    Naomba mnisaidie,hivi hizi work permit fee ni kwa mwaka au kwa muda utakaofanya kazi?kama ni kwa mwaka au vyovyote bado ni ndogo sana,jamani kuna wadogo zetu wanahangaika ajiri na kipato kidogo,watu ujuzi wanao,uwezo pia,tena wanapokuja hao expert 80%ya kazi anafanya mzawa,jamani hawa foreigners wanarudisha fedha kwao,hata mishahara yao utalia ukisikia,ukitaka kujua uchungu wa hili jambo waulize Science Proffessiönals,jamani tembeeni kwenye big industries muone,hawa imigration wanajua idadi yao,anaebisha aende watampa data,pia aangalie na wataalamu wazawa na kazi anayokuja kufanya huyo expert.

    Pia kuna kampuni moja lipo Mwanza limejaza Waghana tu kila kona. Nenda Barrick hapo utaona wageni kibao kila idara.Sasa sijui idara husika hazijui kuwa hawa wageni wanakuja kutuzibia? Mie nashangaa utampaje mtu work permit kama Accountant wakati tuna vyuo kibao au vyuo vyetu havikubaliki kimataifa?

    Watanzania wanafanya kazi Botswana, na Swaziland katika taaluma mbalimbali kwa sababu nchi hizo zinahitaji utaalamu huo. Nimeona Botswana imejitahidi katika miaka ya 90 kuendelea mbele kupeleka vijana wake katika vyuo vikuu vya Marekani na Uingereza ili baada ye wajaze nafasi hizo za kitaalamu. Kwa Tanzania mwanafunzi anayemaliza chuo kikuu hata awe amesomea accounting inakuwa vigumu kupata kazi katika hizi kampuni za kigeni kwa sababu sera zetu zinawaruhusu kuleta wataalamu wao, eti kwa sababu ya " creating an enabling environment" kwa hao wawekezaji. Inafika hata wanaleta madreva na wafagiaji kutoka kwao. Candid Scope, si rahisi kwa Mtanzania kufunga safari na kutafuta kazi Ghana au Nigeria kama ilivyo rahisi kwa Mnigeria kufanya hivyo Tanzania.     Pole sana kaka huku kwenye kampuni yetu wapo wengi mmno na mtu anaetoa vibari pale uhamiaji ana kampuni yake binafsi ya kuwatafutia permit hawa jamaa. Kimsingi mwingereza graduate wa ukweli hawezi kuja kufanya kazi bongo. bongo wanakuja watu ambao kwanza ni form 2c. ila kwa sababu sisi wabongo tumekalia majungu na rushwa mimi naona uwepo wa hawa washkaji ni afadhari.

    Nafikiri nitakuwa nimejibu swali lako. Hawa jamaa wanamchezo wa kubadilisha vyeo kila baada ya miezi mitatu wanaomba permit kwa job title tofauti so rushwa ikiondoka ndipo problem zitakwisha hapa bongo
    Class B Permits Applicants for the Class B permit must complete Tanzania Immigration Form I and submit it to the Labour Commissioner for a recommendation. The recommendation will be attached to the form and forwarded to the Director of Immigration Services for further action. The Class B Permit is intended for applicants who possess rare qualifications or skills, preferably in highly technical occupations, that are not readily available in the local labour market. The necessary attachments to the application are the following:· Covering letter or letter of appointment;· Five photographs;· Curriculum vitae;· Academic qualifications (preferably copies of diplomas);· Job description for each individual expatriate;· Organizational structure o f a company showing clearly the number and types of posts filled in or lined up for expatriates;· A letter of clearance from the Government for anyone to be employed in a parastatal organization; · Membership certificates or clearances from local professional bodies for testing and monitoring the professional integrity of expatriates – i.e. doctors, lawyers, nurses, engineers, pilots, surveyors, accountants and the like;· Employment contract;· Photocopy of passport pages to authentify nationality, validity, and the current immigration status (if the applicant is already in the country);

    Kumbe na wewe umeliona linavyo athiri sana soko la ajira nchini kwetu. Nadhani kungekuwa na utaratibu wa hao jamaa wakimaliza muda wao kuwafundisha wabono waondoke waende zao. Ila sie wabongo tunatatizo kubwa sana kupigana majungu tu hata kwenye ukweli. Ndio maana kuna wengine wanaona kama hili suala ni ujinga fulani hivi lakini kuna siku utaelewa hili kinachoongelewa.

    The government has raised work and residence permit fees for foreign workers.
    According to a Government Gazette notice published on July 1, the fees have gone up by between 25 and 300 per cent.

    Also increased are charges for student visas, special permits and citizenship. This means that sectors such as tourism are likely to feel the pinch of the increases.

    Some of the charges, such as those for class ‘B’ residence permits issued to foreign employers in industries, private and public companies as well as mining firms, have more than doubled.
    Yesterday, however, some members of the business community and investors, who are already incurring huge losses due to a serious power shortage, said the decision was “unfortunate and unwarranted.”
    “This is a disincentive to investment particularly at this time when competition for investment is intensifying in the East and Central African region,” said Mr Cornelius Kariwa, who is the chairman of the Association of Tanzania Employers (ATE).

    He said the increase was against the stated mission by the same government to lure more investors to the country. “If we impose high fees for residence permits why should foreign investors opt to come here instead of, say, Rwanda which charges nothing?” he asked.

    Home Affairs minister Shamsi Vuai Nahodha could not be reached for comment yesterday, but sources in the Immigration Department said the decision was aimed at increasing government revenue and discourage the hiring of foreigners for jobs that could be done by Tanzanians.

    Industry and Trade minister Cyril Chami told The Citizen on Saturday by telephone that the increase would also benefit foreign investors through improvement of infrastructure and business environment. “I don’t think the added costs will disadvantage investors because Tanzania is still a preferred investment destination in this part of Africa,” Dr Chami said, adding that the government did not complain when investors increased the cost of their products and services.

    However, the CEO Roundtable of Tanzania vice chairman, Mr Yogesh Manek, said their concern was the signal that such a message would send to prospective investors.
    He said it was unfortunate that the new permit fees have come into effect when the country is suffering from a prolonged power crisis. “It may not have the severest of impacts, but it is worrisome at this time when the cost of doing business is going up.”

    Mr Manek warned that the country could not continue jeopardising its competitiveness and efficiency in the face of tough regional competition. He added that Tanzania needs to maintain high investment inflows if it is to maintain its impressive economic growth.

    Meanwhile, Mr Kariwa said it was not for nothing that Rwanda was earning worldwide accolades for positive and effective reforms that had spurred industrialisation.
    Work permits have been a thorny issue among East African Community members, who have agreed on the Common Market Protocol that, among other things, envisages the free movement of labour and services.
    Rwanda and Kenya are the only EAC countries that have scrapped work permits for workers from other members of the bloc. Rwanda also offers free citizenship on application for investors who have stayed in the country for more than five years.

    The full impact of the Common Market has not been felt as member countries are yet to enact laws to enforce the provisions that include free movement of goods that have until now enjoyed reprieve through the EAC customs union. Other competing countries such as Malaysia also offer no permit restrictions and also grant free citizenship for those meeting a set threshold in foreign direct investment (FDI).

    The new class ‘A’ permits for big companies, industries, fisheries, mining and transport have gone up from $1,600 (Sh2.6 million) to $2,000 (Sh3.2 million).
    Class ‘B’ permits for expatriates has jumped from $600 (Sh960,000) to $1,500 (Sh2.4 million). Fees for class ‘C’ permits for missionaries, researchers and students are up to $500 (Sh800,000) from $120 (Sh192,000).
    Other new fees included dependant’s pass ($500), special pass ($600), visitors pass ($200) and re-entry pass ($50). Fees for multiple entry visa is currently $100 (Sh160,000) while a single entry visa is charged at $50 (Sh80,000).

    Kwenye nchi za wenzetu huruhusiwi kumuajiri mgeni mpaka pale uthibitishe kwamba umemtafuta raia wa nchi husika kwa kipindi cha miezi 6 (kama sikosei, sikumbuki vizuri) na utoe uthibitisho wa kuitangaza kazi hiyo kwenye local newspapers au kwenye company's web site. Muda huo ukishakatika ndio sasa wanapitia uthibitisho wa kutangazwa nafasi hiyo kuona kama kweli ilitangazwa kwa miezi sita na hakuna mtu ambaye labda kwa sababu moja au nyingine aliweza kumeet hizo minimum requirements za nafasi husika. Hapo ndipo unapewa kibali rasmi cha kumuajiri mgeni, lakini si Bongo yetu ambayo haina sheria yoyote ile ya kulinda ajira kwa ajili ya wazawa. Halafu kule Barrick unaweza kukuta mbongo shule yake ni kubwa kuliko mgeni lakini anapata ujira ambao ni 10% ya ujira wa mgeni kwa sababu tu ana ngozi nyeupe na kajicerticate tu kauongo na kweli.

    Hoja zote ziko sahihi, tatizo (kutokana na uzoefu wangu hapa Barrick) ni kwamba wabongo wakipewa nafasi za hao wazungu nao wanaanza kuvuruga inafikia hatua mtu unaona ni bora uwe na boss mzungu kuliko mbongo mwenzio.

    Mmenikumbusha kampuni moja niliwahi kufanya kazi, aliajiriwa mzee mmoja wa kihindi (expert) kuwa chief wangu wa uhasibu. mshahara mara tano ya ule wa kwangu, wakati haelewi kitu na mimi ndio nikawa mwalimu wake full time hakuna alichokuwa anaelewa! halafu anakuwa paid more more more kuliko chochote kisa ni mgeni! Kwakweli serikali iwabane. Nahisi hata huko kwao kupata kazi sio rahisi kama sisi wageni wapatavyo kazi huku.
