I'm afraid your last sentese does not show the direction of your reply, and defeats your own opening argument!that's not new, everywhere in the world construction industry follows certain set of guidelines or specified standards agreed by by the stakeholders of construction industry ; engineers, Architects, Real estate developers, Quantity Surveyors, Project Managers etc.
Unless these guidelines will be different from what other countries adopted in construction industry.

Are you bytheway sir, in reference to "industry" talking about construction contracts/projects? If so, you may or may not be right, but strictly speaking it (your argument) cannot be right with regards to architectural and engineering design per se! The Lusindes and Majimarefus or even the 'profesa chapatis' of the JMT's Parliament indeed! Could never be the right place to regulate or create your so called "standards & guidelines" for architects & engineers etc.; who must themselves be equipped with the qualifications and knowledge to do their businesses, period. Otherwise, and if their respective professional aboards and/or associations, as well as the city engineers fail to do their duty of enforcement of standards and guidelines they should be made accountable one way or another. That's the bottom line, and that's where the government should start with, in finding the cure for substandard construction. Let parliament do the politics, please!
