It is heartening to see the USA is beginning raising human rights abuses committed in a broad daylight by this regime. Sometimes we need externality factors to remind us we are heading in a wrong direction.

Ambassador Childress Comments on UN Human Rights Review of Tanzania

I wanted to highlight a very important process taking place in Geneva, Switzerland this week as part of a regular Human Rights Review of Tanzania within the UN Human Rights Council. As noted on the UN website, “The Universal Periodic Review (UPR) is a unique process which involves a periodic review of the human rights records of all 193 UN Member States. The UPR is a significant innovation of the Human Rights Council which is based on equal treatment for all countries. It provides an opportunity for all States to declare what actions they have taken to improve the human rights situations in their countries and to overcome challenges to the enjoyment of human rights. The UPR also includes a sharing of best human rights practices around the globe.”

This week, the Government of Tanzania took part in this important process which invited the United States and others to provide comments on human rights in Tanzania. In its response, the U.S. Government delegation urged the Government of Tanzania to serve all of its people and populations equally without bias or discrimination. We reiterated our concerns that respect for human rights and the protection of democracy for all citizens is declining in Tanzania. The United States specifically noted the annulment of the October 2015 Zanzibar election and the rerun that was neither inclusive nor representative. The statement further noted that, since the elections, the Government of Tanzania has continued to restrict and limit the space for opposition voices, including a ban on live television coverage of Parliament, closures of several independent media outlets, raids on health u providers, suspensions of several opposition members of Parliament, and an indefinite ban on political rallies. We also remain deeply concerned that authorities continue to use the Cybercrimes Act of 2015 and other laws to inhibit the media and to arrest individuals for activities protected by the right to freedom of expression. Our statement concluded that “the United States Government urged the Government of Tanzania to cease its rapid back-sliding on human rights and democracy issues and urge progress on implementing the UPR Working Group recommendations over the course of the next four years.” The full U.S. Government statement can be found here: U.S. Statement at the UPR of Tanzania » US Mission Geneva.



As the U.S. Ambassador to Tanzania, I fully endorse the U.S. Government comments posted in Geneva yesterday. I share the concerns expressed by my colleagues working with the Human Rights Council, and note examples of particular concern include the Government of Tanzania’s recent threats against NGOs and the apparent reversal of its prior commitments to provide access to HIV services for all Tanzanian citizens. Recent remarks and actions by government officials that threaten NGOs or seek to stop them from providing HIV services to individuals based on their sexual orientation contradicts Tanzania’s own National Multi-Sectoral Strategic Framework on HIV and AIDS. It is important to note that this Framework was developed and approved by the Tanzanian Government based on accepted international best practices, and until recently the Framework rightly guided our partnership in addressing the HIV/AIDS epidemic in Tanzania, which has lasted over a decade.

Together, we have made important strides towards stopping the AIDS epidemic in Tanzania. This year alone, in the fight against HIV, the United States is contributing almost $500 million dollars to keep the Tanzanian people – all the Tanzanian people – healthy and productive. This includes services for more than 740,000 men, women and children living with or at risk of HIV/AIDS in Tanzania. I am proud of these efforts and how far we have come together. The United States remains committed to working with our partners in our effort
 
The Registrar of political parties continues to denigrate whatever stature his office still holds on following areas of interests:-

1) He has no legal jurisdiction to interpret decisions carried by legitimate party organs so his advice to CUF flies in the face of his legal mandate.

2) Surprisingly, CUF never sought his opinion for simple reason it is of no legal consequence.

3) Curiously, the Registrar had received a complaint from an eloped ex chairman who during last election changed sides citing frivolous and vexatious excuses now wants the very titular he had treated with so much contempt for reasons best known for himself. The Registrar instead of advising the complainant that he has no legal authority to receive and deliberate on his complaints the Registrar advised CUF who had no interest in the complaint!

4) The interpretations of CUF constitution could only be done at the High Court after all interested parties have been heard leaving us asking ourselves how low will the Registrar continue to abase his office upon issues of contention of which his office is not legally mandated?

5) The Registrar is so contradictory that I keep wondering why he is the judge of the High Court! The man seems out of his depth in all frontiers.

On the right hand, he touts the absence of constitutional narratives to ratify the self initiated letter of absconding from the chair but doesn't nor attempt to explain where in the CUF constitution it is provided party organs ought to have ratified that letter before it had legal effect. This man is a clown, man!

In fact, it is now trite law positions of employment are voluntary once one declares otherwise no employer could force the wantaway back to work. It suffice to harp this point once more: from the time the resigning individual writes his intent to vacate his office he ceases holding that office and nobody can rescind his desired wish for to do otherwise will be holding one against his will!


6) The Registrar deeds on this matter are unconstitutional. The URT constitution is very clear on this: It is unlawful for the executive to encroach on issues belonging to the Bench. A flitting contextualization of his letter: there are false presumptions of the Registrar holding the Bench titular permits him to discharge judicial imperatives notwithstanding he is seating on an executive stool!

7) By interfering with the High Court judicial mandate, the Registrar has stoked the flames of fire whose end could weaken CUF as a political force. Probably, this is why he was appointed there to do just that!

8) CUF should also seek legal interventions with both the Registrar and Lipumba as sole defendants in matter following the police supervised coronation.

9) Or in the alternative, CUF ought to ignore the unsolicited advice from the overzealous Registrar and fill the vacant post of the chairman.

10) Getting rid of this cradle rocker will be the best thing that will stabilize CUF. Nowhere can any sensible person can justify the acts of political hooliganism displayed by this destabilizer.

After calling off Lipumba's invidious bluff then this loser will have no option but either to accept the consequences of his cowardice acts or seek judicial intervention.


The Registrar of political parties should do the right thing: withdraw immediately his letter and offer his apologies to CUF top hierarchy for the confusion culminating from this unsolicited mea culpa.

The most interesting questions are as follows:-

A) Why on Sunday ambushing the offices if really the embattled professor has any residual of legitimacy?

.B) Will the highly controversial professor turn up on Monday to run the office?

C) How did the police came on the know the wantaway cuf chair was about to assume office following a legally suspect leeway from the Registrar of political parties.?

D) Will the police escort be available tomorrow and thereafter?

E) The professor claims he respects the leadership installed by the national council ironically the leadership he wants to replace were elected by the same national body.

E) In this poisoned aura, the professor calls for unity but antagonizes all and sundry by knifing all directors leaving his party in quandary. Is he really strengthening the party or doing mercenary dirty works for the rulers of the day?
 
Issues of controversy still JPM needs to clarify on the purchase of two ATC planes:-

1) Did he personally buy them? If he did which procurement laws permitted him?

2) How much each plane costed?

3) It seems a total of four planes will be procured for ATC under which budget lines?

4) What is the design fuel consumption per flight kilometer and how is it compared to jet engine of similar capacity?

5) Maintenance costs of turbine engine plane is claimed to exceed by far the jet engine one. If this is true will the procured planes be profitable or will huff and puff to break even?
 
Past marketing researches in US have shown that blacks are willing to pay more for products than other races because of low self esteem.

So when blacks go to buy a car, for instance, the sellers place tougher conditions than for other races after factoring in blacks' strong desire to show off whatever little money they have by paying more above the market. It is their way of messaging and reassuring their underwhelmed egos.

Coming back home I see parallel conduct when we purchase planes on cash.

All major airlines never put cash in front but buy on loan after parting with advance payment of not more than 20%.

It works like this:-

Plane manufacturers tend to oversupply their production lines finding themselves with a costly plane inventories which they are eager to close the leaking spigots.

So a shrewd buyer of whom sadly we are not never pay full amount upfront but negotiate to part with not more than twenty percent..
Such arrangements never carry interest penalties. It is a win win situation.

You need not be an economist geek to know it is an easier way for an airline to build its business empire.

Instead of buying two planes with the same cash we could have got ten planes each just paid 20% upfront.

So today ATC could have ten planes instead of two.

And the other two we are planning to buy ought to be ten. So in a space of two years we could have been talking of twenty planes.

The problems of airline business has always been cost base is the Achilles heel.

ATC feeds on politics based upon nationalistic utopia. So while politicians may volubly claim they are new breeds but their uninformed exertions to resuscitate relics like the ATC is a prima facie evidence they are no different from their predecessors.

The truth demand no reemphasis: For highly politicized ATC to break even or sniffing that possibility it needs at least twenty planes to do so.

Less than that is a deliberate effort to let ATC continue leeching the Treasury! Moreover, nobody is talking of the crucial ratio between staff to operating planes. ATC is overstaffed and few are willing to even whistleblower it because nobody really cares beyond winning the next election.
 
There this wayward D.C in Ludewa who believes everybody should stop working or doing their own stuff and attend his meetings free of charge!

I perspire to know where in our laws empowers him to lock those for a reason or not are missing in his meetings.

Is truancy of DC meetings a criminal offence?

If not then where is the source of this overzealousness?
 
TWAWEZA is another attempt to brainwash all of us that this regime is most popular!

The crooked rib for TWAWEZA they are silent on who oils them? TWAWEZA come out and declares who funds you and why?

What I see is TWAWEZA are currying over favours to secure, assure and lobby for their next meal.

They have cheapen the terminology of "professional academician". They abandon us with an indelible impression "belly worshipping" is a new fad in town and a worthwhile weapon in its survival toolbox. Should we ape them, of course not! The belly never thanks who worship it but regularly punishes them for foregoing their true Maker.

The steeplechase for them do not end with their compromised loyalty but goes further than that... The least I talk about the trash they have been spieling around the better for all of us: lest I lose my mind and begin pogoing and adulating like them!

But they should remember they are least effective as they cavort behind a bag of lies ensconced in ccm mercenaries of hire as its main sampling choices for analysis and consideration to dupe nobody but their paymasters.
 
"Crooked Hillary?" Imagine name calling one of our current luminaries as such and our very partisan police not hounding you to courts!

Artistic freedom of expression displayed as artistic vision is now the grapevine of court criminal persecution! Am I shocked, appalled and dismayed? You can say that again and never walk alone!

The police is shaping our attitudes and behaviour to revere our "out of order" rulers of choice of whom we are not even sure who elected them as they are curbing our constitutional rights to freedom of expression!

You can adulate but please excoriate not!
Hilarious, yes and no and maybe the police will one day row back on this and restore whatever remnants of legitimacy they still harbour with general public
 
Harking back to the treachery topic of twin acquisition of Bombardiers new wave of gossip suggest the planes were over invoiced three times.

That such a plane had it been purchased from the manufacturer like most airlines do we would have bought six each at a price of $19mill rather than a mere two through third parties notorious for kickbacks for $61mill.

JPM is on record disputing the $61mill but he is mum on the actual price suggesting he was in the "know"!

Instead of buying six planes of similar calibre we ended with two! If these rumours are not repudiated with facts then what comes must surely go around.

The true face of this regime is unfolding in such morbid and graphic terms: The gulf between public utterances and deeds is simply astonishing!
