Heshima mbele.....
1. Naomba nianze kwa kuzungumzia lile swala la Kharafi. Niliweza uliza uliza kule mahala nikambiwa kwamba pale lilikuwa ni kosa la Client (Serikali) kwani mhandisi mkazi (resident engieer) wa serikali alipitisha kutumika kwa jiwe lile. Lakini kwa bahati mbaya ni kwamba jiwe lilikuwa ni hard-limestone ambalo sio gumu na lilipopimwa baada ya kazi kuanza likaonekana halikidhi viwango. Sasa hapa kuna matatu, la kwanza ni kwamba Mhandisi Mkazi hakuwa na ujuzi wa kutosha na uelewa wa contract issues kwani alipoidhinisha na kazi ikaanza then alikuwa ameshamkubalia kandarasi so any changes will result in variation.
La pili ni kwamba, hi ni moja ya zile project wanasema kiingereza wanaziita "Design build"!! Tricky projects especially in our Tz scenario. Pale wale waliotayarisha bidding documents hawakuelezea mambo mengi yakiwemo ugumu wa upatikanaji wa mawe ya ujenzi. Sasa inaonekana (sikuweza kupata bid documents) kwamba waheshimiwa waliweka option mbili tu, moja ya kutumia jiwe la sehemu wanaita Kiwawa (guess am right here) na pili ni sehemu wanaita Mingoyo. Sasa hizi sehemu zote mbili kwa haraka ni kwamba sources ni limestone and zimeanza kuwa exhausted.
La tatu ni kwamba yule Mhandisi inasemekana alipewa kitu kidogo kudhania kwamba njia/barabara itajengwa na hakuna kitakacho onekana na watu watalala mbele, wapambe wakawa wengi then ukweli ukaonekana.
Sasa ukweli ulipoonekana, serikali ikaamuru kwamba litumike jiwe la Lugoba, "Wrong move"... Why, haulage ya hili jiwe (say Dar Mbwemkulu 300km, Dar Lugoba 150km) zaidi ya kilomita 450 ina maanisha ni gharaa tosha manake lori linaweza kufanya sana sana roundtrip in 2 days.... Hapo hebu angalia bei ya mafuta, purchase at sourse, tear and wear ya gari, ubovu wa barabara to site - bila kusahau chakula cha trafiki njiani tunaangalia gharama za kusadikika.
Bottom line hapo sisi kama Serikali tilijipiga bao la kisigino wenyewe. Swali ni kutokujua technical issues au ni kitu kidogo, siwezi kuwa na uhakika!!!
2. la pili ni lile la barabara nzima ya Dar-Kibiti-Lindi (maybe mpaka Masasi). Well kule bwana wacha mchezo linaitwa kapu la walaji. Kuna barabara zilikuwa zikijengwa/zilijengwa na MECCO, kuna za IDA Funding (am not sure but it was some donor body) ambazo hazikuwahi kukamilika na kwenye vitabu vya Ujenzi (nasikia) zimeonyeshwa kwamba zimekamlikaga zamani. So huko bwana ninachosema sio kitu cha kupita na kuangalia bali we need to get into those books and budgets and compare them to actual sitaution on the ground. Ukiambiwa kwamba materials (culverts, equipments, mabati etc) kwa kutosha kujenga njia nzima ya Kibiti-Lindi vilinunuliwa miaka ya 1980 lakini vyote vimekuwa vandalised by locals, wakubwa na Ujenzi wenyewe. Pita Nangulukuru kwenye kambi ya Ujenzi, nyumba za wenyeji Kilwa Masoko na maneneo ya karibu utakuta vile vifaa na materials mengine yametumika kwenye kujenga nyumba za watu (bati, culverts etc)... Pamoja na wizi/ufujaji wa materialz hizo kuna materials nyingi zimebaki lakini cha kushangaza ni kwamba tender zote zilizotangazwa zina vipengele vya "Suply and Install" culverts ambazo mbona tunazo zinaozeana pale Nagulukuru??
3. La mwisho ninalotaka kusema ni planning na kuna mbali.... Ukiangalia kuna report nimeiona pale Kilwa (nasikia Ujenzi wanayo) inayoonyesha study done by some company (sponsored by JICA nasikia) inayotoa ushauri wa namna ya kujenga barabara ya Kibiti-Lindi ikishauri among other things, re-alignment ya hii barabara kuipeleka more to the west sababu ya hali ya udongo. Ripoti hii sijaisoma yote lakini a reliable source confirmed kwamna ukweli katika lile kutokana na kuendelea kubomoka na kupata poor performance ya vipnde vya njia hii ambavyo vinajengwa/vimekamilika kutokana na what they called "poor soil condition due to proximity to the ocean and infuence of Rufiji and Kilwa delta"....... Siwezi kusema kuna uhakika 100% lakini I personally trust my source.
Ushauri wangu kwa Serikali katika haya:
i. Kuwaongezea vipaji wahandisi wanaopewa ajira serikalini haswa pale ambapo kuna decision making ambazo zinainfluence greatly kwenye quality, cost and performance of projects.... Lazima watu hawa wawe Accountable, Responsible and Credible!!!
ii. Serikali ni bora ianze kutumia pesa kufanya surveys za kutafuta construction materials along various routes to avoid "depletion ya Lugoba/Msata quary" na pia kupunguza haul distance za materials especially the case of Kharafi to move granite rock from Lugoba to Mbwemkulu - crazy!! Kwa harakaharaka niliongea na vijana wetu pale Somanga-Matandu project (waTZ wnafanya na wakle waChina) wakasema kuna jiwe wamesikia lipo some 100km from Njia nne (Kilwa Kipatimu) na wamesema linajulikana na Serikali lakini Mchina aligoma kulitumia mwanzoni sababu ni gumu sana?!&^%%$&** - Do the math!! hili jiwe likiwa usable si tutaweza punguza gharama by 100% considering variation ya Kharafi kwa kutumia jiwe from Lugoba!!! Bottom line serikali itumie pesa kwa kufanya hili - MUHIMU SANA
iii. Serikali itabidi itumie external party kufanya what we call "Technical Audit" za miradi inayoendelea na ile iliyokamilika kuhakiki kwamba pesa zilizotolewa na kupewa wakandarasi na wahandisi binafsi zimetumika ipasavyo na tumepata value for money and sio picha ya barabara
iv. ERB ifanye spot checks kwenye qualification za wahandisi/makandarasi katika miradi yote mikubwa kuona kama ni kweli wanajua wafanyacho au ni "VIHIYO".... inawezekana wakuu wa hizo kampuni ni regsitered and qualified lakini bahati mbaya ni kwamba site nyingi ni porini na hawa wakuu wanatumia muda mwingi kuwa mjini na kwenye starehe kuwaachia "VIHIYO" kuendesha miradi.... Pharmacy Board imepitisha kuwa kila phamacy lazima iwe na qualified and registered pharmacist lakini ERB naona bado ni "Mali Kauli mpaka sasa" tembea uone!!!
v. Kuna kipengele cha "Liquidated Damages" ambacho sidhani kama hapa nyumbani tunakitumia sana.... Hiki kina tu cost dearly sababu hawa wakubwa wanajenga barabara at their own leisure Sam Nujoma, Somanga-Matandu, Kharafi project, Singida-Manyoni and the list go on and on and on...... Hizi ni pesa tunapoteza we can recover project costs using liquidated damages pia ni udumazaji wa uchumi pale miradi inapo roll-over for more than twice the contract period......
