Are you sure about the constitutionality of this? My thinking is law enforcement is under the executive while the judiciary is charged with law interpretation and dispensation.

Utendaji wa vyombo hivi siyo chini ya Executive; ni vyombo huru; One of the major problems we have is that of thinking Police, JWTZ and other security organs or Law enforcement organs are under the executive thus the tolerance of their constant and unchecked interference.

Sababu kubwa ya wazo langu ni:

a. Hakuna chombo katika Tanzania ambacho kimepewa jukumu la kusimamia amri za mahakama zinatekelezwa. I am glad you wanted a new constitution, and not a stimulus/ bailout of the existing one.there are some things that are plagued with a problems so fundametal that a simple change will not do, a paintjob will not address a pproblem with the foundation of a house, applying cosmetics will not remove skin cancer.I am with you on a need for a national platform for a new constitution

More bureaucracy, I will be happier with a single government, it keeps matters simple and reduce the largesse of office, but the Zanzibari's won't have that.

Ideally, One government is the goad; realistically however, Zanzibar will not lose their identity as a nation. So either we breakup or have a two tier government system kama ya US (Union and State). This I believe will be more reasonable and easily adaptable because the only change we need are basically in Tanganyika.

250 Reps for Zanzibar is a pure waste of resources, after all, at the risk of sounding ignorant of history, Kahama does not have its own house and I am sure it does not remotely approach having 250 reps in the august bunge.

The number is purely at random; However, Kahama is not Zanzibar, Kahama has never been a country before nor has Morogoro been a sovereign state. We can not treat Zanzibar as if it was one of the districts just because its population is comparable to a district in on the mainland. This is trivialization of history.

We can do away with the Zanzibar/ Bara Houses, it will be simpler and more efficient.

We can't! Zanzibar will not lose its identity or sense of nationhood. Whatever we want to do or gonna do we have to take some blunt realities that we know exist. Nothing more powerful and uniting than a sense of patriotic duty.

Hii topic toka ianzishwe miaka miwili imeshapita. Ingekuwa bei ya sukari, unga au umeme, kujivua magamba au usaliti kwa chama, mapenzi au ndoa; aaah, ingepata michango kibao.

Any way, kama walivyo Watanzania wenzangu kidogo changu kwenye stimulus package ni hiki. Anayetaka kutawala nchi atuchambulie kama kuna kuna umuhimu wa kuwa na stimulus package ama lah. Zitto, Mnyika, Mdee, Lissu, Wenje, Lema, Makamba, Membe, Mkullo, Pinda, Mwakyembe, Rashid, Lipumba, etc. mpoo?

Ukitaka kuongeza kodi ni lazima uwe na cha kutoza kodi, as in you must have businesses, you must have people with purchasing power, you must have a sizable portion of your population doing some acceptable level of consumption.

Sasa wewe tatizo lako uchumi wako mdogo, unataka kukuza uchumi wako, unahitaji fedha za kukuza uchumi, unaulizwa utazipata wapi, unajibu utautoza kodi uchumi huu mdogo?

Huoni kwamba utaua hata huo uchumi mdogo uliopo?

Ni kama vile una ng'ombe aliye na njaa, unataka kumlisha ili anone, halafu unaulizwa utapata wapi cha kumlisha ng'ombe huyu ili anone vizuri na wewe unasema nitamkamua maziwa na kumnywesha maziwa.

Huyu ng'ombe hana maziwa, ndiyo sababu unataka anone, kwa hiyo ukitaka kumkamua maziwa sana sana atatoa damu tu. Ukitaka kutoza uchumi watu ambao hawana level kubwa ya kipato wala purchasing power utakachofanya ni kuua enterpreneurship na kupunguza consumption tu.

Utaangusha uchumi badala ya kujenga.

Kinachotakiwa ni kupunguza kodi ili kuchochea biashara, biashara ikipanda na watu wakipata hela na kuwa na purchasing power serikali inaweza kupandisha kodi pole pole.
