Jenerali  Katumba Wamala  ni Kamanda wa zamani wa jeshi
Watu wenye silaha wamemshambulia na kumjeruhi Waziri na Kamanda wa zamani wa jeshi la Uganda, na kumuua binti yake na dereva.

Walioshuhudia tukio hilo wanasema washambuliaji ambao hawajafahamika walliokuwa kwenye pikipiki walifyatua risasi kadhaa kwenye gari alimokuwa Jenerali Katumba Wamala.

Shambulio hilo limeonekana kama jaribio la kumuua kamanda huyo wa zamani wa jeshi na Mkuu wa zamani wa polisi ambaye kwa sasa ni Waziri wa Ujenzi na Uchuku na limemewashtua wengi nchini Uganda.

Kuna takriban mashimo saba ya risasi kwenye dirisha la gari la Jenerali Katumba Wamala. Binti yake na dereva wote wameuawa.

Washambuliaji walitoroka kwa pikipiki zao baada ya kutekeleza shambulio hilo.

Picha ya video kutoka kwenye eneo la tukio inamuonesha Jenerali Wamala huku nguo zake zikiwa zimejaa damu –akibebwa kwenye pikipiki na kukimbizwa hospitalini.

Shambulio hili dhidi ya mmoja wa wanasiasa na wanajeshi wanaoheshimika zaidi nchini Uganda pia linawakumbusha wengi mauaji ya watu maarufu waliouawa miaka ya nyuma kwa risasi.

Katika miaka ya hivi karibuni mashambulio sawa na shambulio hili ni pamoja na hakimu, viongozi wa Kiislamu, mshirika maarufu wa kisasa wa Rais Yoweri Museveni na Mkuu wa ngazi ya juu wa polisi.

Wahusika wa mauaji hayo hawajawahi kushitakiwa.

A retired CDF like general Wamala Katumba should have more than 6 bodyguards around him 24/7, this is a big security lapse.

Jenerali Katumba Wamala, Mkuu wa zamani wa Jeshi la Uganda na Waziri wa sasa wa Ujenzi na Uchukuzi amepigwa risasi na kujeruhiwa na watu wasiojulikana karibu na nyumba yake katika mji mkuu Kampala.

Walioshuhudia wanasema watu hao wenye silaha walikuwa kwenye pikipiki.

Kwa miaka michache iliyopita, nchi hiyo imekuwa ikikumbwa na mashambulizi kama hayo ya watu wenye silaha wanaoendesha pikipiki.

Mnamo Juni 2018, Ibrahim Abiriga, mwanasiasa shupavu na aliyekuwa mfuasi wa Rais Museveni alipigwa risasi na kuuawa karibu na nyumba yake. Andrew Felix Kaweesi wakati huo akiwa Mkuu wa Operesheni wa Polisi aliuawa kwa njia kama hiyo mnamo Aprili 2017. Hakimu na maulama kadhaa wa Kiislamu waliuawa vivyo hivyo.

Hakuna mauaji yoyote ambayo yamewahi kuchunguzwa kwa mafanikio au washukiwa kushtakiwa.

Jerali Wamala alikuwa mkuu wa jeshi la UPDF mwaka 2013 hadi 2017baadaye akapewa cheo cha waziri wa ujenzi na uchukuzi i na kwa wakati huu ni mmoja wa wabunge 10 wanaowakirisha jeshi la UPDF katika bunge la 11. Mwaka 2001 hadi 2005 alikuwa mkuu wa jeshi la polisi IGP.

He was headed to his mum-in-law’s funeral. I guess he wanted to keep it simple.

Security and alertness has to be upped when the general who has served as the Chief of Defence Forces step out of his guarded residence.

A general like him shouldnt be out and about with just one bodyguard and a driver who doubles as a second bodyhguard.

Times have changed and the Ugandan government have to make sure that security matters are given proper attention to counter any threat, be external sponsored terror acts or from terrorist within Uganda.

Museveni: We have clues to ‘the pigs’ who attacked Gen Katumba


President Museveni has vowed to “defeat” armed assailants who attacked and injured former Works and Transport minister Gen Edward Katumba Wamala in a Tuesday morning assassination attempt which left his daughter and driver dead.

Gen (rtd) Museveni said the former chief of defense forces (CDF) was being well-managed and added that the security team has clues to the assailants he described as pigs who do not value life.

“The pigs who do not value life shot at Gen. Katumba killed his daughter and driver and injured him. Condolences on the loss of the two Ugandans. I talked to Gen. Katumba twice on the phone. He is being well-managed. We shall defeat the criminals as we did in the past. We already have clues to those killers. Besides, the new system of digital beacons on all vehicles and Boda Bodas will eliminate the misuse of vehicles and Boda Bodas to commit crimes,” Mr Museveni said in a statement he tweeted on Tuesday afternoon.

“I wish Gen. Katumba a quick recovery. The bodyguard should not have shot in the air. He should have shot to kill. We could be having a dead terrorist instead of scaring away the terrorists. His shooting saved Gen. Katumba by scaring the criminals away. However, killing one or more of the terrorists would have done the same and more,” he added.

The former UPDF commander of land forces who is currently admitted at Medipal International Hospital was shot in the shoulders in the attack that left his daughter Brenda Nantongo and driver Haruna Kayondo dead.

The assassination attempt was carried out in the same style as those that led to the death of over 28 people, including top government officials, in the past seven years.

Those killed include 23 Muslim clerics, former MP Ibrahim Abiriga, former Police spokesperson Andrew Felix Kaweesi, Prosecutor Joan Kagezi, and Police officer Muhammad Kirumira, among others.

Following a spike in the assassinations, the government invested heavily in CCTV cameras planted around the Kampala metropolitan area with President Museveni saying these would help in tracking and identifying criminals.

Gen Museveni has also in the past made statements promising to “defeat” the “killer pigs” in what appears to be a ritual assurance whenever a murder occurs.

For instance, following the assassination of Abiriga on June 8, 2018, Gen Museveni who described the killers as ‘pigs and parasites’, said the government would dedicate resources towards modernising the anti-crime capacity of the security forces and also require citizens to be more vigilant.

“They [killers] are pigs, they are idiots,” Museveni told residents and the victims’ relatives at the scene of Abiriga’s murder the following day. The president promised to hunt the killers down.

He reiterated the need for installation of CCTV cameras on highways, offices and homes, and tracking of all auto-mobiles in the country through mandatory mounting of tracking devices on vehicles.

‘‘I only need focus from our MPs so that we budget adequately for the anti-crime infrastructure and for wealth and job creation ahead of consumption and administration,’‘Mr Museveni added.

Earlier that year, the president had, in the wake of the shocking brutal murder of city accountant, Susan Magara vowed to bring the “pigs” to book.

Magara, 28, disappeared on February 7, 2018 and had been held for 21 days by her kidnappers who wanted ransom before her body was discovered dumped in Kigo off the Entebbe expressway.

"Susan's murder shows what sort of swine (pigs) we have in Africa that do not value treasures like the beautiful Suzzie whom, unfortunately, I had not had the opportunity of meeting. As for the killers of Susan, we shall get them because there are clues they left behind. I will not allow anybody to interfere with freedom of our young people," Mr Museveni vowed before proposing a number of measures that he hoped would help combat such kind of criminality.

Mr Museveni then suggested that government takes the palm print records of every Ugandan as well as their DNA. According to him, this would be coupled with the CCTV cameras installed in the cities and towns across the country.

"In order to eliminate these criminals, we may have to look at two others measures; capturing the palm-print of everybody and the DNA of everybody. Some elements try to argue that capturing the DNA of epople is not democratic. I cannot understand why it is not democratic. DNA records of everybody are good to compare with blood samples, sweat, sperm etc found at the scene of crime. Palm prints are better than thumb prints because the criminal may leave the palm-print and not thumb print," he said

Gunmen trailed Gen Katumba’s vehicle for four kilometres- says Gen Lokech​

The Deputy Inspector General of Police, Maj Gen Paul Lokech has revealed that the assailants who shot at Gen Edward Katumba Wamala trailed his vehicle for over four kilometres.
Unknown armed assailants moving on two motorcycles opened fire at the vehicle of the former Works and Transport Minister at Kisota- Kulambiro road, killing her daughter, Brenda Nantongo and driver Haruna Kayondo.
Gen Katumba Wamala sustained injuries and was rushed to Medipal International Hospital in Kololo where he is nursing injuries.

In a statement released on Tuesday afternoon, the deputy police chief said preliminary investigations have indicated that the former CDF was trailed from his home, which is four kilometres away from the scene of the crime.
“The assailants trailed the motor vehicle as it left the home of Gen Katumba Wamala at Bulabira – Najeera, until when they reached at a remote area located 4kms away along the Kisota –Kulambiro road,”Lokech said in a statement.
“The assailants who were four in number were riding on two motorcycles with concealed number plates, pulled up next to Gen Katumba Wamala’s car and shot several bullets that instantly killed Nantongo Brenda and Haruna Kayondo.”
The deputy IGP said the shooting happened between 8:47am and 8:58am.
He noted that the shooting was not an isolated or random incident but rather targeted and noted investigations into the same have now kicked off with an aim of bringing the culprits to book.
“A team of experts from the directorate of CID and Forensic are thoroughly documenting the scene for traces of evidence. At this stage we attribute the shooting to four armed assailants, who managed to escape from the scene. The exact motivation towards the targeted shooting is not yet established,” he said.
“We consider such attacks as a form of organized crime, with a potential of extremism, aimed at undermining the prevailing stability. We are however, confident that we shall identify the suspects and take very resolute enforcement action against them in accordance with the law. And further warn those individuals and groups already drawn into these acts of terrorism, that we shall definitely track them down for further prosecution in the courts of law.
