    wale wanamazingira wa Wakenya waliongoza kupinga tusijenge barabara ya serengeti na cha ajabu serikali yetu ikafyta mkia

    leo wamezindua mradi wa bandari mpya ya lami wenye madhara makubwa zaidi kule Lamu na barabara kuelekea Ethiopia na Sudan.

    Inasemakana \ni mradi mkubwa kuliko yote Africa na hakuna alitetia neno juu ya mazingira

    pia wameamua kujenga Airport karibu na mlima kilimanjaro upande wa Kenya ili waiue kabisaa airport ya KIA

    Sasa cha kujiuliza wale wazalendo wanaopenda maendeleo ya WaTanzania wako wapi?

    Nashauri:

    JK fanya maamuzi kama kiongozi wa China Wen Jianbao na idhinisha not only barabara bali option ya high speed rail huko serengeti.

    Kwenye maeneo kama haya ndipo huwa namkumbuka Edward Lowassa kama mtendaji mwenye mapenzi na nchi yake. Mutanisamehe wanasiasa kwa vile mimi sina ushabiki wa upande wowote ila nakumbuka alivyoongoza mapambano ya kupasua ziwa Victoria kwa ajili ya kupeleka maji Kahama na Shinyanga, wilaya zenye utajiri wa madini lakini zilikuwa zina kabiliwa na ukame.
    Lowassa kwa kuungwa mkono na Rais wake Mkapa walipindua vipengele vya mkataba wa kikoloni wa mwaka 1929 ambao ulikuwa unasema maji ya ziwa Victoria yaelekee Misri tu na nchi zingine hazikuwa na haki ya kuyatumia.

    Kwangu mimi hili swala kwa mtu kama Lowassa nina uhakika kufika leo angekuwa anakaribia kumaliza ujenzi wa barabara. Haiingii akilini kuona watanzania wenzetu kwenye maeneo yanayozunguka Serengeti waendelee kuishi kwenye lindi la umaskini uliotopea eti kwa kuwa hawana barabara ya lami na eti kwa vile wana mazingira uchwara wanadai barabara itawasumbua wanyama. Ni Tanzania tu katika dunia hii ambako mnyama ni bota kuliko binadamiu, ni Tanzania tu ambako Chura wa Kihansi ni bora kuliko binadamu. Hawa wana mazingira wanaotumia kivuli cha NGO wanamtumikia nani, nafikiri wanaitumikia Kenya kwa vi bakshishi aanavyopewa na mabwana zao.

    Kibaiolojia wanyama wana tabia ya adaptation to sorrounding environment na ndiyo maana kwenye mbuga ya Mikiumi, barabara ipo oinapita, reli ipo na wanyama wapo. Kwa hiyo hata Serengeti wanyama wataizoea.

    Hili ni swala la mustakabali wa maslahi ya Taifa, fusikae mahali tukaendeshwa na masilahi ya wa Kenya ambao wamedungua vitawi vyao vya NGO ili vipaze sauti wakati nchi yetu inademadema kwenye maendeleo.

    Halafu tunajiuliza kwa nini nchi yetu maskini! Wakati raslimali zilizopo Serengeti zinaendelea kulala!! Wake up Tanzanians

    Mkuu umenikumbusha mbali! Wananchi wa Mkoa Kigoma wamekosa umeme wa uhakika awamu ya kwanza kutoka maporomoko ya mto Malagarasi eti kuna samaki/vyura adimu duniani! Mradi huo ungekuwa Kenya isingekuwa "issue".

    Mkuu hapo sio kweli. Kama ungejua madhara wanayopata wanyama wa Mikumi kutokana na uwepo wa hiyo barabara,husingeandika hayo juu. Wanyama wengi wanakufa sana kutokana na uwepo wa barabara hiyo na kutokana na raia kutozingatia sheria na alama za kwenye kipande cha barabara kinachopita kwenye hifadhi.

    Kwenye suala la wanyama kuzoea au kuadapt mazingira fulani,ni kweli. Ila kumbuka wao pia wana tolerance limit ambayo ikipitwa ndiyo mambo ya extinction au kuwekwa katika Species Red List ya IUCN. Kumbuka wanyama wengi duniani wametoweka baada ya tolerance limits zao kupitwa kwa kiasi kikubwa. Mfano maarufu ni Dinosaurs.

    Hapa simaanishi kuwatetea wanyama na kuwasahau wanadamu,la hasha. Ninachokitetea na uwepo wa win-win situation kwa sisi wanadamu na kwa wanyamapori. Kwani kila upande unategemea upande mwingine kwa kiwango kikubwa. Wanyamapori wanatupa mapato na aesthetic values. Nao wanatutegemea sisi kwa survival yao kwa njia ya kuwatunya na kuwajali.

    Hivyo ni vyema kufikiria pande zote.

    Mkuu si kweli. Huo mradi umepigiwa sana kelele na wanamazingira. Kama ulisikia jana kwenye hotuba za Kibaki na Raila waliongelea suala la kelele za wanamazingira juu ya mradi huo. Kwani mradi umeonekana utasumbua Lamu marine ecosystem. Lakini kupitia tathmini za madhara ya mradi katika mazingira,kumependekezwa njia ya kupunguza madhara hayo.

    Unajua katika kufanya maendeleo uharibifu wa mazingira haukwepeki. Ila kinachofanyika kupitia tathmini za athari za mazingira na jamii,ni kutoa mapendekezo ya namna gani maendeleo hayo yatazingatia angalau kupunguza madhara katika mazingira na jamii husika. Yaani kuweka mazingira ya win-win kati ya mazingira na maendeleo.

    Sasa katika mradi wa ujenzi wa barabara ya kupita Serengeti,tathmini zilizofanyika zilionyesha uwepo wa madhara makubwa pindi barabara ingejengwa kama ilivyopendekezwa. Lakini kama kawaida tathmini zikapendekeza namna ya kupunguza madhara katika mazingira kwa kupendekeza mradi kutumia route nyingine,ambayo hata kiuchumi ilikua more viable(ikimaanisha ingeleta more trickle down effects) kuliko kupitisha ndani ya hifadhi.
    Ila tatizo la hilo pendekezo ni kwamba gharama za mradi zingeongezeka kidogo. Lakini in long run economic benefits za hiyo route mpya zingekuwa kubwa na pay back the initial costs.

    Tatizo likaja kwamba,hiyo barabara ni ahadi ya uchaguzi na njia ya kupata kura kwa serikali ya CCM,hivyo kubadili route na kuipitisha mahala pengine kunakua na utata. Hili ndilo tatizo linaloimaliza TZ. Kila jambo linakua politicised,wakati utaalamu unapokua unahitajika.

    Ni lazima tuwe na win-win situations kwa kila upande. La sivyo kukiwa na win-lose situations,mradi utakua sio endelevu na wenye manufaa ya muda mrefu.

    Kuna umuhimu hiyo barabara kujengwa , utanyanyua uchumi sana kwa watu wa kanda hiyo sana . Ila wakenya wanawachezea wa tz kama watoto wao . Sijui tiss wapo wapi ? Lowassa angekuwepo huu ujinga usingekuwepo.

    jamani mimi nimesoma environmental economics and policy. Na katika shuguli yoyote ya kiuchumi lazima kuna invironmental impact kwakuwa economic development inatokea at the expense of environment huwezi kulikwepa hilo.
    Hivyo basi katika project kubwa kama hizo inabidi ifanyike environmental analysis kupima cost benefits za mradi na mazingira ili kupata kipi bora kati kufanyika huo mradi au kutofanyika ili kutunza mazingira au kama kuna uwezekano wa kutumia njia mbadala ifuatwe.
    Tatizo kubwa ninalo liona hapa kwetu tanzania ni watu kuingiliana katika field yani mambo mengi yamekuwa kisiasa zaidi. Acha kila mtaalamu katika field yake a play his/her role ni mwisho itapatikana best way.
    Huwezi fanya lolote kwenye mazingira bila kudisturb ecosystem balance lakini tunacho angalia ni njia zipi zitapunguza uharibifu na pia cost benedits is what matters zaidi
