    Uchaguzi unakuja... si mbali sana.

    Kuna vyama wameshateuwa wagombea, kuna ambao wameshatangaza nia za kuwania urais. Inajulikana kabisa kuwa mchakato mzima wa kuwapata wagombea ni kupitia vyama vya siasa maana hadi sasa hakuna sheria inayoruhusu mgombea binafsi.

    Cha kujiuliza:

    1. Kama mwananchi, nina nafasi gani kushiriki katika mchakato wa kuchagua wagombea?
    2. Kama wagombea wanachaguliwa na vyama vyao, na kama mimi siyo mwanachama wa chama chochote, uchaguzi huo unanihusu kivipi?
    3.Kama kikatiba nina haki ya kupiga kura na ninaambiwa nitumie haki hii na nisiilalie does it make sense kumpigia kura mtu ambaye sikuwa na haki ya kushiriki kumtafuta?
    4. Je kutokupiga kura siyo haki yangu? ( hili swali sijui kama nimewahi kuona likijadiliwa)
    5. Nini nguvu ya haki ya kutokupiga kura na inaweza kuleta impact gani kwenye democrasia?

    WOS, nimeipenda challenge yako, High court wamesema mgombea binafsi ni haki ya kikatiba, serikali imekata rufaa, Mahakama ya rufaa imesema kuwa mpaka watakapotoa uamuzi wao uamuzi wa Mahakama kuu ni valid, mpaka sasa Mahakama ya rufaa haijatoa uamuzi wa rufaa hiyo, kwa mtiririko hapo juu utaona kuwa inawezekana kama mtu anakusudia kuanza mchakato wa kugombea binafsi kwa kuzingatia hukumu ya mahakama Kuu na Amri ya Mahakama ya Rufaa.

    Swali linakuja bunge linaanza wiki ijayo na hakuna muswaada wa sheria kwa ajili ya kuruhusu wagombea binafsi na baada ya hapo bunge linavunjwa na hakutakuwa na bunge lingine kupitisha marekebisho hayo, Je wananchi wataendelea kunyimwa haki zao?

    Ni nani anawajibika kupush mabadiliko hayo ni serikali au wananchi kama ni serikali na inavuta miguu nini kifanyike kuwalazimisha ili watu wafaidi haki yao kama ilivyoamuliwa na mahakama na kama ni wananchi tumefanya nini mpaka sasa kuhakikisha haki hiyo haipotei maana uchaguzi ni Oktoba maandalizi yanaanza hata miezi mitano au minne.

    Nadhani ni suala zima la demokrasia, kila mwanachama anahaki ya kugombea na kuchaguliwa kuwa kiongozi. Kila chama kinataratibu za kuchagua na kupitisha wagombea wao kwa kufuata kukubalika na kuchagulika kwa mgombea miongoni mwa wengi waliojitokeza. Mara nyingi wananchi huwa hatujui umuhimu wa kura zetu sababu huwa hatuko well informed, huwa tunapiga kura kama taratibu bila kuwa na motives behind...wengine huwa wanaona nichague nisichangue wale wale watakuwa ndiyo viongozi .....naona shida kubwa ni " uninformed decision- making."

    Ukiangalia kwa makini viongozi wengi huchanguliwa na wapiga kura wasio na uwelewa. watu makini mara nyingi we tends to ignore the power of uninformed citizens especially when are the majorities for making big decisions.

    Asanteni kwa michango yenu kuntu!
    Kweli kabisa kuna hiyo decision kuhusu mgombea binafsi ambayo bado inagubikwa na mauzauza..kufuatia rufaa iliyoko mahakama ya Rufaa...

    Aidha tunajua kabisa bado current practice na thinking ni kupata wagombea kupitia vyama vya siasa. Hatujasikia wala kuona mgombea binafsi anayejitokeza kutaka kuwania kwa kutumia uamuzi wa mahakama kuu.

    Bado inabakia kuwa waliokwisha pitishwa na watakaopitishwa watatoka ndani ya vyama...

    JE, ITAKAPOTOKEA MWANANCHI HARIDHISHWI NA WALIOTEULIWA, AKAKATAA KUPIGA KURA ,ATAHESIBIWA KAKATAA AU KASHINDWA KUTUMIA HAKI YAKE YA KIKATIBA? NINI TAFSIRI YA KITENDO CHA KUTOKUPIGA KURA? HII NI MUHIMU WANANCHI WAELEWE ILI WAFANYE MAAMUZI SAHIHI.

    kupiga kura hulazimishwi ni haki yako ambayo ni optional ukiamua kupiga no harm na still usipopiga no harm issue naina kama haki unayoisema ya kutopiga kura. Endapo itatokea kuwa wantanzania wengi tunaamua kuwa kwa vile ni optional basi hatupigi kura, bado haitakuwa na athari yoyote kwa vile mshindi tanzania anapatikana kwa simple majority, kwa hiyo wakipiga watu say 12 atakayepata kura nyingi kati ya hizo ndo kapita. Kifungu 96( a) cha sheria ya Uchaguzi kwa wabunge na Kifungu 45 (8) kwa uchaguzi wa rais.

    Lakini je does it potray the wishes of the people maana walioamua kuexpress wishes zao ni 12, (wachache kuliko watu wote wanye haki ya kupiga kura) kati ya hao sio wote waliomkubali basi itakuwa na maana ni kiongozi wa wale tu waliomkubali.

    Ninachojua ni kwamba Serikali inavuta miguu ili hili lisipite kwa uchaguzi huu ujao. Wananchi pia tunayo nafasi ya kushinikiza hili, lakini ni wangapi wenye uelewa na kusimama kuhamasisha wengine?

    Watu bado hatuamini kama tumekwisha pewa haki hiyo hayo ni matatizo yetu tusimlaumu mtu.

    Kwenye hilo la pili, hiyo ni issue controversial. Sheria inabidi ibadilike badala ya majority votes iwe asilimia fulani ya wapiga kura waliojiandikisha katika jimbo hilo wawe atleast mamemkubali mgombea huyo, hiyo at least italeta sense.

    Na mimi hapo ndipo haswa napotaka tujiulize.... kama watu wanaona hakuna haja kupiga kura kwa mtu ambaye hawajamchagua..na hakuna choice wanayiona inawafaa... na haswa kwa wabunge, madiwani, (wawakilishi).... inaleta maana kuwa na hiyo simple majority?... ushindi kama huo ndio demokrasia ya kweli?... kwamba watu hawajapiga kura ni statement kubwa kuwa aliyechaguliwa hakubaliki.Kama hakubaliki... anamwakilisha nani? suppose kapigiwa kura na familia yake? je anawakilisha jamii?..Akiingia bungeni kwa mfano, siyo kweli kwamba ataendelea kutetea maslahi binafsi?

    Hii scenario inanikumbusha uchaguzi mdogo wa mbeya vijijini ambapo baada ya mmoja wa wagombea kuondolea turn out siku ya uchaguzi ilikuwa ndogo sana na ya kusikitisha na still sio wote waliompigia, maana yake nini waliokataa kupiga kura by necessary implication wamemchagua kwani kwa uataratibu wa simple majority kura za no zina maana kubwa. Kwa ule uchaguzi wa mbeya ambao hawakupiga kura na wale wa no walikuwawengi wangeweza kuleta mabadiliko.

    Ushauri wangu kama humpendi mtu kwenye uchaguzi dawa sio kutoenda kupiga kura dawa ni kumkataa kwenye sandulu la kura na hapo ndipo tunaporudi kwenye heading ya title yako " the Power of the ballot box kura ina nguvu gani?"

    Sasa Mkuu ina maana wanachama wote hushiriki kutengeneza party list?..hebu fafanua maana hapa tunataka tuelimishane tuufahamu mchakato mzima kuanzia kupata candidates hadi kuchagua, na hatimaye kupiga kura.

    Kwa kawaida, sheria, taratibu na kanuni zetu zinatoa haki ya kupiga kura kwa kila raia aliyetimiza masharti fulani. Lakini kama ulivyodokeza, sheria, taratibu na kauni hizi hazifikirii haki ya mpiga kura kumpata mgombea. NI kweli kuwa kuna wapiga kura ambao si wanachama wa chama chochote hivyo hawana nafasi ya kushiriki kwenue uteuzi wa wagombea. Kwa hawa (mimi nikiwa mmoja wapo) wananyimwa haki ya kuteua wagombea wanaowataka.
    Ingawa kutopiga kura si kosa lakini inaelezwa kuwa ni moja ya mambo yanayosababisha watu kupata viongozi wasiowataka. hata mimi najiuliza, kama mtu hakushiriki kwenye kuteua wagombea na hivyo kupatikana wagombea ambaop yeye hamtaki hata mmoja, atapigaje kura pamoja na kuwa ni haki yake?

    Ballot box means democracy, which has its roots in ancient Greece. The modern day version of democracy is perhaps better explained by Arundhati Roy, Indian writer (who writes in English) and an activist who focuses on issues related to social justice.
    Former US President G.W. Bush said one of the main reasons for the invasion of Iraq was to bring democracy to that country.
