    SERIKALI imetoa pole kwa familia za watu watatu waliouawa katika vurugu za kisiasa mkoani Arusha, wakati Chama cha Demokrasia na Maendeleo (Chadema), kilipolazimisha kufanya maandamano bila kibali cha Polisi.

    Pole hiyo imetolewa jana Dar es Salaam na Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Bernard Membe wakati alipofanya mazungumzo na mabalozi wanaoziwakilisha nchi zao pamoja na wawakilishi wa mashirika ya kimataifa.

    Membe alisema Serikali inasikitishwa sana na tukio hilo na kutoa pole kwa familia za marehemu pamoja na wote walioguswa na msiba huo na kuwataka Watanzania na Jumuiya ya Kimataifa kuwa na uvumilivu wakati Serikali ikijiandaa kutoa taarifa kwa undani juu ya
    kilichotokea.

    Pia Membe alizungumzia msimamo wa Tanzania kuhusu kura ya maoni Sudan ya Kusini, migogoro ya kisiasa nchini Cote d'lvoire, Madagascar na Zimbabwe pamoja na tatizo la uharamia katika pwani ya Afrika Mashariki.

    Kuhusu kura ya maoni juu ya kujitenga ama kutojitenga kwa Sudan ya Kusini, alisema Tanzania inafuatilia kwa karibu mchakato wake na itaunga mkono matokeo ya kura hiyo.

    Alieleza kufurahishwa kwake na kauli iliyotolewa hivi karibuni na Rais wa Sudan, Omar Al-Bashir, kwamba yeye kama kiongozi wa nchi hiyo ataheshimu uamuzi wa watu wa Sudan.

    Kuhusu suala la Cote d' lvoire, alisema Tanzania inamuunga mkono Rais aliyeshinda uchaguzi nchini humo, Allassane Outtara na ushiriki wake katika mkutano ujao wa Umoja wa Afrika baadaye mwezi huu.

    Membe alieleza kuunga mkono juhudi za Umoja wa Afrika, Jumuiya ya Kiuchumi ya nchi za Afrika Magharibi (ECOWAS), Umoja wa Mataifa na Jumuiya ya Kimataifa katika kutatua mgogoro wa Cote d' lvoire.

    Alisema Tanzania inaunga mkono matumizi ya nguvu za kijeshi kumuondoa Rais anayeng’ang’ania madaraka, Laurent Gbagbo kama juhudi zinazoendelea za kidiplomasia zitashindwa kuzaa matunda.

    Kuhusu tatizo la uharamia katika pembe ya pwani ya Somalia na pwani ya Afrika Mashariki na hasa Tanzania, alisema Tanzania imejizatiti kuhakikisha maharamia wanatokomezwa kabisa katika pwani ya Afrika Mashariki.

    Alisema mpaka sasa Tanzania imefanya marekebisho ya sheria zake ili kuruhusu maharamia wanaokamatwa katika “high seas” au Bahari Kuu kushitakiwa katika mahakama za hapa nchini.

    Kuhusu mgogoro wa kisiasa nchini Madagascar, Membe alisema hali ya kisiasa ni tete nchini
    humo hasa baada ya Katiba ya nchi hiyo kurekebishwa na kupunguza umri wa kugombea nafasi ya urais.

    Lengo la mabadiliko hayo alisema ni kumwezesha kiongozi aliyeingia madarakani kinyume na matakwa ya Katiba, Andry Rajoelina kugombea urais.

    Membe pia alisema kumezuka mvutano nchini Zimbabwe kati ya Chama tawala cha ZANU-PF na vyama vya upinzani, ikiwemo MDC kuhusu mchakato wa uchaguzi.

    Chama tawala kinataka uchaguzi huo ufanyike mwanzoni mwa mwaka huu wakati vyama vya upinzani vikitaka wadau wote wahusike kupanga tarehe ya uchaguzi.

    Membe aliomba Jumuiya ya Kimataifa kuisaidia Zimbabwe, ili ijikwamue katika matatizo ya kiuchumi na upatikanaji wa dawa mahospitalini.

    Gazeti la habari leo linatuhabarisha kuwa serikali inatoa pole kwa waliouawa na dola ya serikali polisi kule arusha wakati Waziri wa mambo ya nje alipozungumza na mabalozi wa nchi za nje nchini Tanzania.
    Mbona serikali haitoi tamko kitaifa ila inajikosha kwa diplomat tu?

    Dar es salaam. The minister for Foreign Affairs and International Cooperation, Mr Bernard Membe, conceded yesterday that the Police in Arusha had acted against their code of conduct when they used excessive force to stop a demonstration by supporters of the Chama cha Demokrasia na Maendeleo (Chadema) in Arusha last Wednesday.

    At least three people, including a Kenyan, were killed when police used live ammunition to disperse Chadema supporters who were protesting the election of a CCM candidate to the Arusha mayoral seat.

    Mr Membe said this when briefing reporters after his meeting with members of the diplomatic corps.
    "The Police Force was supposed to use reasonable force when dealing with civilians in order to ensure that it preserves peace and security," he said in what he termed as personal views on the Arusha incident in which more than 40 people, including top Chadema leaders, were injured.

    He said the Arusha incident has tarnished Tanzania's image abroad and it would take some time for the government to clean the image.

    "During the meeting with ambassadors, they had pressed me to give the government's stand over the killings... I told them that the government statement would be issued within this week that it was dismayed by the killings," he said.

    He described the deaths as affecting the nation because those who were killed were Tanzanians. "I offer my condolences to the families which lost their loved ones. I also pray for quick recovery for those who have been injured," he said.

    He said the recent Arusha killings were among issues which were extensively debated when he met with the ambassadors at Karimjee Hall.
    The diplomats suggested that the Police personnel should be trained on how to handle such incidents so as to avoid casualties in the future, advise which the government was going to work on, he said.

    Other reports from the meeting said the envoys blamed the Police for using excessive force when dealing with unarmed demonstrators.

    Meanwhile, Prime Minister Mizengo Pinda has said there is a need for strengthening of joint committees between Tanzania and development partners to enable the administration of different activities touching on economic activities, education, culture and trade.

    The Premier made the call yesterday in Dar es Salaam during his meeting with Mozambique ambassador to Tanzania, Mr Zacarias Amour Kupela, in his office.

    In their meeting the two discussed a wide range of issues that included agriculture, fishery, livestock keeping as well as the growing incidents of piracy in the Indian Ocean.

    Mr Kupela told the Premier about a Mozambican vessel that was hijacked by pirates in December 27, last year. Mr Kupela said the vessel which has since been seen in Somali waters contained 24 people, 19 of which were Mozambican, three were Indonesian and one from Spain.

    Inaelekea katika manuscript ya Polisi na Serikali ni kuwa kwenye mahusiano na watu, Polizi lazima watumie nguvu. It could be reasonable or unreasonable force.

    sasa when does Police use better judgement like standing on sidelines without provoking chaos?

    Ni aibu sana ni karibu wiki zima lapita kikwete anafanya tu tafrija ikulu na kwingineko wakati wajeruhi wamejaa arusha, na hata hatoi pole na wala neno lo lote, aibu sana.

    Siku moja tu woman-congress wa marekani baada ya kujeruhiwa na wengine sita kuuawa na risasi Obama yuko njiani kwenda kushiriki maombolezo kwa waliouawa, kuwapa pole majeruhi, lakini Mkwere wetu anafanya tu tafrija maana yake anafurahia damu aliyoimwaga Arusha.

    Inasikitisha kusema kweli kuona muda wote huu Serikali imekaa kimya mpaka washinikizwe na mabalozi ndiyo waone umuhimu wa kutoa kauli rasmi kuhusiana na maafa yaliyotokea Arusha.

    Polisi wa Tanzania hawajui kuwa kutumia akili ya ushawishi is part of their work. Hili suala inabidi lijadiliwe vizuri na lichukuliwe very serious na Serikali. Amani inakuja tu pale wale watunza amani kama wanawajua vizuri wale watunzwao kwa hiyo amani. Amani si lazima ije kwaa risasi au virungu; vile vile inaweza kuja baada ya polisi kujaribu kuongea na wadau wao wa amani ambao ni wananchi. Polisi lazima vile vile wajifunze somo la ushawishi na upendo.

    Polisi ya Tanzania haifanyi kazi kwa ajili ya wadau wake (wananchi) bali kwa ajili ya kutunza CCM.

    Kama Membe is Serious, Can he Talk to JK so He can Retire and Let us Have Our Peace in Tanzania. Most us think Membe and Pinda they are just "Wasanii Wapya" Wanataka Kupata Nafasi za Kugombea Uraisi tu. We will See if They Can Pressure JK on Dowans and Other Important Issues.

    I am concerned kuwa serikali bado haijakubali kuwa ni Polisi ambao wali-instigate na kuwa provoke waandamanaji.

    Ikiwa Polisi walikuwa na Intel, je ilikuwa dhidi ya maandamano? na ni vitu gani hasa waliviona kuwa vitahatarisha usalama wa Waandamanaji?

    Je Chadema, wanachama wake na waandamanaji waliashiria awali na kusababisha intel ya kusema watafanya fujo na kuchafua utulivu? Je kwa nini Chadema hawakuchukuliwa hatua mara moja? na kama si Chadema ni watu wengine, kwa nini hawakuchukuliwa hatua ili kuhakikisha kuwa Chadema wanafanya maandamano na mkutano wao kwa amani?

    Kwa nini kuepusha balaa na kuhakikisha usalama wa waandamanaji, hawakutoa ulinzi ili waandamane kwa amani na kuzuia wale ambao walisababisha Polisi wapate intel kuwa kuna hatari?

    Je Polisi wamefanyia kazi vipi ile intel waliopiwa kwa kuhakikisha wale wote ambao walikuwa tayari kuhatarisha maisha ya waandamanaji na Chadema wanachukuliwa hatua za kisheria?

    Kesho au kesho kutwa kuna ibada na mazishi ya hawa ndugu wawili, je Polisi ile intel yao dhidi ya mkusanyiko wa Chadema inawaambia nini na wanajiandaa vipi? Je watatoa ulinzi na kushirikiana na Chadema na Wananchi kuwaaga hao ndugu wawili?
