty of law which was the first to be established in East Africa through affiliation with the University of London.

jamani kama hao waliweza kufundisha hapo UDSM, kwa nini wasifundishe vyema hapo MU, na hii ni sheria tu hatujaangalia course nyingine.

Why all this? Why to compare? Muhimu kama kuna wana PhD feki wawe UD au MU muhimu tuwaanike hapa!
 
kinachogomba hapa ni watu kutumia title za Dr. wakati PhD zao Feki na zenye mashaka mengi (hence their credibility) kutoka ktk vyuo vya kitapeli.

kuna best and poor products from both UDSM and MU hilo halina mjadala.

Binafsi nisingependa kufundishwa na mtu ambaye ana vyeti feki....and i think it applies to everybody here. Mtu ukiwa na Bachelor and/or Masters yako still una uwezo wa kufundisha na kufanya mambo mengi......ya nini kwenda kununua PhD na kuharibu credibility ya background yako????

Jambo la msingi hapa ni our future ktk ulimwengu wa elimu.....HATUWEZI KUVUMILIA KULEA watu wanaoleta degree feki nchini kwetu iwe UDSM au MU......hi ni kwa ajili ya faida yetu sisi Watanzania wa sasa and the future to come period.

Tufikie mahala mtu akisema jamaa yule kasoma Tanzania.........mtu anakuwa hana wasiwasi na elimu aliyonayo

Tukilea uozo wa watu wanaotufundisha kutuletea PhD feki.........inakuwa tuna-commit suicide.

UFISADI HADI KWENYE KUTAFUTA PhD!!!!!!!...................duuuh hii kali, na wala sio kwamba hawa watu hawana uwezo..........no, uwezo wanao ila wanataka short cut ili waitwe "Dr"..........na kutulaghai/kutufisadi wananchi.

Tukianza kulinganisha prospectus hapa mbona tutakuwa tunapoteza nafasi ya sever ya JF bure tu!!
 
ni mara yangu ya kwanza kukubaliana na ogah. hawa watu ni wakupiga vita. ila sasa yawezekana huyu VC mpya akwa strict, ila kwa sasa tutegemee ushindani wa elimu tanzania products wakati tukiwabana hawa malecturers kuwa na degree hai, ndipo tutakapofika. Ishengoma article yako nimeipenda maana inadadafua hali ya products.

Hakuna mwenye chuki na Mzumbe, watu wameazisha hiimada kwa mapenzi mema kwa TAIFA LETU na kulitakia mema, ukisoma vema makala ya Mussa Assad, utagundua hakuwaacha hata wengine watakaokuwa kwenye vyuo vingine iwe IFM, Mzumbe, Nyegezi, Tumaini, na hakusema UDSM wapo au hawapo,

Mzumbe imekuwa topic kubwa kwani, kuna ex-wake ambao ni mawaziri ambao u-DR. umekuja ghafla mno!!

Wewe kama unajua wapo UDSM na hata vyuo vingine, wamwage hapa.
Suala la degree feki lazima tuendelee kulijadili maana litaangamiza Taifa letu muda si mrefu. Mjadala katika JF ulisaidia sana mabadiliko ya haraka kufanyika Mzumbe hadi VC akaondolewa. Tuendelee kulijadili nakuwaanika "mafisadi" wa shahada ili turejee kwenye maadili. Mjadala wa JF ulifanya hata oroidha ya Ph.D feki katika Bunge na Serikali isiongezeke kwa muda. Mpaka sasa hatujampata aliyeongezeka.
 
Tusiwe biased katika statements zetu Mzumbe kama mzumbe ni institution ambayo inawakilishwa na walimu(lecturers),wanafunzi,wafanyakazi pamoja na uongozi. Sasa kama inathibitika Mzumbe wanatoa Phd ilhali wanaohusika hawana hiyo Phd pamoja na sifa.Basi wanatakiwa wapelekwe Higher Learning institutiona Accreditation council wakaadhibiwe. Kimsingi nakubaliana na wewe kuwa Mzumbe kuna chembe hai za ufisadi na ni waoga mno kuzianika hadharani. Nakupa mfano wa mtoto wa kigogo aliyewahi kuwa waziri mstaafu mmoja wa higher learning alipata masters yake kwa kudesa sasa huo sio ufisadi? Na walimu wake wanadai jamaa lilikuwa kilaza tu.
 
Leteni mambo jamani maana siku hizi kila mtu akipotea kidogo akiibuka "Mi DR. nina PhD" Mh!!!
 
This issue is very serious, sasa tuna watu wengi sio tu kwenye academic institutions also in other fields, i managed to attend an interview one day kwenye kampuni fulani, watu wana CV kubwa na vyeti vingi sana and they are easily getting jobs.

Lakini kwa academic institutions hapo hapana nguvu ya ziada inahitajika kumaliza hili. Vipi kuhusu vyuo binafsi kama Tumaini, Ruaha university and so on who are teaching there? are they qualified.

This issue is very serious, sasa tuna watu wengi sio tu kwenye academic institutions also in other fields, i managed to attend an interview one day kwenye kampuni fulani, watu wana CV kubwa na vyeti vingi sana and they are easily getting jobs.

Lakini kwa academic institutions hapo hapana nguvu ya ziada inahitajika kumaliza hili. Vipi kuhusu vyuo binafsi kama Tumaini, Ruaha university and so on who are teaching there? are they qualified.

Kwa maana Mzazi unataka kusema kama Mzumbe University wapo hivi, Tumaini,Ruaha na vinginevyo ndio balaaaa? Ila ninachojua kwamba Warioba na wenzake walishaachia ngazi na nadhani kwa elimu waliyonayo sasa ya Master inajitosheleza bado kubakia kazini ila wenyewe walikubali kwamba waliingia Chaka na kwasasa ninavyosema wameshaanza kupiga shule upya from the Scratch.
 
Jibu Nitamalizia kipande hiki kwa maswali pia!
Kuna vyuo kama Devery ambavyo havitambuliwi na board zenu lakini vinatambulika na board nyinginezo. Wasomi wake wengi tu wamepata elimu zao na wanafanya kazi hukuhuku Ulaya. Hakuna mtu wala serikali iliyowakataza kisheria kuendesha shule zao. na wala wahitimu kukatazwa wasitumie wala kutundika vyeti vyao vya Devery.

Je, tumeweza kufanya utafiti wa ndani kufahamu kwa nini chuo hicho hakitambuliki!
Je, elimu ya Phd ni lazima kweli mtu atumie miaka darasani?

Katika nchi yoyote ile kuna bodi ambayo huviandikisha na kutoa kibali kwa taasisi kuwa chuo kikuu baada ya kutimiza masharti.Kwa hiyo bodi ya kuvitambua vyuo vikuu sio biashara kama unavyosema wewe.

Kuhusu kutambuliwa kwa cheti kilichotolewa na chuo kingine,popote pale duniani sharti la kwanza ili degree yako itambuliwe inatakiwa hicho chuo kiwe kinatambuliwa na baraza la ithibati katika nchi chuo kilipo.Ukiona kuna mgogoro jua chuo hicho hata huko kilipo utambuzi wake ni wa shaka.

Kuhusu swali lako kuwa ni lazima mtu awe darasani miaka mingapi kupata PhD.jibu ni kuwa katika nchi nyingi duniani hakuna PhD inayotambuliwa ambayo imepatikana kwa kipindi kinachopungua miaka mitatu.Kiwango kinachotambuliwa cha masomo ya PhD ni miaka 3 hadi 4 ingawa inaweza kuwa zaidi kutegemeana na mazingira flaniflani na nchi unayosoma.
 
Halafu kwa kuongezea kwa mtu Mzima PhD ni ngazi ambayo huwa inatambuka duniani, hili mtu yeyote apatke degree ya PhD kunahitajika angalau kuwe na ka-kitu kapya muhusika alikokafanya. Vinginevyo unaweza kuishia kupata master nyingine.

Kwa maana hiyo katika kuamua suala la miaka huwa inategemea sana na background ya education inayohitajika na chuo husika. Baadhi ya nchi huwezi kupata PhD chini ya miaka minne wakitambua kwamba kulingana na kiwango cha elimu ulicho nacho utaweza kuwa umepata uelewa unaotakiwa kuwa na PhD.

Wengine wanahitaji machapisho kadhaa wanahesabu hili uweze kupata machapisho kadhaa basi unahitaji miaka kadhaa.

Kama alivyosema Mtu Mzima Standard duniani kote ya PhD minimum ni miaka mitatu hakuna chini ya hapo na pia kuna minne, au mitano baadhi ya nchi.

Kuna nchi nyingi hata ukifikia kiwango chini ya miaka fulani huwezi kupata PhD utabaki mpaka miaka yako itimie.

any way, uhasibu hiko hivyo hivyo, ila what i believe ni kwamba upungufu wa walimu hupo kama ilivyo udsm. ila lecturer kwa idadi ya wanachuo ni nzuri sana kwa mu kuliko UDSm.

pia idadi ya walimu wenye degree feki ni wachache sana. nina mdogo wangu alipomaliza nilimzungusha kwa prof. mmoja hapo UDSM kuinquire nimpeleke sheria ya wapi, akasema anapropose mu, nikaenda MU kwa rafiki yangu kupata maoni, akaniambia vilevile,huku yeye akisikia. form six alikuwa na point 4, nikamwambia kazi ya guardian niliyofanya inatosha, tafuta sehemu unakotaka kwenda, akaenda mu, sheria na sasa hivi yuko mwaka wa mwisho. mimi pia mwanasheria, ukimweka kwenye firm au kazi anyoifanya yuko akitivu kuliko mbwembwe za baadhi wa UDSM, nimeamua kudisclose hii information ili kuonyesha kwa nini huwa ninapingana na mawazo ya baadhi wanaokuwa bias.
Khatari kumbe wapo......yaani mnajitamba kabisa kuwa makanjanja wa yunivesti wako wachache.Na wewe ni mwanasheri mbona your are not sound like a Lawyer arifu,sikulaumu ndio product hizo chache ulizosema.
 
Kuna wakati fulani niliwahi kusikia kwamba MU walikataa kuwa University College ya UDSM kwa kuhofia kwamba academic staff wake (MU) wangepoteza status pamoja na ranks walizokuwa wakizishikilia kutokana na qualifications walizonazo kuwa lower compared to UDSM staffs, otherwise wangelazimika kwenda kusoma ili kumaintain status, jambo ambalo waliliona ni gumu kurudi class! Sasa sinna uhakika kama jamaa wameshaenda shule wa kutosha au ndo hayo yanayozungumzwa humu!
 
Acha ujinga wewe... walimu wenu si tumewafundisha hapa MU/IDM?


Acha matusi kwani hayasaidii; Kama kweli wewe ni mwanazuoni. Jibu hoja kwa hoja na wala sio matusi. taarifa hizo zipo na hazijawahi kukanushwa hivyo wenye data hebu zimwageni.
