This is a set up to get this guy elected,

If the gun man had intentions to kill he would of pulled, in fact he probably would of shot him in the chest before aiming at his head. it's not like he was going to bargain with his life it was supposed to be an assassination..

But in reality it's just for Tv elect me politics that guarantees the votes of the masses.
