Information Communication and Technology Officer ( Ref: JHCL/ICT/03/24)
Duty Station:
Head Office- Dar es Salaam
Reports to: HR and Corporate Services Manager

Key Responsibilities:

IT Infrastructure Management

  • Carry out all installations, configurations and maintenance of office systems and applications to ensure that all staff are connected and are able to work optimally.
  • Provide technical support and troubleshooting for all computer hardware in JHCL working places (Head Office and Mine Operations)
  • Ensure that IT infrastructure is scalable and capable of meeting the growing needs of the business operations.
  • Conduct repair and routine preventive maintenance of ICT infrastructure
Network Security
  • Implement and maintain robust cybersecurity measures to protect sensitive data and systems from cyber threats, breaches, and unauthorized access.
  • Coordinate the maintenance under warrant, preventive maintenance and systems upgrades as required in order to meet the organisational standards at ensuring safety of information is adhered to in accordance to the ICT policies.
  • Monitor network traffic and respond to security incidents promptly.
  • Carry out regular anti-virus, Ms Windows’s security updates and data backup to ensure a secure system to avoid any security breech.
Software and Applications
  • Develop, test, and integrate in-house systems, including the quality assurance procedures for system operations.
  • Manage and update software applications used for business operations,
  • Assist in the roll-out of new applications, system back-up and carry out initial tests to ensure that the applications are compatible as per the JHCL required standards.
  • Ensure all software licenses are up to date and compliant.
Database Management
  • Administer and maintain databases used in mining operations, ensuring data integrity and availability.
  • Develop the JHCL data backup, storage and retrieval system and update regularly. Data Management and Disaster Recovery
  • Oversee data collection, storage, and analysis systems, including operational data. • Implement data governance and data quality standards.
  • Develop and maintain disaster recovery and business continuity plans for IT systems to minimize downtime in case of emergencies or disasters.
User Support:
  • Develop and implement service level agreements ( SLA) for IT user service provision. • Track, manage and effectively resolve IT incidents as reported by users using the ticketing system • Provide technical support and assistance to employees and contractors in resolving IT-related issues.
  • Provide IT support and connectivity solutions for remote mining sites and exploration activities. • Train staff IT best practices and security protocols, including effective use of software and hardware. ICT Operations
  • Prepare and manage the IT department budget, tracking expenses and ensuring cost control. • Ensure that IT systems and processes comply with industry regulations and standards, including data privacy and environmental regulations.
  • Coordinate the procurement of IT equipment and software, ensuring cost-effectiveness and compliance with industry standards.
  • Maintain an up-to-date record of all consumables used in the maintenance of the computer systems in the organisation.
  • Prepare proper ICT reports on a monthly/quarterly/annual basis as per JHCL formats & deadlines and submit to immediate supervisor for onward submission to management for decision making purposes.

Key Qualifications:

Academic and Experience Qualifications:

  • Bachelor’s degree in computer science/computer engineering/information technology/Electronics &Communications/Software Engineering or any related field from a recognized institution • Relevant ICT Certification such as Cisco is an added advantage.
  • A minimum of three (3) years of progressively responsible experience in the ICT field
Technical Competencies:
  • Proficiency in designing, implementing, and managing robust and secure network infrastructures. • Demonstrated ability to develop inhouse systems to support business operations. • Knowledge of cybersecurity best practices to protect mining systems and data from cyber threats. • Skill in integrating various hardware components and software applications to create seamless and efficient ICT systems.

Human Resources Officer is responsible for implementing HR strategies, policies, and programs that align with the organisation’ objectives. The role is essential in managing a workforce in a dynamic working environment, where safety, compliance, and workforce planning are of utmost importance.

Key Responsibilities:

Recruitment and Staffing:

  • Collaborate with HR and Corporate Services Manager to identify staffing needs. • Develop and implement recruitment strategies to attract qualified candidates.
  • Conduct interviews and facilitate the hiring process for various positions within the mining. Employee Relations:
  • Handle employee relations issues and mediate conflicts to maintain a positive work environment.
  • Implement and enforce company policies and procedures.
  • Address grievances and conduct investigations when necessary.
Training and Development:
  • Identify training needs and develop training programs to enhance employee skills. • Coordinate with the approved training providers to deliver relevant courses, as per the developed training and development plan.
Safety and Compliance:
  • Ensure compliance with safety regulations and industry standards.
  • Work closely with Health and Safety to promote a culture of safety within the workplace. • Assist in the development and implementation of safety policies and procedures.
Compensation and Benefits

Key Responsibilities:

Financial Reporting

  • Consolidate financial data from across the organisation businesses and prepare a trial balance on financial transactions.
  • Prepare monthly financial management account report on organisation financial position for management review.
  • Prepare accurate and timely financial statements, including balance sheets, income statements, and cash flow statements, specific to organisation operations.
  • Implement and maintain accounting systems and processes that comply with industry standards and regulations.
Compliance
  • Ensure compliance with regulatory requirements specific to the mining industry, including tax regulations, royalty payments, and financial disclosure standards.
  • Stay updated with changes in accounting and reporting standards relevant to the sector and advise the immediate supervisor in scenario of any changes.
Financial Analysis
  • Analyse financial data to identify trends, discrepancies, and opportunities for cost savings or revenue generation.
  • Provide financial insights to support strategic decision-making, such as investment in new projects or expansion initiatives.
Cost Analysis
  • Conduct regular cost variance analysis and provide recommendations for cost control. • Analyse mining costs, including exploration, extraction, and processing costs, to optimize operational efficiency.
  • Work closely with operational teams to identify cost-saving opportunities and monitor cost control measures.
Audit and Internal Controls
  • Develop and maintain internal controls to ensure the accuracy and integrity of financial data. • Coordinate and liaise with external auditors during annual audits for a smooth execution of the audit plan.
  • Address audit findings and implement recommendations for process improvements.
Financial Planning and Budgeting
  • Assist in the development of annual budgets and long-term financial plans.
  • Monitor budgetary performance and provide variance analysis reports to management. • Collaborate with department heads to align financial plans with operational goals.
Asset Management
  • Review capital expenditure purchase and ensure accurate upload of all fixed assets in the fixed asset register.
  • Ensure all new assets have been properly labelled in the fixed asset register and have been assigned tag number for a specific asset.
  • Carry out periodic reconciliation and coordinate physical verification of fixed assets. • Ensure proper location and existence of fixed assets by conducting periodic asset verification. • Generate monthly report on depreciation and amortization of fixed asset and ensure have been posted in the respective general ledgers.
  • Assess and accounting for impairment and conducting periodic assessment review and advise on disposal of fixed asset based on the assessment.
Account Reconciliation
  • Generate month end general ledger reconciliation as well as Bank reconciliation. • Investigate and resolve discrepancies relating to financial transaction in a timely manner.
Data Management
  • Maintain accurate and organized financial records, ensuring data integrity and accessibility. • Utilize financial software and tools to streamline reporting processes and improve efficiency. • Perform any other duties as may be assigned by the Immediate Supervisor from time to time.
Key Qualifications:

Academic and Experience Qualifications

  • Bachelor’s degree in accounting, finance, or related field
  • Professional certification in the field of accounting such as CPA (Certified Public Accountant) or CMA (Certified Management Accountant) is mandatory.
  • A minimum of 3 years previous experience in financial reporting ,preferably within the mining industry or related sector
Technical Competencies
  • Knowledge and application of Generally Accepted Accounting Principles (GAAP) or International Financial Reporting Standards (IFRS)
  • Proficiency in financial analysis techniques to interpret data, identify trends, and provide insights into financial performance.

Key Responsibilities:

Geological Analysis

  • Analyse geological data to understand the composition, structure, and quality of ore deposits. • Collaborate with geologists to assess the feasibility of mining projects and identify suitable extraction methods.
Mining Design and Planning
  • Develop detailed mining plans and layouts, considering safety, environmental impact, and economic factors.
  • Determine the best mining methods, equipment selection, and drilling/blasting techniques for efficient resource extraction.
Production Supervision
  • Oversee daily mining operations, ensuring adherence to the mining plan and safety protocols. • Monitor production rates, equipment performance, and ore quality to optimize efficiency and productivity.
  • Follow through the timely maintenance of machineries to ensure continuous production as per the set plan.
Safety Compliance
  • Implement and enforce safety protocols to prevent accidents and ensure compliance with regulatory standards.
  • Conduct safety audits, risk assessments, and incident investigations in collaboration with HSE Officer to maintain a safe working environment.
Environmental Management

  • Prepare and manage budgets for mining projects, monitoring expenditures and cost variances. • Identify cost-saving opportunities without compromising safety and quality standards.
Data Analysis and Reporting

  • Familiarity with safety regulations, environmental standards, and best practices in the mining industry.
  • Proficiency in mining software and tools for geological modelling, mine planning, and scheduling • Strong knowledge of mining methods, drilling/blasting techniques, and equipment selection. • Expertise in selecting appropriate mining methods based on geological and environmental factors. • Knowledge of drilling and blasting techniques to break rocks efficiently and safely. • Understanding of explosive materials and their appropriate use in mining operations. • Expertise in mine safety regulations and implementation of safety protocols.

  • Identify potential investment opportunities in the mining sector, including exploration, development, and acquisition projects.
  • Conduct in-depth financial analysis, feasibility studies, and valuation assessments. • Evaluate the financial viability and potential returns on investment (ROI) for mining and other assigned projects.
Due Diligence
  • Perform comprehensive due diligence on mining projects, including technical, financial, legal, and environmental aspects.
  • Assess risks associated with investments and develop risk mitigation strategies for decision making.
Financial Modelling
  • Create and maintain detailed financial models to forecast project revenues, costs, and cash flows. • Conduct sensitivity analysis to assess the impact of various factors on project financials. Strategic Planning
