WomenCraft is seeking an intern or volunteer who will contribute to WomenCraft’s marketing efforts by visiting local artisans and creating marketing materials.

WomenCraft is a new social enterprise sponsored by the Anglican Church of Tanzania. WomenCraft is a new implementing partner of the United Nations High Commissioner for Refugees (UNHCR).

WomenCraft’s mission is to enable rural Tanzanian women to become contributing members of a successful fair-trade enterprise. WomenCraft’s members create high-quality handcrafted products to be sold according to international fair trade practices. WomenCraft strives to partner with Burundian refugee women who have recently returned to Burundi to rebuild their lives. WomenCraft is organized as a social enterprise which pays its members fair wages. WomenCraft uses its profits to provide community services to its members, partners and to the surrounding community. WomenCraft is committed to creating lasting social and economic change.

Main Responsibilities include:
- Work with WomenCraft to delineate the community profit-sharing portion of handicraft sales.
- Meet with local artisan groups and help them to determine the needs of their communities.
- Assist WomenCraft and local artisan groups to set up a profit-sharing, community development plan(s).
- Assist WomenCraft and artisan groups to issue micro-grants or micro-loans that correspond with identified needs.
- Develop monitoring and evaluation tools for the micro-grants or micro-loans.
- Assist artisan groups to bring about community understanding and appreciation for their community contributions.
- Devise procedures and tools that will assist WomenCraft and future artisan groups in determining the needs of their community and responding with appropriate community projects.

Qualifications:
- Previous non-profit experience preferred
- Background in social enterprise, micro-enterprise, community development or project management is preferred
- Ability to work independently
- Attention to detail
- Strong communication skills
- Interest in fair trade and/or international development
- Ability to commit for a minimum of two months

Responsibilities
(The following duties are generic and may differ depending on the requirements of the mission.) Within the limits of delegated authority, the Water and Sanitation Technician shall be responsible for the following duties: Liaise frequently with the Sector Engineer; Perform all tasks related to water supply and sewerage works installations in the mission; Install new water supply and sewerage works; Maintain existing systems; Coordinate the water supply and sewerage works installations; Ensure that the water supply and sewerage works installations meet the safety standards in accordance with international codes and regulations; Install, maintain, service and repair water supply systems, water treatment plants, water storage facilities, sewerage network, sewage treatment plant, pumps, control panels of all plants/ pumps and other allied equipment; Carry out scheduled periodic and emergency maintenance services on all installations and equipment; Work along with Military units for their treatment plants; Periodically inspect ongoing projects and report to the Sector Engineer on progress, timelines and any setbacks or alterations that may occur; Inspect engineering works carried out by civilian contractors and ensure all stages are completed satisfactorily prior to payment; Manage the daily tasks of, plumbers and others working in the Unit; Perform surveys and assist in preparation of technical reports, drawings and material quantities; Design simple installations; Assist in preparation of material specifications for the purpose of raising requisitions; Provide lists of spare parts for water supply and sewerage works and control panels as well as necessary tools and equipment, well in advance; Monitor the tools/equipment and spare parts inventory; Ensure the use of spare parts in the most productive manner; Liaise with Water and Sanitation Engineer for expert advice on water supply and sewerage works, electrician on electrical matters and other engineering sub-units, as necessary; Provide instructions on end-use care and servicing of water supply and sewerage works; Train user’s Technicians on proper operation, upkeep, general maintenance of water supply and sewerage works and monitoring quantity levels of supply of spare parts for routine scheduled maintenance, as well as maintenance of log books, maintenance records and spare parts’ consumption records; Coordinate with outside agencies appointed to enhance the Unit’s maintenance capabilities; Provide input for data entries in the asset control database immediately after receipt, repairs/overhaul, transfer, and disposal of equipment; Assist in managing the Cell, supervising and delegating tasks to junior Cell’s staff; Perform other duties as required.

QUALIFICATIONS

Education
High school diploma or equivalent. Vocational training in a related field from a Technical/Trade school, with appropriate apprenticeship Diploma.

Work Experience

At least 4 years of progressively responsible experience in water supply and sewerage works, treatment plants and pump installations. Experience with standard techniques and practices for maintenance of various types of treatment plants and pump systems required.

Languages
Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language may be essential.

Responsibilities
Under the direct supervision of the Chief of Section, the incumbent shall oversee the day-to-day operations of the Support Unit, coordinate and supervise the provision of adequate assistance services during pre-trial, trial and post trial phases to witnesses and victims called to testify before the International Criminal Tribunal for Rwanda. This entails to:

1. Plan and coordinate support services to witnesses and victims to ensure the well-being and availability of witnesses/victims prior to, during and after their testimonies as well as their effective implementation. The incumbent shall: -
  • Receive and check, by interview and liaison with Prosecution Lawyers and Defence Counsels, details about witnesses to be called to testify and establish first contact with witnesses;
  • assess after interview, witnesses and victims support needs for professional intervention, if necessary, and develop a strategy to ensure that such assistance I effectively provided by liaising with relevant specialists that provide medical or, in exceptional cases, psychological/psychiatric assistance;
  • secure their travel documents and facilitate immigration entry and exit formalities in Tanzania;
  • Coordinate and implement support programmes and policies regarding handling of witnesses, including child care, lost earnings;
  • ensure that witnesses do not suffer loss due to their action, or threat to their safety, security and physical integrity so as to ensure that the process minimizes the chance of further traumatization and ensure the protection of rights and benefits of the witnesses in the country of residence during their stay in Arusha;
  • Liaise and negotiate, on behalf of the Chief of Section, with high level government officials for the issuance of travel documents to witnesses residing in their territory;
  • follow up on official requests for assistance addressed to the authorities of the Host countries;
  • Handle all matters related to the assignment of expert witnesses who are hired under Special Service Agreements offered by the Registry.
2. Assist the Chief of Section in designing support programmes for witnesses; advise the Chief of Section on legal and gender sensitized approaches and policy matters related to witnesses' support and protection issues. Represent the Chief of Section in discussions and review of witness support matters raised by the Trial Chambers in camera or in public hearings.

3. Coordinate and supervise the support activities of the Section. Supervise the Witness Support Assistants who provide directly, practical support to witnesses and victims during their stay in Arusha. Supervise the Administrative Assistant/safe house bursar and the safe house support staff; ensure that witnesses received adequate practical and emotional comfort as required and that support staff deal with their well-being during the period of stay of witnesses for testimony purposes.

4. Develop methods for handling, recording, protecting and preserving highly confidential identification information and documents related to witnesses; maintain up-to-date and detailed computerized records on individual cases of witnesses and victims and ensure safekeeping of all of their particulars; maintain at all times, strict confidentiality about any matters relating to the witnesses and victims; and prepare analytical reports on the support provided to the witnesses and victims.

5. Assist the Chief of Section in the production of materials for information of the witnesses and victims; organize briefings and conduct court familiarization sessions in order to prepare the witnesses for court appearance; provide witnesses and victims with information about the Tribunal and promote a better understanding of its aims and activities, the court proceedings, their role before the Chambers; and Organize debriefing sessions for witnesses in order to prepare them on how to deal with the post trial phase.

6. Follow up on, and monitor the well-being of the witnesses after trial and facilitate after-care by maintaining contact and liaising with relevant national bodies and NGO that provide such services for witnesses and victims in the country of their current residence. Perform other duties as required.

At least six (6) years of experience in international law, human rights investigations, counselling and social work involving refugees? protection or assistance to victims of grave human rights violations or other criminal abuses.

Languages
Fluency in French or English and a good working knowledge of the other is required. Knowledge of Kinyarwanda is desirable.

Other Skills

  1. Experience in supervisory function of complex organization is required. Knowledge of effective casework techniques and of effective techniques to design and implement witness support programmes at international level is desirable.
  2. Thorough understanding of witnesses and victims issues, a knowledge of court proceedings and a sound understanding of trial and post trial effects on witnesses and victims appearing in court.
  3. Experience in preparing witnesses for trial.
  4. Ability to deal with queries from traumatized witnesses and victims in a sensitive manner.
  5. Ability to distinguish between normal emotional and pathological behaviour that requires specialist assistance.
  6. Ability to work in a multicultural environment and to negotiate, obtain cooperation from officials of foreign countries is highly desirable.
  7. Experience in working with the United Nation; previous exposure to Rwandan culture combined with a thorough understanding of the historical background to its conflict are also desirable.

Responsibilities
Under the direct supervision of the Chief of Witness and Victims Support Section, the incumbent shall oversee the day-to-day operations of the Protection Unit, coordinate and supervise the provision of adequate protection services during pre-trial, trial and post trial phases to witnesses and victims who are called by Prosecuting Lawyers and Defence Counsels and the Judges for the purpose of testimony before the International Criminal Tribunal for Rwanda and shall ensure their security and safety during their stay in Arusha. His/her major duties and responsibilities shall be as follows:

1. To plan and ensure implementation of protective measures ordered by the Trial Chambers in favor of witnesses and coordinate security and safety support services to witnesses and victims to ensure the well-being and availability of witnesses/victims prior to, during and after their testimonies as well as the effective implementation of the protection programme so as to create a conducive environment for testimony. The incumbent shall:
  • Ensure that Prosecution Lawyers and Defence Counsels provide all necessary information with respect to any threat or information that might jeopardize the security situation of witnesses who are called to testify, while they are filling the Personal Identification Proforma (Forms) pertaining to the particulars of their witnesses;
  • Develop strategies, policies and procedures involving short term and long term plans for the protection of witnesses who have testified before the Tribunal and who fear a threat to their life, property or family and on how to deal with threat assessment and taking of preventive measures for the protection of witnesses;
  • Conduct interviews of witnesses, Lawyers and Counsel with respect to the fears of the witnesses and threats against them reported to the Section. Initiate contact with the witnesses who are called so as to provide them with necessary information pertaining to the Protection programme;
  • Review and identify the protection needs of witnesses before, during and after the testimony and determine the required action and measures to be taken and implemented by the Protection Unit in compliance with the protective measures ordered by the Trial Chambers and the Appeals Chamber;
  • Contact and liaise with Prosecution Lawyers and Defence Counsels, witnesses, the ICTR Chief of Security and Safety Section, the national authorities of the law enforcement agencies, National Governmental Organizations (local and international) of the countries of residence of witnesses in order to seek assistance and provision of all necessary security measures and the establishment of appropriate protection mechanisms in the countries of residence and in Tanzania;
  • Assist the Witness Support Officer in contacting officials of Member States where the witnesses reside, so as to seek their cooperation for the issuance of travel documents for those of them who do not possess valid travel documents and exit and re-entry authorizations to facilitate the travel from/to their countries of residence to and to/from Arusha;
  • Make overall arrangements with officials of the host country in Tanzania to facilitate safe and unfettered entry to and exit from Tanzania for the purpose of testimony before the Tribunal and for the clearance of immigration and customs formalities at arrival and departure;
  • Report on ongoing implementation of protective measures to the Chief of Section on a regular basis;
  • Liaise and negotiate, on behalf of the Chief of Section, with high level government officials for matters relating to the implementation of the protection programme and ensure a steady follow up on official requests for assistance and cooperation addressed to the authorities of the host countries of Defence witnesses;
2. To oversee and conduct the redaction of court transcripts in both English and French so as to expunge all relevant information that can disclose the identity of witnesses before they are made public and take all measures to prevent the public and media from knowing the identity of Defence witnesses who are about to testify, who are testifying and who have completed their testimony;

3. To handle all matters relating to the assignment of Local Law enforcement Officers (national security officers) assigned to the Safe houses, close protection and escort duties as well as to develop an overall protection plan for movement and security of witnesses in consultation with the Security Sergeant/Security and Movement Coordinator;

4. To assist the Chief of Section in the design and adoption of the Section's overall protection programme for witnesses and advise the Chief of Section in substantive matters involving protection issues and in the adoption of the best security approaches and policy matters related to the protection of witnesses;

5. To represent, when and if necessary, the Chief of Section in discussions and review of witness protection matters raised by the Trial Chambers in camera or in public hearings.

6. To oversee the operations of the WVSS-D Sub-Office in Kigali, Rwanda, coordinate and supervise the protection activities of the Section in Rwanda and Tanzania by supervising the daily work of the Security Sergeant/Security and Movement Coordinator, who oversees the performance of all security officers, the Drivers and the national security officers assigned to the safe houses and providing guidance to the Officer-in-charge of the WVSS-D Sub-Office in Rwanda. This entails:
  • Planning and preparing duties rosters and activities schedules for the Protection Unit;
  • Providing operational guidance for effective implementation of protection programme;
  • Reviewing protection activities while in progress and upon completion;
  • Proposing improvement measures and discussing any change in established procedures, policies and strategies in coping with the nature of activities to be conducted in view of special circumstances resulting from emergency situations affecting protection's operations of witnesses;
  • Ensuring timely availability of witnesses before the Tribunal for hearing purposes;Overseeing basic intelligence information that might affect the safety and security of witnesses which is gathered by security officers and channeled to the Security Sergeant/Security and Movement Coordinator and the Officer-in-charge of the WVSS-D Sub-Office in Rwanda;
  • Reviewing incoming correspondences relating to requests for protective measures, drafting of reply to these correspondences and proposing to the Chief of Section required measures for consideration and implementation;
  • Maintaining regular contact with witnesses, Lawyers and Counsel for protection related matters;
  • Establishing good communication procedure within the Protection Unit for the maintenance and respect of chain of command, team spirit, cohesion and effective teamwork;
7. To develop methods for handling, recording, protecting and preserving highly confidential identification information and documents related to witnesses, maintain up-to-date and detailed computerized records on individual cases of witnesses and victims and ensure safekeeping of all of their particulars; Maintain at all times, strict confidentiality about any matters relating to the witnesses and victims; and prepare analytical reports on the protection services provided to the witnesses and victims.

8. To assist the Chief of Section in the production of materials for information of the witnesses and victims, organize briefings and conduct court familiarization session in order to prepare the witnesses for court appearance, provide witnesses and victims with information about the Tribunal and promote a better understanding of its aims and activities, the court proceedings, their role before the Chambers; and organize debriefing sessions for Defence witnesses in order to prepare them on how to deal and cope with protection issues during the post trial phase.

Job Description

Background:

CRS is the consortium lead for AIDSRelief, a $335 million program to provide increased access to antiretroviral therapy (ART) to persons with HIV/AIDS. The project is funded by the Health Resources Services Administration (HRSA), as part of the President's Emergency Plan for AIDS Relief (PEPFAR). As the lead agency, CRS has the responsibility of managing and coordinating the activities of five consortium members in nine countries, as well as tracking and reporting on these activities to the donor. Now finishing its fourth year of operation, the AIDSRelief program is implemented through nine CRS country offices, one of which is in Dar es Salaam, Tanzania. In order to support the Government of Tanzania's national roll out of antiretroviral therapy, the USG has tasked AIDSRelief with providing support to four geographic regions: Mwanza, Mara, Manyara and Tanga. Within this context, AIDSRelief Tanzania expanded to provide full coverage of support of district and regional hospitals in these regions, and in the coming year will add a Prevention of Mother to Child Transmission of HIV (PMTCT) program while also supporting the decentralizing ART services to 29 health centers. The program is currently developing its management systems and staff capacity to meet the demands of the growing program. A zonal staffing structure has been developed to enable program staff to visit hospitals more often while a central team based in Dar es Salaam focuses on overall grant leadership, management and quality standards, and program representation.

Primary Responsibilities:

In collaboration with the Zonal Technical lead, the Zonal program manager ensures that agreed upon activities under the AIDSRelief program in the zone are carried out; Oversees the day to day program operation of AIDSRelief activities in close collaboration and coordination with the zonal technical leads; Serve as primary representative for AIDSRelief activities in the zone; monitors program implementation; maintains relationships with project partners and key stakeholders in project implementation; contributes to development of annual COP submission, Local Partner Treatment Facilities (LPTF) budgets, strategic plans and reports; Provide guidance and supervise project and finance officers, and program assistants

Program management

  • Experience managing HIV/AIDS programs in Sub-Saharan Africa required.
  • Knowledge of NGO management and Swahili preferred.
Responsibilities:

  • Oversee and direct the training of peer youth HIV counselors in voluntary counseling and testing procedures for Voluntary Counseling & Testing Centers and mobile clinics in towns in rural areas of Dodoma, Singida and Manyara regions.
  • Design and implement an outstanding training program for VCT staff and volunteers. Program works to improve the quality and access to HIV Testing, care and treatment for youth in these three regions.
  • Work with local staff to design an effective VCT IEC campaign.
  • Liaise with Ministry of Health and donors. Prepare monthly reports, monitor program quality, assure that program targets are met.
  • Develop new programs, including donor liaison, program design and proposal development.
  • Post is based in Dodoma, with frequent travel within Central Tanzania.
Salary: US$1500 per month (gross)
