Tanzania suspends HIV programmes for gay men

Tanzania has suspended community-based HIV/AIDS prevention programs for gay men, the health minister said on Monday, in the latest crackdown on the high-risk group.

Ummy Mwalimu, Tanzania's minister for health said the government had received reports that some local non-governmental organizations (NGOs) were promoting and normalizing same-sex relationships as part of their HIV programs.

Gay sex is illegal in Tanzania and punishable by up to 30 years in prison.

In September, the government threatened to ban groups that "promote" the rights of lesbian, gay, bisexual and transgender (LGBT) people in its first public statement against the minority group.

"We have suspended MSM (men who have sex with men) community-based interventions pending (a) review," Mwalimu told the Thomson Reuters Foundation.

The minister, however, said the government would continue to provide HIV/AIDS services to adolescent girls, drug users and other groups.

The East African country has a reputation for being more tolerant towards LGBT people than its neighbor Uganda but recent comments attacking the group have sparked fears and condemnation from activists.

There are 1.4 million people living with HIV in Tanzania, some 5 percent of the country's population, according to government statistics.

HIV prevalence among gay men is higher at 25 percent.

John Kashika, of Community Health Education Services & Advocacy NGO, said suspending HIV/AIDS programs for some LGBT groups was a blow in the fight against the virus.

"This is essentially denial of services to people who are at the highest risk of contracting HIV, there's going to be a lot of implications," he said.

This is not HIV programme for gay men. It is a gay promotion initiatives for distribution of enabling lubricants (vilainishi)

Kama tunarejea vitabu vitakatifu ambavyo navyo vinakataza tendo la ndoa kabla ya ndoa, tupinge matumizi ya mipira na kuzuia mafunzo ya maambukizi ya HIV kwa walio nje ya ndoa kwa kisingizio kwamba haturuhusu mapenzi kabla ya ndoa?

Msingi wa matatizo yote haya ni dhambi na uasi. Dunia ingekua na matatizo machache sana kama tusingeshiriki tendo la ndoa kabla ya wakati wake.

Katiba inapinga kuingiliana kinyume na maumbile kati ya wanaume wawili (sodomy and not homosexuality)
Anyways, wanaume wanaoshiriki mapenzi ya jinsia moja wengi wao pia hishiriki ngono na wanawake, hivyo kutowapa msaada wakiadhirika is like shooting your own foot!

Hivi wewe kijana unataka kumdanganya nani?
Hivi mtu anaweza kufanya Ulawiti (Sodomy) baina ya wanaume bila kuwa na mahusiano (homosexual relations relations)?
Halafu Ulawaiti (Sodomy) nchini Tanzania siyo baina ya wanaume pekee, unaweza hata fanya ulawiti dhidi ya mnyama.

THE PENAL CODE OF TANZANIA EXPLICITLY SAYS:

154. Any person who—
(1) carnal knowledge of any person against the order of nature; or
(2) has carnal knowledge, an animal; or
(3) permits a male person to have carnal knowledge of him or her against the order of nature, is guilty of a felony, and is liable to imprisonment for fourteen years.

THE SEXUAL OFFENCES SPECIAL PROVISIONS ACTS REITERATES THE PENAL CODE:

16. Section 154 of the Penal Code is hereby repealed and replaced with the following;

154.-(1) Any person who-
(a) has carnal knowledge of any person against the order of nature; or
(b) has carnal knowledge of an animal; or
(c) permits a mate person to have carnal knowledge of him or her against the order of nature, commits an offence, and is liable to imprisonment for life and in any case to imprisonment for a term of not less than thirty years.

(2) where the offence, under subsection (1) of this section is committed to a child under the age of ten years the offender shall be sentenced to life imprisonment. 17. Section 155 of the Penal Code is hereby repealed and
 
My point exactly. The constitution prohibits sodomy and not homosexuality, which is a wide concept that includes romantic attractions towards members of the same sex. The constitution does not forbid homosexuality (it cant because only God can do that) but it prohibits sexual acts between members of the same sex.

So what are we arguing about here? It seems to me that we both agree that the constitution forbids sexual acts between members of the same sex but does not forbid homosexuality, a much wider concept that transcends the scope of man made laws.

Wewe unasema kuingiliana kinyume na maunbile na kuwa na mapenzi ya jinsia moja ni vitu viwili tofauti.
Mimi nasema huwezi kumuingulia mtu kinyume na maumbile bile kuwepo kwenye aina fulani ya uhusiano.

Hivyo kivitendo (Impliedly) ukikataza Ulawiti ni dhahiri unakuwa umepiga marufuku na mahusiano ya jinsia moja.

Shoga hastahili huruma, hastahili kuwa hai.
 

Kwanza nisema mimi siungi mkono ushoga lakini sikubaliani na hatua iliyochukuliwa na serikali. Hili group ndilo hatarishi sana. La maana ilikuwa kuangalia na ku regulate hiyo mitaala yao ili iendane na matakwa yetu. Risk kubwa ni wao kuweza kusambaza ugonjwa huo kwa watu wengine. Hawa hawaishi peke yao ni sehemu ya jamii. Mbona wazungu wa unga hatukubaliani na tabia nao na bado tunawahudumia? Huu ni ubaguzi na si sahihi.

My point ilikuwa sina tatizo na zuio la mapenzi ya jinsia moja kwa sababu lina nguvu ya kisheria kwa Tanzania. Ninachosema ilipaswa kufuatilia miongozo ya mafunzo na kuondoa ile inayohamasisha.
