    Tunaambiwa kuwa ni uchumi wa soko na ya kuwa soko litaamua kitu gani kizalishwe, kwa kiasi gani na kitauzwa kwa bei gani. Kwamba nguvu zisizoonekana za ugavi na mahitaji (supply and demand) zitaamua bei (price) ya vitu vinavyozalishwa (bidhaa na huduma).

    Jumatatu tumeona madereva wa vi-express huko Mwanza wakigoma wakitaka serikali ipandishe bei ya kwenda sehemu mbalimbali jijini mle. Na magazeti ya letu yanatudokeza kuwa SUMATRA nao wanatangaza kupanda kwa nauli ya mabasi ya mikoani.

    Swali langu ni kuwa kwanini serikali inapanga nauli ya mabasi na isiache soko liamue nani atazalisha kitu gani kwa kiasi gani na atakiuza kwa bei gani?

    Kwa mtazamo wangu kama non-economist nafikiri huwa hakuna absolute Free market.

    It is a free market within some boundaries.
    Kwa mfano, nauli ni sh 500. Hiyo ni fixed boundary, sasa within that boundary, suppliers and consumers wanatakiwa wacheze humo ndani. Consumer halazimishwi kwenda kwa supplier A au B, yupo huru kuchagua. Na supplier ambaye hawezi ku-operate ndani ya hiyo boundary naye yuko huru kujitoa.

    Kusipokuwa na control ya serikali, Yafuatayo yanaweza kutokea:
    1. Cartels za wafanyabiashara wataweza ku-regulate prices according to their selfish ends instead of the prices being controlled by supply and demand.
    2. Serikali inaweza kushindwa kuhakiki makadirio ya wafanyabiashara hao hivyo kuathirika katika ukusanyaji kodi kutokana na kwamba wafanyabiashara muda wote watadai bei zao zilikuwa chini hata pale ambapo bei zilikuwa juu.

    Regulation is important cz income za watu zipo chini sana na maisha ni magumu. wakiachia free market watakosa kura kwenye general election.

    What we should do here tuwe na mabasi ya aina 3
    1) mabasi ya abiria wa kawaida
    2) mabasi ya wanafunzi
    3)mabasi ya wafanya kazi wa serikali

    MABASI YA ABIRIA WA KAWAIDA
    hapa tunaweza kuweka aina tatu za mabasi kwa kuwa kuna watu wenye uwezo tofauti
    1) Gold Standard - hapa ni kwa ajili ya watu wenye high income, tuweke mabasi mazuri yenye A/C na nauli iwe 3 times ya nauli ya mlalahoi. e.g. nauli inaweza ikaanzia 1500 mpaka 3000 depending on the route.

    2) Silver Standard - hapa ni kwa ajili ya midle income people, tuweke mabasi mazuri but yasiwe kama ya gold standard nauli iwe twice ya nauli ya mlalahoi e.g. nauli inaweza ikaanzia 700 mpaka 1000 depending on the route.

    3) Economic standard - hapa ni kwa jili yetu sisi walala hoi. Tuwe subsidized with the 2 groups above. Mabasi yetu yawe mabaya full kusimama kama kawa. Nauli yetu ni ile ile ya walala hoi e.g. 250 mpaka 350 depending on the route.

    MABASI YA WANAFUNZI
    hapa hamna haja ya kila shule kuwa na mabasi yake. Tuweke mabasi yenye yellow color kwa kila route wanafunzi wote wapande bure. Ila shule za private ziwe zinalipa kwa SUMATRA a certain amount kwa ajili ya kusubsidize wakina kanumba. Mabasi haya yawe contolled na SUMATRA or any company inaweza kupewa hii tender

    MABASI YA CIVIL SERVANTS
    Badala ya kuwa na V8 na G8, civil servants wote wapande buses. Hapo nauli ni kitambulisho chako. Wanaotakiwa kupewa land cruser maybe ni Permannt secretaries and DPSs, na Mabalozi na wengine wa aina hii lakini sio wakurugenzi. Kama hawataki mabasi wanunue corolla 110

    Siasa katika soko hiyo. Ndio mwanzo wa kusababisha kila mtu kuwa na nauli yake. Ukweli ni kwamba SUMATRA kazi yao inatakiwa kulinda maslahi ya pande zote mbili yaani watoa huduma na watumiaji sasa kutokana na makosa ya sirikali kwenye kushindwa kuboresha vipato vya wananchi wake inawalazimu walete siasa katika soko ili kuficha udhaifu wao. Soko siku zote lina nguvu kushinda dola na wakifanya hivi ndio utakuwa mwanzo wa daladala kukatisha ruti pamoja na kutoza nauli zao wenyewe. Ni bora wakakaa na pande zote husika na kukubaliana bei elekezi

    Sita sita nimeipenda sana advise yako. Nimekua nikiomba mara kwa mara kuwa kwenye JF wadau wapate ufumbuzi wa matatizo na siyo kulalamika na kulaani chama fulani cha siasa ilihali wanasiasa ni walewale hata awe chama gani na mara nyingi hawawasikilizi wataalamu.

    Hiyo solution ndiyo inatumika katika nchi za Scandinavia. safi sana.
