For Ms Blandina Nyoni, ‘misfortunes rarely come singly’ may have been just part of the long list of expressions coined by wise persons over the years. In a space of only two weeks, Ms Nyoni suffered a most painful double blow – she was suspended from the high profile post and lost her beloved mother, Esther Nyimbo, who died in Dar es Salaam on Wednesday, and is scheduled for burial today. On the other hand, though, she is in limbo because being on suspension, there’s no telling whether she will be reinstated in her previous post, get a parallel transfer elsewhere, or suffer the indignity of what is euphemistically known as retirement in the public interest. The fate of Ms Blandina, known informally as the iron lady – a term originally pinned on one-time British prime minister Margareth Thatcher ‑ lies in President Jakaya Kikwete, the appointing authority. Against the social and career downturn of the woman aged over 50, who belongs to a tiny group of her gender-kind to rise to the pinnacle of the civil service, is an impressive track record that dates back to her early working days as an assistant lecturer at what is now Mzumbe University in Morogoro. Colleagues told The Citizen on Sunday that Ms Nyoni was brilliant and resourceful, and predicted back then, that she was destined for brighter prospects in future. Misfortunes, however, neither acknowledge talents and accomplishments, nor have friends. Thus it was that, her brilliance, devotion, and ‘iron lady’ credentials notwithstanding, she paid a dear price for being at the administration’s helm of the ministry during the nasty medical crisis that shook the nation between December last year to early this month. Suspension of the PS was one of the conditions to which the government conceded, as a condition for them to resume work, having accused Ms Nyoni of a litany of charges, indulging high handedness and corruption. Suspended alongside her was Chief Medical officer, Dr Deo Mtasiwa. Spirited efforts by The Citizen on Sunday to solicit Ms Nyoni’s remarks on her predicament drew a blank, as she was firmly tight-lipped. Reputed for her strictness, especially when it came to financial management, the PS’s abrupt removal attracted sharply divided opinion from independent observers who offered their views in exclusive interviews with this newspaper. Well-wishers are finding it difficult to come to terms with what they perceive as a disgraceful treatment of Ms Nyoni. They say Ms Nyoni is a victim of circumstances whose integrity they staunchly defend. One of them is the highly respected Controller and Auditor General (CAG) Mr Ludovic Utouh, University of Dar es Salaam’s Economic Research Bureau lecturer Dr Haji Semboja and a city lawyer Mr Kennedy Fungamtama. Several other high-profile personalities in government service and the private sector who sought anonymity, also spoke positively of Ms Nyoni’s performance and demeanour. Mr Utouh described her as “intelligent and a hardworking.” I have known her for many years. She worked as tutorial assistant when I was a lecturer at the Institute of Development and Management (precursor to Mzumbe University). She has proved a performer wherever she was posted.” The CAG believes she may have rubbed some people the wrong way and earned many enemies in her endeavour to enhance accountability. Some staff within the ministry of health and Social Welfare think otherwise, though, accusing her of being an autocratic manager who wanted to get involved in everything. The ex-PS was accused single handedly approving all procurements under her watch. This was interpreted differently. Some say it created room for profiteering while others simply viewed it as a strategy to end massive irregularities. “She instilled fear amongst workers and had a network of informers in every section who kept her abreast of everything that was going on behind her back,” a worker alleged. Asked about the audit status at the time of Ms Nyoni’s exist, the CAG said her books were in a good status. Dr Semboja says Ms Nyoni got to the top not by accident but on merit. “Corruption has become the order of the day in our society today and when a person who wants to change things around comes, he or she must be prepared to create a lot of enemies,” noted the don. Mr Semboja said as Accountant General, Ms Nyoni restored financial discipline in government institutions, and she stood for it at all costs, Dr Semboja said, adding, reflectively, that it would have been better if she had been left to man the ministry of finance, which is related to her profession. “If there are mistakes she committed as the result of being appointed to lead a ministry unconnected to her profession, I believe she is not alone on the list. And if mistakes amount to corruption, then all the rest of our leaders are corrupt,” the don theorized. Mr Fungamtama agreed that Ms Nyoni may have been a scapegoat. “Truly speaking I know her as a very strict administrator. The people interviewed were correct, as that was the information on the lady when they rubbed shoulders with her, (history).
Ironically they have refused to come to terms with the Blandina of leo, the dynamism that she also succumbed to in her autocratic leadership style that knew no norms in Civil Service. We ignore their ignorance and wait for the probe team results, hoping what the CAG has said wont preempt the courage in speaking the truth over her mess

Utuoh, Sembojja, and Fungamtama would have done well to investigate the matter before commiting themselves to defending a this person with questionable morals through and through! alas even thugs are often remembered for the few good deeds they did to the extent that at some of their funerals, respectable personalities would be heard saying, his exit has left pengo lisilozibika.

The enumerated allegations on her name are too obvious, for anybody to single out victimization as the motive. How many PS have gone through the same Ministry? are they now alleging that they were all corrupt, but Blandina was the Ms Clean? Who knows if her tricks are oncourse to clear her name from the obvious?

That she lost her mom is regrettable, though on the other hand, all mom's will end up that way her's and ours ( hata wababas). Tusilie sana.

The equation here is: BLANDINA = INDIVIDUAL + ACCOUNTABILITY +PROFESSIONALISM. Blandina should be researched on the three perspectives as found in the conotated equation.

Let us be fair to her and to ourselves; we need to research on the parameters that can justify the misconduct of Blandina in the sense of her PROFESSIONALISM (KNOWLEDGE + SKILLS + ETHICS). Is she knowledged;skilled; and ethical?

If NO; where she went wrong and why? From there we would be in a position to question her INTEGRITY to her post(s) from when she was a "tutorial assistant" at IDM - Mzumbe (now Mzumbe University) up to where she was terminated at the Ministry of Health and Social Welfare (as PS). Without keen and queer research let's not speak nor write - this is theprinciple of professionalism!

Most of them in civil service are crooks! Na yule aliye msafi awe wa kwanza kurusha jiwe. Ukiona wabongo wanashikia bango kiongozi, basi ujue kuna jambo. Mara nyingi atkuwa mkali sana anawazibia au wote walifuatilia dili fulani akawazidi spidi kutokana na nafasi yake.

Vinginevyo kama uchapa kazi huyu Mama alikuwa anjituma, na katika mazingira ya watumishi wa umma ambao wengi wao ni wachakachuaji na wazembe, ukipata wachapakazi kama Blandina wape nafasi na maendeleo yataonekana.
