Lack of work permit locks Mariga out of Man City

It was the news that all Kenyan football fans dreaded to hear. The 10m (Sh1.1billion) move for Parma AC midfielder and Harambee Stars anchorman, McDonald Mariga to the riches of Manchester City fell at the eleventh hour after he was denied a work permit.
According to Sky News website, a deal was in place to bring the Kenya
international to Eastlands but City were undone by permit complications and had an immediate appeal turned down yesterday.
City officials attended a hearing at Wembley that included representatives from both from clubs, the Football Association, Premier League and the Professional Footballers Association but were told the player did not meet the criteria to play in the country.
Despite having 24 caps for Kenya and playing in at least 75 per cent of their games over the past two years, Mariga is the victim of Kenya's lowly Fifa ranking of 98.
By letter of the British law, Kenya must be in the top 70 before a move to English football can become legitimate, a rule which City look set to dispute. The club is expected to launch a further appeal, but would not be able to complete the signing before yesterday's transfer deadline and may be forced to resurrect the deal in the Summer.
Mariga is under contract with Parma until Summer 2012 and has made eight starts in Serie A this season.
The devastating turn of events that put paid to Mariga's much celebrated dream move are in essence a consequence of the plummeting standards of Kenyan football.
