Who is authorizing fireworks in neighborhoods?!

The neighbour is having a party with loud music and randomly fireworks started. Is there some permit issued by the government that we don’t know about, allowing people to randomly set off fireworks in residential neighborhoods on an ordinary night?

Who regulates this nonsense? Do the rest of us have no right to peace and quiet in our own homes?! Absolutely ridiculous!
