The island of Zanzibar has set the tone for the operations of the recently commissioned Lamu port.

This as investors on the island make up about half of the activity at the port represented by three out of six consignments to land at the port since the start of operations in May this year.

Last week, the port of Lamu booked its largest consignment yet comprising of 364 containers of transshipment cargo.

The cargo which carried an assortment of goods including cooking oil, wheat flour and sugar is expected to be re-shipped to its final destination in Zanzibar by another vessel which docked at the port on Saturday.

Kenya Revenue Authority (KRA) Regional Coordinator for the Southern Region Joseph Toni has called on local investors and other traders in the region to follow their peers in Zanzibar in leveraging the hub.

The operations of the Lamu Port are hinged on transshipment which loosely translates to moving cargo from one vessel to another when on transit to its final destination.

Transshipment is largely done to save money on shipping costs even as it leads to increased transport times.

The Ksh.310 billion Lamu Port was commissioned by President Uhuru Kenyatta on May 20 becoming the country’s second commercial port after the port of Mombasa.

Government sees the port which is expected to have 23 berths as a key pillar of the Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) corridor project.

Phase one of the project comprises of three berths, the first of which is operational. The two remaining berths are set to be complete in October.

Kuna watu hujagombana nao lakini unashangaa wamebeba chuki na majungu ya kufa mtu hauelewi nini huwasibu. Sema ni kawaida ya dunia hata hapa mtaani huwa hapakosi jirani mmoja kisirani balaa, haguswi wala kuongeleshwa, maana kumsemesha tu unakua kama umemtibua atatiririka pumba kama zote.

Kuna machines za kuload na kuoffloaf mbili kubwa zinaitwa Mobile harbour cranes. Lamu port does not need ships with their own cranes.

I saw it being discussed in the business news, meaning hizi sio sufficient for such a magnificent port which can handle giant ships, maybe I try and get an article on the same, coz najua business daily it's likely they published.

Kwa utaratibu wa sasa. Kodi zote lazima zilipwe Zanzibar kabla ya mzigo kuhamishwa, TRANSFER, kwenda Zanzibar. Maofisa wa TRA lazima wawe Lamu Port kuukagua kabla haujahamishwa kwenda Zanzibar.

Ndani ya SCT hakuna transhipment kuna transfer.

You're right, for it to be fully operational and efficient more equipments and machinery should be added.

To shorten ship-turn around time, rubber- tyred gantry crane, full gantry crane, ship-to-shore gantry crane, container cranes etc should be added at the Lamu port.

You can bring the source of the news. I know they need more cranes as the port grows but for now these two can handle the cargo. The traffic at the port is not that high. Anyway new STS cranes have been ordered and will arrive next year. For now these two Mobile harbour cranes are sufficient to do the job.

The Kenya Ports Authority (KPA) says it requires Sh17.4 billion to buy equipment and complete the construction of the two berths at the port of Lamu.

Tender documents show that the KPA targets borrowing Sh12.4billion from local and foreign banks, of which Sh3.2 billion will be used to complete construction works at the port that is not yet fully operational.

Some Sh3.1 billion from the loan is to be used to purchase marine equipment and Sh6.1 billion for yards operations, according to the State agency.

It further plans to raise Sh5 billion internally for general equipment security and ICT installations.

The launch of the Lamu Port had been delayed thrice over the past two years due to funding challenges and incomplete construction of all three berths.

The first berth was finally launched by President Uhuru Kenyatta in May this year, with equipment such as cranes, trailers, gantries and oil spill response borrowed from Mombasa.

As a result, it has only been able to attract ships that have their own gear for ship operations and roll-on/roll-off shipping like motor vehicle carriers as opposed to container shipping.


“Completion of construction of the project is expected on October 21 (subject to adequate funding) and the action plan for operalisation of the completed project on a bare minimum equipment has an estimated expenditure of Sh17,400 million,” KPA managing director John Mwangemi said in the tender documents.

Early this year, authorities had indicated they needed Sh16.4 billion, including Sh9.5 billion for equipment, Sh383 million for ICT, Sh2.1 billion for security, and Sh4.5 billion for additional dredging.

To make berths 2 and 3 operational, the port structure has to be fully established and new equipment acquired by mid-November this year.

The KPA says it needs to fund operations at the new port to generate money for servicing debt and creating room for borrowing to acquire new equipment.

The ports authority says it is targeting lower borrowing rates, grace periods, and long tenors from the contracted bank or development finance institutions to restructure its balance sheet.

The tender documents posted on its website with a missing page indicated the KPA needs to pay the Japanese government Sh437.5 million semiannually until 2047, an estimated total of Sh21.8 billion, in 25 years.

The agency is also expected to pay Sh32 billion between 2025 and 2055 in semiannual tranches used in Mombasa port development projects and take up an additional Sh30 billion for the Dogo Kundu special economic zone from Japan.

“The objective for proposals for the financing of the operalisation of Lamu Port will result in sustainable debt service- KPA seeks to optimise its annual debt costs,” the tender documents say.

“A sustainable debt service arrangement is expected to create headroom for the acquisition of equipment for Mombasa port to sustain the operations.”

The KPA is seeking contract a financial institution with a market capitalisation of over Sh5 billion or assets above Sh50 billion with enough dollar reserves.

The viability of the port has been put in question over low demand as it was expected to attract transshipment business mainly from Ethiopia and South Sudan.

Anakula salary ya hio kampuni bure. The first two ships zenye Uhuru alilaunch in May ilibidi zi-unload cargo using their own cranes coz mobile harbour cranes hazikuwa zimefika. Basically since June hizi cranes ndio zinatumika kupakua na kupakia. Basically this is irrefutable evidence that Lamu port has cranes that are used to load and unload ships.

Yeah. And your point is still valid. You are definitely right that more cranes and equipments are needed. The orders have already been made for brand new equipments. Hizi ni second hand from Mombasa port and will be retired when the new ones arrive.
