    Sudanese President Omar al-Bashir, pictured in October 2010, wanted by an international court for suspected war crimes in Darfur, will not attend an Africa-EU summit in Libya which Sudan will boycott, his foreign minister said on Sunday.

A special welcome was laid on for Gaddafi when he arrived in Uganda earlier this year for the summit: hundreds of children lining the road wearing T-shirts with his face on them.
