    Dr. Ferdinand Masau (Bingwa wa Magonjwa wa Moyo na Upasuaji) aliamua kuacha kazi nzuri ya kulipa huko Marekani na kurudi nyumbani kuleta ujuzi wake na vipaji vyake ili kusaidia Watanzania wenzake. Daktari huyo alisomea chini ya Daktari Bingwa wa Kimarekani Dr. Denton Cooley ambaye ni Mwanzilishi na Mpasuaji Mkuu katika Taasisi ya Moyo ya Texas (Texas Heart Institute). Kwa wale wasiofahamu Dr. Cooley na wenzake ndio waliofanya upandikizaji wa moyo wa kwanza Marekani na kituo chake hicho kimefanya upasuaji wazi wa moyo mara 97,000 kuliko kituo kingine chochote duniani!!

    Sasa, Mtanzania ambaye amefuzu, ana uwezo na anaweza kuishi na kuhudumia wamarekani na kulipwa "kishenzi" anapoamua kuachana na hayo yote na kuamua kurudi nyumbani kwake, ilistahili siyo tu apokelewe kwa mikono miwili bali pia kwa shukurani na kutiwa moyo. Hilo halijatokea kwa Dr. Masau na sitashangaa akiamua kufunga taasisi yake na kurudi Marekani kwani wabongo "hawana mpango wala shukurani"!

    Hivi karibuni kumekuwa na majaribio ya mara kadhaa ya kuikejeli na kuidhihaki taasisi hii ya moyo na kwa namna fulani kuikatisha tamaa. Juhudi hizi zimeongozwa na baadhi ya viongozi wa Wizara ya Afya ambao wamedaiwa kukwamisha mipango ya maendeleo ya taasisi hiyo ikiwemo kukataa kutia sahihi mkataba ambao ungekiwezesha kituo hicho kuwa cha kisasa zaidi na kikitoa huduma bora zaidi.

    Ninachosema ni kuwa, wakati wa malumbano na migongano isiyo ya lazima umepita. Serikali badala ya kumfanya Dr. Masau na timu yake wakate tamaa au kuona ya kuwa "wanawekewa magogo" waamue kwa dhati kuisaidia taasisi hiyo. Ilani ya CCM ya 2005-2010 inasema hivi kuhusu suala la utoaji wa huduma za jamii:

    Kukamilisha mipango itakayowezesha huduma za upasuaji wa moyo kutolewa humu humu nchini. Ibara ya 66 (g)

    Sasa nafasi ipo kwanini tusiitumie. Ni kweli kuwa mara nyingi Watanzania hatutukuzi vitu vyetu wenyewe ila vile vinavyoletwa na wageni. Tatizo jingine ni kuwa Watanzania hatupendi vitu vizuri, kwani tunaona hatuvistahili kwani ni "vya wazungu". Zinapowekwa nguzo za taa mtaani, watu wanazitungua kwa manati!, tunajenga barabara za lami tunataka kupitisha maboti kupita uzito unaoruhusiwa! Jamani tupende vitu vyote na tuhakikishe vinadumu tusiviharibu au kusubiri viharibike!!

    Tunaiomba serikali imuwezeshe Dr. Masau na Taasisi yake kwani haya si mashindano! Kuendelea kuikandia taasisi hiyo na kuiacha ihangaike wakati ina mtu mwenye uwezo na ujuzi wa kuiongoza ni kujipiga ngwala wenyewe! Au hadi taasisi ya namna hiyo ianzishwe na mtu "mkubwa"?

    Kidogo niko out of date na hii issue; nami naomba kupata details kidogo za hii taasisi na namna ambavyo serikali imekuwa ikishughulikia: what is it that the govt was supposed to do which has not been done; and what was the reason for not doing...who are the shareholders in that taasisi....

    KUNA msemo unaosema, ‘Mtegemea cha ndugu hufa masikini’ . Huu ni msemo wenye mantiki kubwa katika kuelezea utegemezi wa Tanzania wa wataalamu wa nje hususan katika suala zima la matibabu. Hivi karibuni nilisoma taarifa kuhusu mpango wa serikali wa kufungua kitengo cha upasuaji wa moyo. Hizo ni taarifa zinazoleta faraja kuwa ‘hatutakufa masikini’.

    Ofisa Mawasiliano wa Wizara ya Afya na Ustawi wa Jamii, Nsachris Mwamaja alikaririwa akisema wataalamu bingwa 26 kutoka Tanzania wamekwisha kupelekwa India kujifunza namna ya kutoa huduma za upasuaji moyo.

    Hiyo ni habari njema kwa Watanzania kwa sababu kuanza kwa kituo hicho ni hatua ya kuokoa fedha ambazo serikali imekuwa ikitumia kwa kusafirisha wagonjwa nje ya nchi.

    Hapa nchini, Dar es Salaam ipo Taasisi ya Moyo ya Tanzania (THI) ambayo kwa muda mrefu, imeonyesha nia ya kutaka kushirikiana na serikali katika tiba ya moyo.

    Lakini nakumbuka Julai mwaka jana, Rais Mstaafu, Ali Hassan Mwinyi alitembelea taasisi hiyo. Wafanyakazi na uongozi wa THI waliilalamikia serikali kwa kutokuwa tayari kusaini mikataba yenye lengo ya kuiendeleza katika utendaji.

    Walitoa mfano wa Taasisi ya Ujerumani kuwa ilikuwa tayari kutoa Sh milioni 450 kwa mwaka kugharamia upasuaji wa moyo nchini. Taasisi ya Moyo ya Texas, Marekani pia ilitaka kutoa huduma hiyo kwa masharti kwamba serikali itoe wagonjwa 20 kwa wakati mmoja lakini serikali haijaweka baraka zake.

    Vivyo hivyo katika ziara ya juzi ya Mama Kikwete, uongozi wa taasisi hiyo ulimweleza kuwa unahitaji serikali ishirikiane nayo, lakini bado hawajafanikisha hilo. Sitaki kusema kuwa serikali imekosea na wala sitaki kuizungumzia serikali kuwa haina nia mbaya na THI. Ninachotaka kueleza ni kwamba serikali haina budi kuufanyia kazi usemi wa, ‘Fimbo ya mbali haiui nyoka’.

    Tukubali tusikubali, taasisi hiyo imethibisha uwezo wake, na kukubalika kwake kunadhihirisha ndiyo fimbo ya karibu inayoweza kuinusuru nchi dhidi ya utegemezi kwa hospitali za nje. Wagonjwa 120 waliokwisha kufanyiwa upasuaji siyo wachache! Sioni haja ya serikali yetu kuendelea kuboresha utaalamu na uchumi wa nchi nyingine wakati ina taasisi yenye uwezo tena inayomilikiwa na mzawa.

    Kuna jarida moja la Marekani, ambalo liliwahi kuchapisha taarifa kwamba kufikia mwaka 2012, India itapata Dola za Marekani bilioni 20 kutokana na matibabu kwa watu wanaotoka nje ya nchi hiyo.

    Ukiangalia idadi ya wagonjwa wanaosafirishwa na wizara kwenda India kutokana na matatizo ya moyo, moja kwa moja utagundua kuwa nchi yetu inachangia kiwango kikubwa cha maendeleo ya India.

    Kwa mujibu wa Mwamaja, kati ya 2005 na Septemba 2006 walipelekwa wagonjwa 240 kutibiwa nje na kati ya Septemba 2006 na Januari mwaka huu walipelekwa 60. Wakati serikali ikiendelea na mchakato wa kuanzisha kituo chake cha tiba ya moyo, iangalie uwezekano wa kushirikiana na THI ili badala ya kupeleka wagonjwa nje, watibiwe ndani ya nchi.

    Kama serikali inaona THI ina upungufu fulani, basi isaidiane nayo kukabili upungufu huo. Kwa kufanya hivyo, itaondoa hisia za kimya kimya kuwa kuna baadhi ya watendaji wanafaidika na safari za matibabu nje ya nchi.

    [KATIKA toleo la leo la gazeti hili kuna habari inayomnukuu Mkurugenzi wa Taasisi ya Moyo Tanzania (THI), Dk Ferdinand Masau akiilalamikia Serikali kwa kushindwa kusaidia ujio wa wataalamu kutoka Uingereza kutoa huduma kwa zaidi ya watoto 200 wanaokabiliwa na maradhi ya moyo nchini.

    Kwa mujibu wa Dk Masau, taasisi hiyo iliandika barua Wizara ya Afrika na Ustawi wa Jamii tangu Juni 21, mwaka jana ikiiomba kutoa idhini kwa timu ya wataalamu wa magonjwa ya moyo kutoka Taasisi ya Oxford/Hospitali ya John Redcliffe kuja nchini kutoa huduma hiyo kwa wiki mbili.

    Imeelezwa kwamba kama ziara hiyo ingefanikiwa, watoto 200 wangechunguzwa na 30 kufanyiwa upasuaji na kwamba gharama hizo zilitarajiwa kutolewa na Wizara ya Afrika ya Uingereza.

    Inawezekana kabisa kwamba Serikali inao utaratibu wake wa kushughulikia masuala nyeti kama haya hasa linapokuja suala la kuzihusha nchi na nchi huku yakipitia katika taasisi binafsi, hilo hatuna shaka nalo.

    Kadhalika Serikali ilistahili kujipa muda kuchunguza suala hili na kujiridhisha kwamba lilikuwa kwa maslahi ya umma wa watoto hao wa Watanzania ambao ndio walengwa wakuu wa ziara hiyo ya kitabibu.

    Lakini kama madai hayo ya Dk Masau na taasisi yake ni ya kweli, tunadhani kuna tatizo kubwa katika utendaji kazi wa Wizara hiyo hasa wa kushughulikia masuala nyeti yanayogusa au kulenga kuokoa maisha ya idadi kubwa kama hiyo ya watoto wa nchi hii.

    Ukimya wa miezi saba unaodaiwa na THI unatoa mwanya ya kutolewa kwa tafsiri nyingi hasi dhidi ya Serikali bila ya sababu zozote za msingi hasa ikizingatiwa kwamba idadi ya watoto wanaoteseka au kupoteza maisha wakisaka huduma hiyo inaongozeka huku wengi wao wakiwa hawana uwezo wa kumudu gharama zake ambazo ni za juu mno kwa mtu wa kawaida.

    Tulidhani wizara ingetumia busara kuliangalia suala hilo kwa macho mawili, hasa kwa kuwalenga watoto ambao baadhi yao wameorodheshwa katika ofisi zake wakisubiri kupelekwa nje ya nchi pasi na kujua siku wala saa ya kupata nafasi hiyo.

    Majibu ya wizara kwa THI yangeweza kuisaidia taasisi hiyo kujua nafasi yake katika suala zima la kuwaalika wataalamu hao kwa maslahi ya umma.

    Kwa malengo hayo hayo ya kuwasaidia watoto wa Tanzania, tunadhani kwamba ilikuwa na nafasi hata ya kutoa masharti fulani fulani alimradi kujiridhisha kwamba lengo la ziara hiyo sio kufanya biashara ya tiba kwa mgongo wa msaada, ila kuwasaidia watoto hao ambao hawana uwezo wa kupata tiba hiyo sio nje ya nchi tu, bali hata ndani.

    THI in need of 100m/- for children surgery

    The Tanzania Heart Institute (THI) says it needs at least 100m/- to help operate on 20 children admitted to its clinic based at Mikocheni in Dar es Salaam.

    Speaking to reporters yesterday, THI Executive Director Dr Ferdinand Masau said that an appeal has been made to donors but there has been little response.

    Dr Masau said the on going campaign to mobilize donors had managed to raise more than 50m/-, but a lot of it was in the form of pledges.

    He said a single patient needed a staggering 5m/- for surgery .

    ’THI continues to mobilize for more funds and our goal is to help children with chronic heart problems,’ said Dr Masau.

    Meanwhile, Dr Masau has said that a team of seven cardiologists is expected to arrive in the country on Friday this week to conduct medical examination on children.

    He said the tour of cardiologists had been sponsored by the U.S based Texas Children Hospital and Texas Heart Institute.

    ’The visit is a result of efforts being made by the THI to ensure that Tanzanians benefit from training in basic cardiology and medical treatment of heart diseases,’ Dr Masau said.

    He urged the parents to bring their children to THI hospital, saying the services would be offered for free.

    Heart institute collects 169m/-

    The Tanzania Heart Institute (THI) has collected 169m/- in its on going campaign for establishing a permanent fund for assisting local heart patients who are in desperate condition.

    Addressing a press conference in Dar es Salaam yesterday, the THI president, Dr Ferdinand Masau, said that the governemnt had already permitted the THI to collect funds and spend them judiciously in line with financial regulations.

    He said that under the government?s licence, they had been given permission to collect the funds, and spend them in a transparent manner to enable the targetted people benefit from the funds.

    He said only heart patients with poor economic capacity and approved to undergo operations, would be entitled to get the funds for meeting surgery costs.

    It must be borne in mind that patients not lined up for operations will not receive the grant,Masau said.

    He added that a special committee must approve all patients who would qualify to get funds for surgery.

    According to him, the costs for surgery for a single patient requiring replacement of valve ranges between 5m/- and 6m/-.

    He said the commencement date for spending the collected funds for carrying out surgery for selected patients would be September 1st this year.

    ?It is important that each heart patient must have small fund for medical check-up that would be carried out by the THI, Dr. Masau said.

    Earlier, the Co-ordinator of the fund raising programme for THI, Stephen Kuziganika, said that under the campaign, the target was to collect 500m/- that would be spent on at least 100 children suffering from heart diseases.

    Kuziganika thanked various organisations which had contributed to the funds, including The Guardian Limited, ITV, Radio One, MEDX-Tanzania, Multichoice and Coca- Cola Company.

    Others who have contributed to the funds are JKT, Tanzania Standard Newspapers Limited, Business Times, Mwananch Communications, Free Media, the Police Force, ASAS Dairy and Wapo Radio.

    Over 100 marginalised children from across the country suffering from heart problems will undergo surgery this year following a massive fund raising initiative that the Tanzania Heart Institute (THI) has embarked on.

    According to Dr. Ferdinand Masau, Founder and President of THI, the Institute resolved to assist as many children as possible who can hardly afford to secure medical services because of the cost involved.

    “THI came up with the idea simply to help the children who can not afford the cost of open heart surgery,” said the institute’s spokesperson.
    Dr. Masau said there are two groups of patients who will benefit from this programme, the first one is those children who were born with heart complications and secondly those who experienced heart disorders while growing up.

    He said each successful operation might cost at least Tsh. 3.5 million and special equipment for surgery cost about Tsh. 1.5 million. Tsh. 450 million has already been donated.

    The operations will be conducted by THI heart specialists in collaboration with experts from Texas Heart Institute, German Heart Centre-Munich, Heart Centre Verde-Denmark under PSD programme.

    The charity fundraising event takes place on Saturday and according to Steven Kuziganika, the coordinator, it is estimated that Tsh. 500 million will be donated.

    The President of the Pan-African Parliament, Ambassador Getrude Mongella (MP) is expected to be the guest of honour at the event. A walk will start at Leaders Club and pass through Tunisia Road and Ali Hassan Mwinyi Road and finish at THI head quarters at Mikocheni.

    First Lady to support local heart surgeries

    First Lady Salma Kikwete and her organisation, Women and Development (WAMA) have pledged to support the Tanzania Heart Institute (THI) to enable the institution to undertake more heart surgeries.

    Mama Kikwete made the pledge when she visited THI in Dar es Salaam.

    She was emphatic that with support, Tanzanian doctors have the capacity to conduct the heart surgeries successfully.

    `A doctor is doctor ?.whether in Tanzania or Europe. We want this hospital to be exemplary, and if facilitated, anything is possible,` she said.

    Since its establishment in 2002, a total of 120 heart patients have been treated at the institution.

    About 103 of the patients underwent heart surgeries. Seven of them were unsuccessful.

    During the visit, the First Lady appealed to the media to market the institute in and outside the country.

    Earlier, THI Chief Executive Officer, Dr. Ferdinand Masau told the First Lady that treatment of heart ailments was extremely expensive thus making it out of reach for many.

    The medic appealed for government intervention to make the treatment affordable.

    KWA siku kadhaa sasa Wizara ya Afya na Ustawi wa Jamii imekuwa katika malumbano na Mkurugenzi wa Taasisi ya Moyo Tanzania (THI), Dk. Ferdinand Masau kuhusu uwezo wa taasisi hiyo kutibu magonjwa ya moyo zikiwamo operesheni kubwa za moyo.

    Hivi karibuni Waziri wa Afya, Profesa David Mwakyusa alilisisitiza kuwa baadhi ya mashine za taasisi hiyo ni chakavu na hakuna madaktari wa kutosha kutoa tiba inayostahili na alikanusha pia madai ya Dk. Masau kuwa Wizara hiyo imezuia madaktari kutoka nje wasije kufanya kazi katika taasisi.

    Aliyasema hayo wiki moja tu baada ya Dk. Masau kukanusha kauli ya Naibu Katibu Mkuu Wizara ya Afya na Ustawi wa Jamii, Dk. Zakaria Berege kuhusu uwezo wa taasisi hiyo. Dk. Masau aliituhumu wizara hiyo kuwa haitoi ushirikiano kwa taasisi hiyo ambayo kimsingi ingewasaidia Watanzania wenye matatizo ya moyo kwa kuwa walichohitaji ni Wizara kuridhia kugharamia baadhi ya wagonjwa ambao wangefanyiwa operesheni na wataalamu kutoka Ujerumani ambao pia wangekuja na vifaa vyote vinavyohitajika.

    Alidai kuwa nyaraka zote kuhusu suala hilo zipo wizarani lakini imekaa kimya hivyo taasisi inashindwa kuwaleta wataalamu hao ambao wangetoa huduma kwa miaka mitano na kuwapatia mafunzo wataalamu wazalendo.

    Alidai kuwa taasisi hiyo ina mashine na vifaa vyote vinavyohitajika kwa ajili ya upasuaji mkubwa wa moyo ikiwamo mashine iitwayo Lung machine – Sarns 700 iliyotengenezwa mwaka 1998 inayoweza kufanya kazi hata miaka 100 iwapo itatunzwa vizuri Kwa mujibu wa maelezo ya daktari huyo bingwa wa magonjwa ya moyo, operesheni nyingi za moyo zinaweza kufanyika bila mashine ya Heart Lung na si lazima wagonjwa wapelekwe India na kwamba Wizara inapaswa kutambua kuwa Teknolojia ya tiba ya moyo inabadilika.

    Siyo lengo langu kuhoji uhalali wa kauli ya Dk. Masau kuwa wajumbe wa wizara hiyo waliokwenda kufanya ukaguzi katika taasisi hawavifahamu vifaa wanavyovikagua, eti kwamba wanavisikia tu.

    Malumbano haya yanakera, hayana manufaa kwa taifa, na hayawasaidii Watanzania hususan wenye kuhitaji tiba ya moyo wakiwamo watoto. Kauli za wizara kuhusu unaodaiwa kuwa ni udhaifu wa THI haziwasaidii Watanzania kwa kuwa wanachohitaji ni tiba ya uhakika popote nchini, si lazima kwa Dk. Masau.

    Sioni mantiki ya wizara kutetea unafuu wa gharama za tiba ya moyo India kulinganisha na za THI, na napata mashaka kama kuna mikakati ya dhati ya serikali ya kumaliza utegemezi wa tiba ya moyo nje ya nchi.

    The most funny/sad thing ni kwamba hawa waheshimiwa wakiwa matembezini nje ya nchi wanawaencourage waTz walio nje kurudi nyumbani na kuwekeza/kufanya kazi. I do not get the point why all this tug of war btn THI and GoT. May be kuna mambo ambayo tunafichwa!

    Kumkatisha tamaa dr masau na timu yake ni mbaya sana..tatizo wizara ya afya wanamuona tanzania heart institute kama mshindani badala ya mwenza katika maendeleo....sasa jana serikali wame float tenda ya kununua na kufunga vifaa vya open heart surgery theatre pale MOI,..na tayari kuna vijana wapo israel na india wanasomea open heart surgery....nadhani wangeamua kuungana wote pamoja wangeshafanikiwa sana.kule KCMC pia wameshafanikiwa kufanya surgery chache zilizosimamiwa na madaktari wa good samaritan wa germany na watanzania.....we need joint effort .
    lingine garama ,wakati kufanya operation hapa tz inagharimu $4,00 wakati pale banglore india inagharimu $ 1,600...we have long way to go..

    Philemon.. hilo ndilo linaloendelea. Baada ya Dr. Masau kuanzisha hii taasisi:

    a. Kuna taasisi ya Mutei Mengi ambayo inatarajiwa kujenga hivi karibuni (nafikiri ujenzi ushaanza)

    b. Taasisi ya Moyo ya Serikali ambapo kuna madaktari wamepelekwa India kwa mafunzo.

    Sasa Dr. Masau ana connection na Hospitali na madaktari mabingwa kabisa duniani kwanini anapigwa chenga? Nitakapozungumza naye nina maswali mengi kweli...

    Hayo ndio mambo ambayo yataendelea kutukwamisha Watanzania kwa kutegemea vya watu na kudharau vya kwetu.

    Wanapokuwa huku nje wanasema tofauti lakini wakirudi nyumbani huwaoni na badala yake wanaanza kashfa kibao.

    Hivi hakuna njia zingine za sisi Watanzania wenyewe kuisaidia hii taasisi bila
    kutegemea serikali?

    Wakati mwingine inabidi Wanyonge kuungana ili kujisaidia wenyewe na ndio njia pekee ya kuwakomoa hao watawala.

    Alles, mimi naona kuna watu wanaona kuwa taasisi ya Dr. Masau inatishia maslahi yao. Hivi kama taasisi hiyo ikijijenga na kutoa huduma bora na nafuu zaidi na ile ya Mengi na ya serikali zikaja na gharama ya juu, watu watakwenda wapi?
