Mkuu wa Majeshi, Davis Mwamunyange kuwasili nchini 16th Oct, baada ya ziara nje ya nchi

Taarifa za uhakika na za kuaminika nilizopata hivi punde zinasema kuwa Mkuu wa Majeshi ya Ulinzi na Usalama nchini, Davis Mwamunyange anawasili nchini leo kwa ndege ya Shirika la Ndege la Emirates. Mwamunyange alikuwa katika ziara ya kikazi katika nchi za Italia, Ujerumani, Uingereza na Uholanzi. Mwamunyange anawasili kwa ndege hiyo ambayo inakuja moja kwa moja kutoka Dubai ambapo anatarajiwa kutua kwenye uwanja wa ndege wa Kimataifa wa Malimu Julius Nyerere mnamo saa tisa Alasiri

Taarifa hii inahitimisha mjadala uliosambaa kwa zaidi ya wiki mbili sasa juu ya wapi alipo Mkuu wa Majeshi baada ya ukimya wa muda mrefu. Kutokana na ukimya huo, baadhi ya watu wasiolitakia mema taifa hili ambao kwa sasa jina linalowafaa ni wapumbavu na malofa walieneza uvumi kuwa Mkuu huyo wa Majeshi amefariki dunia baada ya kulishwa sumu kwa kile walichozusha eti alikataa mapendekezo ya Rais Kikwete ya jeshi kuchukua nchi endapo upinzani watashinda uchaguzi. Tena wapumbavu hao walienda mbali na kusema eti kifo cha Mwamunyange kitatangazwa baada ya uchaguzi kufanyika.

Msemaji wa jeshi la Wananchi amekanusha taarifa hiyo na jitihada zimefanyika ambapo aliyezusha uvumi huo amekamatwa na kufunguliwa mashtaka. Aidha, kaka wa Mwamunyange, Aidan na dada yake Roda nao wamekanusha uvumi huo na kwamba wamekuwa wakiwasiliana na ndugu yao kila siku na kwamba alikuwa anaendelea vema na majukumu yake.

Watu walivyoikomalia hii issue utadhani kutokuwepo kwa huyu mheshimiwa kunawafanya wakose haja kubwa.
 
As received:The main points taken from the meeting are listed below;


1) All new UN employees must be deployed to Tanzania by 22nd October. After this date no new staff will be allowed to fly into areas outside of Dar es salaam. Moreover, will be expected to remain in Dar until 31st) day after results announced.


2) 5 hot spots for potential violence in Tanzania are: Dar, Zanzibar, Mbeya, Mwanza and Arusha. Dar will have poor access routes and roads likely to be closed. UN advice NON essential work in offices for the 2 days after polls close. Stone town and surrounding outer areas are also hot spots and likely no through roads or access to amenities.


3) There is an unprecedented amount of "youth" involved in this election. This poses a risk, as UN cant predict how they will behave if they are celebrating or commiserating-


4) Non essential travel within areas on 25th, 26th, 27th and friday 30th (results day).-


5) Most acute violence "likely" to occur during evening of 25th when polls close and people are too late to vote, or their name is not on the registration list. Also 2 days after polls close likely to be pockets of unrest and day of results announcement.


6) Military presence on streets "likely" (they are already very present in Zanzibar on mass).


7) Electricity cut off and lack of fuel expected.


8) Communications black out "likely'. Likely zantel and other -networks will be down, no calls or SMS able to reach people. This is quite worrying


9) Port closed 25th and possible 26th. Airport will be open providing there is no unrest and will provide emergency evac for UN staff ONLY.


10) UN security advise to pack an emergency bag of documents and essential items in case looting occurs and threats within the home. They recommended that we have a second home to go to in case our own areas feel unsafe with military presence and rioting. Also suggest stock piling on food, water, batteries, torches etc.


11) Urge all international staff to register with their embassy


12) UN recommend a "communications tree'' within the organisation to monitor staff security and locations.
 
The Chief of Defense Forces is not the chief of the Tanzanian police force [IGP].

Role-wise, those two forces are very different from each other.

One is for the defense of the nation and the other one is for the enforcement of laws, investigating crimes, and making arrests.

Now, who is behaving like a tween?

Fair enough ,you made your self clear and so did i...and for the record I never said the CDF is the IGP ..you said the CDF is not concerned with our security and that's the base of my arguments with you

Why would the CDF not be concerned with our security when he/she is also a citizen? He/she will be incredibly stupid not to be concerned about the security of where he/she lives in.

All I was saying was that the Tanzanian military's objective is not to catch criminals who threaten the peace, property, and the livelihood of citizens.

I never once said that those two forces can't share any useful data if they have any. Not doing that would be dumb.

Even ordinary citizens are encouraged to get involved and share any information that they have that could be useful.

But still, the military and the police are two different forces with very different objectives.

Is it that hard for you to draw that distinction?

It was you who said we don't need the CDF for security ,...I hope he is there for babysitting

Naona majenerali wamechimba biti wameamua kumrejesha. Mtu kabakisha miezi miwili astaafu mnampatia kozi ya kitu gani?
Hawa huwa hawastaafu mkuu. Ndo maana wakati wa Nyerere walikuwa wanatupwa huko nje kwenye ubalozi. Wengine hubakia kuwa washauri wa Serikali kuhusu masuala ya usalama wa taifa etc.
 
Nipe rejea ya kisheria inayotaja kuwa mkuu wa majeshi ya ulinzi ni mkuu pia wa majeshi ya polisi na magereza.

Kumwita tu mkuu wa majeshi ya ulinzi na usalama haimaanishi kwamba wakuu wa polisi na magereza pia wanaripoti kwake.

Kuna uwezekano mkubwa kabisa kuwa mnamwita hivyo kimakosa.

Mkuu wa majeshi ya ulinzi ndiyo Mwenyekiti wa baraza la wakuu wa vyombo vya ulinzi na usalama na katibu wake ni mnadhimu mkuu wa majeshi ya ulinzi!

Lakini wewe nyani ngabu unabisha nini kwani? Kwani hatuhitaji uimara wa defense forces zetu? Kwa kipindi hiki? Yani kwamba tunahitaji tu ulinzi wa security forces? Kwani ni majira gani hasa ya mwaka ambayo defense forces ndo zinatakiwa ziwe imara? nikiongea uimara namaanisha yani kusiwe na sintofahamu za ajabu ajabu kuhusu wakuu wa jeshi.

Wewe bana kama huko marekani kwenu kuna ma-security forces na agents za kila aina na za kumwaga, na jeshi lenu huko ni kwa ajili tu ya kuokoa maafa ya vimbunga na kutafuta mawese wapi huko sijui, sisi hapa kwetu habari nyingine bana...kila mtu aliyefundishwa kushika bunduki ni mlinzi wakati wowote...
 
Mkuu wa majeshi ya ulinzi ndiyo Mwenyekiti wa baraza la wakuu wa vyombo vya ulinzi na usalama na katibu wake ni mnadhimu mkuu wa majeshi ya ulinzi!

IGP, Mkuu wa usalama wa Taifa, Mkuu wa magereza na wengine wote ni wajumbe!

Anhaa...ushasema baraza la wakuu wa vyombo vya ulinzi na usalama.

Hiyo inaweza kuwa sawa [ingawa hujatoa rejea yoyote ile].

Lakini hiyo pia haimaanishi hao wakuu wa polisi na magereza wanaripoti kwake kwenye kazi zao za kila siku.

Jeshi la ulinzi lipo chini ya wizara wa ulinzi na majeshi ya polisi yapo chini ya wizara ya mambo ya ndani.
