    Jaribu kuzamana taifa kama Israel linavyo watumia wanasayansi wake na kufanya makubwa sana katika Taifa letu lakini Tanzania yamebaki siasa na majungu badala ya kufanya na kuwekeza katika science R&D katika Tanzania

    hawana projects za kutisha,majew juzi wamerusha drone !Je hawa wenzetu wanaweza ?

    Wazungu hawajali kukupa Phd,wanajua huwezi hata kudesign kitu chako original.
    Wachina sasa wametupiku,sio siri ukinipa mchina injinia ajenga any landmark project ,natmkubali zaidi mwenye Phd hapo Mlimani!
    Kwa nini?wa mlimani ni rhetoric too,hawana any project reknown ambayo unasema ni engineering success!

    Mishahara yenyewe wanalipwa kanyaboya then pesa za R& D ndio zitoke wapi? nani anajua budget ya serikali kwenye R & D? nina uhakika hata kama zipo ndio zile zinazoishia ngurdoto...unaweza kuwa na best scientist with the best PHds/from best schools in the World lakini kama vyuo wanavyofanya kazi vinaongozwa kisiasa,mhasibu wa chuo anaheshimika kuliko prof, pesa za R &D ni sifuri...ukiangalia vizuri vyuo vyetu kuanzia library zake mpaka lab ni kichekesho cha hali ya juu...hakuna maajabu hapo wala mkato lazima wamwage dollar za R & D,wajenge superior infrastructer kuanzia lab,library,IT... na waache siasa kwenye hivi vyuo na kuwaachia academics wafanye kazi zao...mtaona maajabu makubwa!

    Ingawa kwenye hiyo list kuna watu nawaheshimu lakini ukweli ni kwamba engineering departments nyingi zinaendeshwa kibabe na watu wanaweka maslahi yao mbee.
    Kwa mfano sijawahi kusikia Coet wameorganize internatinal conferences ambazo watu wanapata fursa za kupewa matokea ya Tafiti mbalimbali za engineering za ndani hata mwaka mmoja.
    Wale walimu wengi wamekuwa walimu kwasababu walipata GPA zaidi ya 3.6. Lakini wengi sio creative kabisa. Ni wababaishaji tu.

    Wawezeshwe watafanya, tafiti zinahitaji pesa na muda, hata wale ambao wamefanya mambo kwa jitihada binafsi hatuwaenzi ipasavyo, wa maana nchi hii ni mwanasiasa na wanamuziki, tutabaki kuwa jalala la teknologia za wenzetu, tuache utumwa!

    Tatizo kubwa ninaliliona ni kuwa nchi bado hawajaweza kuwatumia wataalamu hawa ipasavyo.

    kwa mfano nikichukulia idara ya uhandisi ujenzi ambao ninawafahamu zaidi na wamenifundisha, niki-compare wale waalimu na hawa wanaonifundisha huku ughaibuni sioni tofauti, tena naweza kusema wetu wazuri zaidi.

    Nikafanya mchakato wa kujua idadi ya PhD holder nchi za jirani, kama UoN, Makerere, zambia, namibia, yaani kusini mwa jangwa la sahara ukiondoa Africa kusini, hakuna wataalamu wa kutosha kulinganisha na Tz. Kwa mfano profesa Mwamila, is a full professa kwenye structural Engineering kusini mwa jangwa la sahara hamna mwingine (isipokuwa south africa)

    Nchi jirani wanakuja kuwachukua hawa jamaa na wanatatua matatizo yao, sisi wenyewe hatuna mpango nao. Infact they utilise them in unimaginable scale

    Kumbukeni kuwa miradi mingi ya ujenzi kwa mfano' na nyanja kama hizo inatoka first world na hawa jamaa wengi wanaleta wataalamu wao, chukulia daraja la Mkapa, uwanja wa mpira. Mlimani City walijifanya kuleta wataalamu wao. nasemea yanayofall kwenye category yangu

    Globalisation pia inapunguza nguvu/ kasi ya innovation kwa developing countries. will you invest your money to innovate computer, when first world are discussing supercomputer? Yes we can, lakini sio tena wahandisi waamue, bali ni serikali

    Kwa kifupi, Nyerere alikuwa sahihi kuwa ili globalisation iwe ya maana, nchi zote ziwe kwenye level moja ya maendeleo(comparable) ndiyo mpambane! nchi za dunia ya tatu zimeuawa sana kitaalamu! same effect za social, angalia mfano wa mipira(footaball), films,nguo, vyote tunawaza ulaya tu! ndiyo hayo hayo hata kwa wataalamu!

    Serikali ndio waamuzi;

    1. NASA ilikuwa formed na Kennedy

    2. Nchi nyingi za Asia zimeendelea baada ya wataalamu wao kuiba ujuzi ulaya na kufanya vizuri zaidi, leo hii compuer ya singapore au Malaysia are better kuliko za Ameriza, hii ni baada ya serikali kuingilia kati na kusema we need our own invention, and they spent lots of money.

    Je hatuwezi?

    I know many transport engineers ambao ni backbone kwenye uhandisi wa barabara USA!

    I know Tanzanian engineers who are in Botswana, Namibia, Zimbabwe na wote wanategemewa huko

    I know my neighbour ambaye ufaransa waliamua kumuiba kabisa akae huko huko kwenye nuclear industry

    I will never mention mining engineers ambao wanakosa nafasi nchini na wako nje ya nchi wakitegemewa huko

    Nikichukulia mfano personaly, nimefundishwa UDSM na walimu wote wako kwenye hiyo list ambao nikiwa compare na hawa wa ughaibuni basi naona wetu wazuri tu,

    Nachukua masomo ya uhandisi wa migodi , kwenye geotechnical na tuko watanzania watatu na wote tulimaliza UDSM. sijaona kitu cha kustaajabisha kwa hawa wazungu, sana sana nimeona we are best, we can challenge them, teach them, and deliver, they are even thinking we should stay here! and we are ordinary people we can not say we are best engineers, there are best engineers in Tanzania than us wamekosa nafasi tu.

    Na hii ndio tabia ya nchi za North America, Australia na scandinavia, nyie mnasema hawafai wao wana sema njooni huku kwetu, unashangaa kitu kinatoka Europe , aliyeki-desgin ni Hamisi-mdengereko aliyekuwa anakaa manzese uzuri ila kwa sasa yuko Canada!, au akina Nyalusanja- mdigo au mngoni ila yuko Ujerumani!

    we are doing research that mining industries is waiting our findings; na hii ni nature ya research zote, hao ma-lecturer, tafiti zao zinatumika ughaibuni!

    Since I started my carrier in civil/mining industry nimefanya kazi na wazungu, na sijaona aliyeni inspire , yaani aliyeonyesha maajabu zaidi nijuavyo!

    Kwa nini wenzetu wanaonekana wazuri

    1. Research fund; fedha zipo na wanafanya tafiti usiku na mchana

    2. Wanazitumia tafiti; hii ni step ambayo ni necessary, ukiweza kuitumia tafiti is another step to more innovations, ni rahisi kujua wapi mlikosea na wapi mrekebishe. Hii ni siri kubwa sana, wazungu wana audacity ya kujaribu lolote lile kwa gharama yoyote, na hii inawafanya wanakuwa wazuri. Can we spend 10 bilioni in experimenting something we are not sure of?? nadhani tunapata majibu hapa. Leo hii useme jamani tunataka kufanya utafiti, tunatenga bilioni 50, huku kuna matatizo lukuki?

    3. Link between engineering industries and academic/researchers

    If research does not help industry and if industry does not do research then forget it!. makampuni yetu ya uhandisi hawapendi kutumia wataalamu, challenge wanazokutana nazo hawapendi kushare na wataalamu. Wakibanwa na tatizo Wanachukua wataalamu nje!! utumwa na kutawaliwa una athari jamani!!

    Kinachouma ni kuwa hao wataalamu, wamefanya PhD nje na matokeaoi ya tafiti zao yanatumika!

    Materials

    Ikiwa leo hii kila mtanzania anawaza kununua material ya ujenzi Africa kusini, vikiwemo mpaka vifaa vya serikali, huku unauliza mhandisi wa umeme, mechanical, chemical wanafanya nini inachekesha sana.

    Nimefanya mradi wa kukarabati bandari Zanzibar, ule mradi ulifadhiliwa na waholanzi; Cement na additive zote zilikuwa zinatoka Holland (inauma)!!! sio kuwa hatukuweza kuzalisha lile zege kwa cement za nyumbani, inawezekana , mix design ya concrete is an art! you can do anything! wakati dunia nzima inapiga kelele kuwa ni vizuri material ya ujenzi yakapatikana locally, donors na serikali ya zanzibar wanathubutu kuleta cement toka nje, huku wataalamu wapo chuo wangeweza kutatua hilo tatizo!

    Hiyo ni mfano wa ujenzi, lakini you can find the same in chemical, mechanical, n.k. Unafikiri wataalamu wa chemical hawawezi kusindika matunda yanayaooza Tanga? badala yake tunanunua juice kutoka Africa kusini!! nani anaruhusu juice iingie nchini?

    msiende mbali, muulizeni Gavana wa benki jengo lake katumia material ya Tanzania? maana material haya yanahitaji viwanda na wataalamu wake ndio hawa!


    can we overcome these?

    Experts wa social studies wanasema the best way ni kufunga mipaka!, hakua kitu kuingia wala kutoka, tuzalishe tuuziane wenyewe halafu ndiyo tufungue mipaka!! inawezekana hii??

    Europe katika world war 1 and 2, nchi zao zilifanya innovations kubwa sana kwa sababu kulikuwa hakuna kutegemea kitu kwa jirani! karne ya 18 tunajua jamaa walikuwa na industrial revolutions wakaja kutafuta raw materials, mpaka leo sisi hatuna kipindi tulichopitia kinachoitwa ''industrial revolutions!!''

    Umwongea mengi sana ya msingi Waberoya. Wengi hawawezi kufahamu haya haswa wanapokuwa nje ya wigo huu. Ni aibu kuwa serikali haitengi hata asilimia moja (1%) ya budget kwa ajili ya research! Unategemea vipi wanasayansi wetu kudeliver? Miaka kadhaa inapiata, mfano mwaka jana hakukuwa na hata senti kwa ajili ya utafiti, unategemea kitu gani? Mara nyingi watafiti wanaishia kufukuzia fedha za utafiti kutoka kwenye mashirika ya kimataifa ambayo nayo huja na vipaombele vyao ambavyo sio vya kitaifa.

    Hebu kiulizeni kichwa kikuu (rais) kuwa ni nini nafasi ya sayansi katika maendeleo ya taifa hili na ni kwa kiwango gani serikali yake inatenga fedha, Ajabu ni kuwa mabilioni ya shilingi yanatengwa kama allowance za wansiasa ambazo hazina tija kwa maendeleo ya leo wala ya kesho kwa taifa hili. Ni aibu kubwa! Labda tafiti tulizozizoea ni hizo za kumsifia rais kwa kupika madodoso ya sample ya watu 2000 kwa mwaka mmoja na kutoa asilimia 70 kwamba wanamkubali JK!!! Maybe, we need people whose brains are located in their feets!

    Kwa nyongeza kuhusu suala la tafiti!

    Mimi naamini pamoja na serikali kutoweka vipaumbele hata kwenye industry nako bado ni tatizo. Innovation inatokana na matatizo wanayokumbana watu kila siku katika utendaji wa kazi zao iwe kwenye viwanda au kwenye maisha ya kawaida. Mwanasayansi pamoja na kuwa innovative lazima awe na benchmark ya kuanzia. Kama tumetaifisha viwanda na miradi mingi inafadhiliwa na watu wa nje basi wanawatumia wataalam wao hata kufanya tafiti pale ambapo kuna tatizo. Kwa hiyo hata pesa wanawapa wataalam wao.

    Kumbuka utafiti bila pesa hauendi. Mfano Canada wao kila tafiti ya kisayansi inakuwa na pesa toka serikalini na indsutry inayohusika. Australia kwa mfano as far as ninavyojua kwa mining serikali haifadhili tafiti kwenye mining industry ni makampuni yanafanya hivyo. Na wameadvance sana kwenye technologia.

    Inahitaji serikali inayojua matatizo ya watu kutenga fedha kwa ajili ya tafiti. Hao maprofesor ni wazuri sana na infact wapo ambao wamefanya tafiti za kutukuta kama akina Mbwete na mabwawa ya maji machafu ambayo watu wengine wanatumia lakini sisi tumedharau.

    Kila kitu ni gharama, usitegemee profesor aache kukaa na familia yake aandae proposal ambayo hajui atapata wapi hela. After all kama najua hata kama nikifanya utafiti hakuna implimentation kuna haja gani ya kufanya tafiti. Naona serikal iinajaribu kufadhili tafiti za kisiasa na kuimplement (i..e. kikwete anapendwa au anahitaji kufanya hivi ili iwe vile=REDET).

    Pamoja na kuwalaumu hao jamaa lakini lazima tuwe fare kuangalia upande mwingine wa shilingi. Je hawa watu tunawathamini! Serikali inajua kuwa wapo anyway. Kumbukeni kuwa Tanzania watu wako busy na siasa tu sasa! Hata wanasayansi wameliona hilo na ndo maana sasa hata idadi ya wanafuzi wanaopenda masomo ya sayansi wanapungua kila kukicha kwa sababu hawaoni future!

    Umuhimu wa kufanya tafiti mbalimbali ili kugundua, kuongeza au kuboresha maendeleo kwenye sayansi ni mkubwa sana na tafiti zinahitaji pesa ili kuweza kufanikishwa, itakuwa ngumu sana kwa wanasayansi kuweza kufanya gunduzi mbalimbali ikiwa hawatopata nafasi ya kufanya utafiti na mnajua jinsi serikali ya Tanzania isivyothamini umuhimu wa utafiti kwenye Sayansi kutokana na ufinyu wa bajeti kwenye suala hilo.

    Pamoja na maelezo hayo pia mwanasayansi mwenyewe anatakiwa awe na uwezo wa kubuni njia mbalimbali kuweza kukabiliana na matatizo hayo ya ukosefu wa pesa za kufanyia utafiti ili afanikishe ugunduzi wake. Wanasayansi wetu wengi pale UDSM nadhani ni Wanasayansi Nadharia ambao ni wataalamu wa kukariri laws na theories za watu wengine bila ya kujua jinsi ya kuzitumia hizo theories na laws kufanikisha gunduzi mbalimbali. Kwa mfano miezi ya karibuni kuna rafiki yangu ametoka huku na ameenda UDSM kufanya sehemu ya utafiti wake na cha kushangaza amekuta pale College of Engineering and Technology DSM hawana hata umeme. Utaniambia CoET wameshindwa kubuni njia mbalimbali mbadala ili waweze kufua umeme? Wameshindwa hata na yule dogo wa Malawi. Ni kweli wanasayansi wengi wa UDSM ni GOIGOI katika ugunduzi.

    (1) List uliyoweka hapo ni ya Zamani sana.

    (2) Sehemu zote duniani, watu hufanya utafiti kwa sababu mbili kuu: Mfanya utafiti anaamini kuwa matokeo ya utafiti wake yataleta difference fulani katika jamii na ana resources za kutosha kufanya utafiti ule. Kwa upande wa UDSM yote kwa jumla; sababu zote hizo mbili hazipo au ni kidogo sana. Wafanya utafiti wanajua kuwa matokeo ya tafiti zao hayatathaminiwi na jamii kabisa; na vile vile hakuna sehemu watakakopataia pesa za kufanya utafiti ule isipokuwa hizo za kudandia dandia tu. Marekani na China, tafiti zote za muhimu hufanywa kwa kulipiwa na serikali kupitia taasisis zake kama NSF, NASA, DoE, DoD, na nyinginezo.

    Nimewahi kupitia baadhi ripoti zinazofanywa na watu wa UDSM kupitia EASURP na REPOA; 95% ni upupu mtupu.

    Vyuo vyetu inabidi vipewe kipaumbele katika budget allocation. In the end it is all about njaa. Mtu hauwezi kuwa creative bila kuwa na incentives. Tuwaongezee funding hawa watafiti, kwani baadhi ya tafiti zao zinaweza kuzalisha technology ikazaa kampuni. I am talking about a serious company with a product with the aim of generating a sustaining future income, and not the consultancy companies that most of our Profs are engaged in. Hapa chuoni nilipo (central Europe), mwaka jana tu kuna kampuni kama 20 zimeanzishwa (spin-off companies) kutuka faculty mbalimbali. In 5-10 years most of them will be running on a profit margin in excess of 5 million dollars. Kuna kampuni ambayo imezalishwa na watafiti wetu wa hapo Dar?

    Kimsingi hakuwezikaniki kuwa na kitu chochote kilichopangiliwa vyema kama kuna utawala mbovu. Kinachotokea kwenye maendeleo ya duni ya sayansi na technolojia ni sehemu tu ya bigger picture ya msingi wa tatizo. Inashangaza kwamba ktk current filthy system watu wanategemea wanasayansi wetu wataperfom na kuiondoa nchi kutoka kwa umaskini..ndo maana humu ndani kila siku narejea kusema, wadanganyika wengi wanasubiria kuvuna madafu kwa kupanda chelewa.
