Establishment of a New Admission System and Procedures for Admission into Higher Education Institutions in the 2010 / 2011 Academic Year
One of the mandates of the Tanzania Commission for Universities as spelt out in the Universities Act is to coordinate admissions into higher education institutions in Tanzania. The final decision, however, on who is to be admitted is made by higher education institutions.
Due to the growing number of higher education institutions and the subsequent expansion of student enrolment, in recent years the admission process into the institutions has become complicated, leading to a number of problems including the following:
*Students spending a lot of money and time in applying for admission in a number of institutions so as to improve chances of being admitted.
Difficulties in sorting out multiple admissions leading to delays in the start of the academic year by universities.

*Complications in the disbursement of student loans by the Higher Education Students Loans Board including double payments, due to multiple admissions.
Qualifying students failing to be admitted into universities due to inconsistencies in their applications.

*Universities running below capacity as a result of superficial filling of institutional capacities caused by multiple admissions, hence denying qualified applicants admission opportunities.
*Cheating by some applicants during the admission process.
In order to streamline the students admission process TCU in collaboration with universities, NACTE and other higher education institutions has established a new Centralized Admission System where applicants for higher education institutions will be lodging their applications centrally at TCU. The system will be used by all public higher education institutions, and private institutions that have opted to use it.
The Central Admission System and the Students Guidebook
The Central Admission System will be accessible by all eligible applicants through the Internet or mobile phone SMS system.
To guide the applicants in the admission process a student Guidebook has been prepared. The Guidebook contains all details pertaining to relevant information concerning higher education.
The Guidebook will be distributed to all regional education offices, all higher education institutions, and regional centres of the Open University of Tanzania. The Guidebook can also be accessed at TCU, NACTE and all universities and other higher education institutions, that will use the system, Higher Education Students Loans Board (and at its zonal offices), and the Zanzibar Ministry of Education and Vocational Training.
A soft copy will be posted on the TCU website and on the websites of:
Ministry of Education and Vocational Training;
National Council for Technical Education (NACTE);
All universities and other higher education institutions that will use the system;
Higher Education Students Loans Board.
Those who will not be able to access the Guidebook as a hard copy or through the websites of the above institutions can request for a soft copy from TCU through e-mail at es@tcu.go.tz or dad@tcu.go.tz

Eligibility to Use the Central Admission System
Applicants applying through the direct entry scheme after having completed A level are eligible to use the Central Admission System, specifically those who completed A level from 1988 todate. For now applicants under equivalent or mature age entry schemes will not be eligible to use the new system. These applicants will continue to apply directly to the respective institutions using the old procedures.
Call for Applications for 2010 / 2011 Academic Year
Applications are invited for the 2010 / 2011 academic year through the Central Admission System. The application procedure is as follows:
*Applicants who completed A level education in previous years should lodge their applications during 15th February up to 31st May 2010. No application will be considered after 31st May 2010.
*Applicants who completed A level education in 2010 should lodge their applications after the release of examination results that is from 30th April, 2010 to 31st May 2010.
*Applicants are required to select up to 12 programmes from different institutions, at least eight programmes in total, and not more than three programmes from one institution.
*Applicants will be notified about their application status on Friday, 4th June 2010 and they will be required to verify the correctness of the application information by 11th June 2010. If TCU does not receive a response by that date the System will proceed to process the application as it is.
*As notification and any other communication will be made through e-mail and / or SMS messages, applicants will be required to provide to TCU at least two reliable mobile phone numbers and one e-mail address as they register on the system.
*Each applicant will be required to pay an application fee of TShs. 30,000= payable through vouchers, using a procedure which is currently being worked out.
Those who will find it difficult to log in electronically or through SMS can apply by filling in an application form which can be downloaded from the TCU website (www.tcu.go.tz) or from websites of higher education institutions, NACTE and HESLB and fax the filled in form to TCU after paying TShs. 35,000=.
However, prior TCU approval is required for anyone wishing to follow this application procedure. Payment procedures of the application fee will be announced later.
Applicants and the general public who will face difficulties at any stage of the application process or who will need any further information should promptly notify TCU through the contacts indicated below:
