Hii ilikuwa part ya mkataba wa awali na haikuhitaji kuwa na tender nyingine. Na ilikuwa ni moja ya sababu za negotiations kuchukua muda mrefu sana. Na si hio tuu ya kuleta engines zilizokuwa refurbished, part ya mkataba ni pamoja na kurekebisha reli mbovu, kuleta mabehewa mengine, kubadilisha mfumo wakuliongoza shirika na kwa kifupi kuifanya iwe better kuliko ilivyo kuwa na kuna time limit ya hayo yote kufanyika, its to early kuwa judge rites kama wako on track au la, kwani hawa hii ya reli ni fani yao hata huko india si kama richmond.

Nafikiri itapopanuliwa ndio itakuwa vema kuwe na engines na mabehewa mapya.

which henceforth becomes Tanzania Railways Limited (TRL) – with the Tanzania Government retaining the remaining 49 per cent shares.

RITES is obliged to carry out normal maintenance on the existing railway lines, and rehabilitate the communication networks as whole As part of the take-over deal, the World Bank’s International Finance Corporation (IFC) and the International Development Agency (IDA) were expected to make available to Tanzania US$44 million and $24.75 million respectively. The money is to be spent on acquisition of locomotives, coaches.

RITES will also refurbish 648km of railway line by laying heavier tracks, as well as repair and purchase or hire new locomotives, passenger cabins and freight wagons for its operations as appropriate.

On 25th May, 2007 the Presidential Parastatal Sector Reform Commission (PSRC) announced that the government of Tanzania had signed an agreement with RITES (Rail India Technical and Economic Services Ltd) for the formation of a company to take over operations of the Tanzania Railways Corporation.

The new company, to be known as Tanzania Railways Limited and owned jointly by the government and RITES with 49% and 51% of the shares respectively, will run the railway under a 25-year Concession Agreement with the government.

At a later date the government will offload some of its shares to Tanzanian investors.

The Railways Act (2002) provides that there shall be incorporated a company to be known as Reli Assets Holding Company Limited (RAHCO)
with the objectives, among others, to secure the provision of, or to provide, rail infrastructure, and on behalf of the government to develop, promote and to manage the rail infrastructure assets.

The company shall, where circumstances permit, exercise its powers to operate rail infrastructure and to provide rail transport services through a delegate.

What this means is that RAHCO is the infrastructure owner on behalf of the Government and has powers to operate the railway, power which will be delegated to the concessionaire through the concession agreement.

In a nutshell, RAHCO as the owner of the railway will concede it to TRL as the concessionaire to operate.

TRL will operate the railway at own cost and pay concession fees to RAHCO.


RAHCO, as the infrastructure owner and party to the concession agreement on behalf of the government, shall be responsible for monitoring the concession agreement, including service levels, investment levels etc. .......................................................................................


In the view of this writer, the focus of RAHCO shall be predominantly on intra-firm aspects of service quality, for example vehicle type, load factor, vehicle availability, track availability etc.

The author of this article -- Engineer Alfred Michael Nalitolela -- is the Director of Railway Regulation in SUMATRA, a position which also bears the function of Chief Inspector of Railway Safety.

Before joining SUMATRA he was a Senior Executive in TAZARA for many years.

Please the government agreed to 49/51 share deal with the government of India. Tanzania guaranteed the loan from the IFC so whats the trouble??????????? Ask your esteemed government why things are not working.
