IRC Tanzania serves Burundian and Congolese refugees in the Kigoma Region, Northwestern Tanzania. In Kasulu, the IRC provides camp management, child protection and GBV services for Burundian refugees Mtabila Camp. In Nyarugusu Camp, IRC provides community services including GBV, child protection, youth & development, community-based rehabilitation, and vulnerable care to Congolese refugees. In Kigoma, the IRC manages the Kibirizi reception centre to register and medically screen Congolese asylum seekers, and the NMC clinic/transit centre, a temporary stop over serving resettlement cases, protection cases, and preparing returnees for travel to Democratic Republic of Congo and Burundi. Kigoma field office coordinates all medical referral services from all refugee camps to Tanzania regional hospitals.

SCOPE OF WORK
The Program Coordinator will provide technical supervision for all program sectors in all field sites, including Child Protection, Gender-based Violence, Youth & Development, Community-based Rehabilitation, and Vulnerable Care in two refugee camps. The Coordinator ensures all program supervisors and managers meet program objectives based on donor and IRC requirements. The position also supports managers in identifying and addressing needs to carry out program activities.

The position ensures that programs address strategic beneficiary needs and are implemented according to the IRC Global sectoral strategies, donor guidelines, approved work plans and in accordance with the IRC Program Framework. The Program Coordinator works in collaboration with senior management to address operational needs

The Program Coordinator is a member of the senior management team and participates in country program’s strategic planning.

RESPONSIBILITIES
• Develop strategy for implementation of approved grants and translate them into clear goals and objectives. S/he will support the field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments the IRC made to the donor and the community.
• Identify areas needing capacity-building in program staff; assist in the monitoring of program capacity building efforts together with the program leadership, Field Coordinators, and Human Resources.
• Ensure collaboration between sectors and the integration of their strategic interests during program development.
• Coordinate with finance team and Field Coordinators on budget re-alignments and grant cost-extension requests with respect to changes in programming.
• Manage program budgets of in collaboration with program supervisors and Finance.
• Liaise with relevant partners, including UNHCR, to address program needs; attend partners meetings and represent IRC Tanzania when appropriate.
• Review and provide feedback on monthly reports from sector supervisors.
• Collaborate with Grants (M&E) Coordinator in proposal development and implementation tracking.

REQUIREMENTS
• Graduate degree in social science preferred. Copies of degrees are required for Tanzania work permit.
• At least 5 years of international humanitarian and/or development experience in managing and coordinating programs.
• Experience in multi-sector program management with a range of donors in a complex operating environment; basic finance management skills.
• Strong management, project planning, organizational, interpersonal, and communication skills; demonstrated project cycle management skills.
• Ability to manage stress; work in large and multicultural teams.
• Fluency in English, spoken and written. Kiswahili language skills a plus.
