Sakata la Dr. Masau: Msimamo wa Serikali na Hatima ya Taasisi ya Moyo (THI)

Hili suala liko mahakamani kinachokuwasha nini? sote tunapenda utawala bora utawala wa sheria, kumtusi Surgeon sindio wehu wenyewe, kamwambie babako Masau katukalia vibaya.

Najua matatizo anayopata Dr. nimatatizo yaweza mpata mwanaume yeyote mhangaikaji.

Sasa, Mtanzania ambaye amefuzu, ana uwezo na anaweza kuishi na kuhudumia wamarekani na kulipwa "kishenzi" anapoamua kuachana na hayo yote na kuamua kurudi nyumbani kwake, ilistahili siyo tu apokelewe kwa mikono miwili bali pia kwa shukurani na kutiwa moyo. Hilo halijatokea kwa Dr. Masau na sitashangaa akiamua kufunga taasisi yake na kurudi Marekani kwani wabongo "hawana mpango wala shukurani"!

jengo jipya la taasisi ya moyo Tanzania​

Hivi karibuni kumekuwa na majaribio ya mara kadhaa ya kuikejeli na kuidhihaki taasisi hii ya moyo na kwa namna fulani kuikatisha tamaa. Juhudi hizi zimeongozwa na baadhi ya viongozi wa Wizara ya Afya ambao wamedaiwa kukwamisha mipango ya maendeleo ya taasisi hiyo ikiwemo kukataa kutia sahihi mkataba ambao ungekiwezesha kituo hicho kuwa cha kisasa zaidi na kikitoa huduma bora zaidi.

Ninachosema ni kuwa, wakati wa malumbano na migongano isiyo ya lazima umepita. Serikali badala ya kumfanya Dr. Masau na timu yake wakate tamaa au kuona ya kuwa "wanawekewa magogo" waamue kwa dhati kuisaidia taasisi hiyo. Ilani ya CCM ya 2005-2010 inasema hivi kuhusu suala la utoaji wa huduma za jamii:

Kukamilisha mipango itakayowezesha huduma za upasuaji wa moyo kutolewa humu humu nchini. Ibara ya 66 (g)

Sasa nafasi ipo kwanini tusiitumie. Ni kweli kuwa mara nyingi Watanzania hatutukuzi vitu vyetu wenyewe ila vile vinavyoletwa na wageni. Tatizo jingine ni kuwa Watanzania hatupendi vitu vizuri, kwani tunaona hatuvistahili kwani ni "vya wazungu". Zinapowekwa nguzo za taa mtaani, watu wanazitungua kwa manati!, tunajenga barabara za lami tunataka kupitisha maboti kupita uzito unaoruhusiwa! Jamani tupende vitu vyote na tuhakikishe vinadumu tusiviharibu au kusubiri viharibike!!

Tunaiomba serikali imuwezeshe Dr. Masau na Taasisi yake kwani haya si mashindano! Kuendelea kuikandia taasisi hiyo na kuiacha ihangaike wakati ina mtu mwenye uwezo na ujuzi wa kuiongoza ni kujipiga ngwala wenyewe! Au hadi taasisi ya namna hiyo ianzishwe na mtu "mkubwa"?

Nakubaliana kabisa na wewe Mkuu, sababu kubwa inayoturudisha nyuma ni viongozi wetu waliopewa dhamana ya kuiongoza nchi hii na kuigeuza kama Private company na wao ndio CEO's.

(1) Je, NSSF walifahamu kuwa huyu Bwana/THI wanadaiwa na TMJ? Kama ndiyo, ilikuwaje wakakubali kumpangisha jengo la mamilioni ya shilingi wakati ana matatizo ya pango huko alikotoka!

(2) Kama hawakujua, je NSSF wana utaratibu gani wa ku-screen na kutambua potential bad debtors, utaratatibu ambao ungeweza kutambua kuwa Dr. Masau asingeweza kulipa pango la majengo anayotumia?

Bottom line: Kuna mengi ambayo hatuambiwi na pande zote mbili kwenye sakata hili.

Si alikuwa na vikaratasi anasoma pale chiini. Na ndio maana akipata kikaratasi cha kitu fulani ndio anaunganisha moja kwa moja. Ila alijitahidi hakuaibisha.

Anyway, I spoke again with the Texas Medical Board (( 512) 305 7010). Masau never obtained a physician-in-Training permit. He is nowhere to be found in Texas Board computers. Meaning, he probably had no business being at the Texas school. So, as I said, it's now potentially a legal matter pointing at Texas Heart Institute.

I have contacted a Houston law fim, Hartley Hampton P.C., (Houston Medical Malpractice Attorney | Texas Surgical Errors, Brain Injury & Obstetric Complications ) to see if they can be retained for this matter. They are assessing my inquiry as we speak. In the interest of transparency, every stage of the process will be updated on these forums, unless advised otherwise by counsels. At this point we're looking into whether there is a case against the school, where a student surgeon possibly was admitted without following regulated procedures.

My inquiry to a Texas Law Firm:

Dear Hartley Hampton,

I have a question: Can patients injured in a foreign country by an physician trained in the US bring suit in Texas based on the fact that his school in Texas possibly did not follow proper procedures in admitting him to a heart surgery program ?

A Tanzanian doctor claimed that he trained as a heart surgeon at Texas Heart Institute in Houston, Texas. He opened a hospital in Tanzania and many people died in his operating room.

It turns out that at the Texas Heart Institute:

1) He attended a non-accredited program for heart surgery training,

2) In order to be admitted to their heart surgery programs, albeit non-accredited, applicants need to have either a medical licence or a physician-in-Training permit, as laid out in the school's website: Postdoctoral Programs - Texas Heart Institute - Education Phone: 832-355-2666

3) The doctor never obtained either of the pre-requisite documents, as per the Texas Medical Board. (800) 248-4062.

Therefore, the doctor probably should not have been there in the first place. As such, he would not have been able to use his so called training to open a hospital after he graduated.

If the pre-admission licensure requirement is mandated by the Texas Medical Board (which more than likely is, because the school has an accredited heart surgery program - he did not attend that - and therefore are regulated ) are there tortious violations by the Institute, and will you take the case ?

Not all surgeries are successful and patients do die at the hands of the most competent surgeons, we realize, but if the "surgeon" did not train, perhaps there is reasonable causation here for ALL the deaths.

If you need to do some preliminary investigation, the name of the Doctor is Ferninand Masau. The Board and the Institute were happy to share some basic background information of the doctor at the phone numbers above.

May be he is still investigating, you know, such technical investigations needs time as it involves a lot of checking and re-checking before checking againt to confirm the facts and then you authenticate them before sharing with third parties, especially if they are prying lot
