The chairperson of the Patriotic League of Uganda (PLU) and chief of Defence Forces, Gen. Muhoozi Kainerugaba, has called on its members for a march to the Turkish Embassy in Kampala, demanding that Turkey hand over Ugandan blogger and government critic Fred Lumbuye to Ugandan authorities.
In a notice issued by PLU General Secretary Rt. Hon. Twalla Fadil, members were directed to assemble at the PLU Secretariat at Sadler Lane, Plot 7, Naguru, at 8:00 a.m. on Tuesday, September 1, 2026, before marching together to the Turkish Embassy.
Fred Kajjubi Lumbuye is a Ugandan blogger and social media commentator who has lived in Turkey and become known for his outspoken criticism of President Yoweri Museveni and his government. He gained a substantial following for his political commentary online and was detained in Turkey in 2021 after Ugandan authorities sought his deportation. He was later released and continued his activism from Turkey. Ugandan authorities have previously said he faces several criminal allegations, including spreading harmful propaganda and other cyber related offences.
The notice urged members to observe punctuality, discipline and preparedness as they follow the programme issued by the PLU leadership.
“From the Secretariat, we shall march together to the Turkish Embassy,” the notice states.
The mobilisation comes amid diplomatic tensions surrounding Lumbuye, with PLU leaders demanding his handover to Ugandan authorities. The group has framed the planned action as a defence of Uganda’s sovereignty. Lumbuye’s continued stay in Turkey has previously featured in the wider diplomatic disagreements between Kampala and Ankara.
PLU Executive Secretary Daudi Kabanda has also emphasised the organisation’s position on national sovereignty as members prepare for what is expected to be a public show of solidarity.
The mobilisation is being conducted under the PLU slogan, “One People. One Mission. One PLU.”
The planned march adds another layer to the ongoing diplomatic dispute over Lumbuye, whose activities have made him a prominent online critic of the Ugandan government.
