    ndugu wadau, nimefatilia tunavyosemwa na waandishi wa habari wa nchi jirani especially kenya mpaka naanza kukosa uvumilivu na regime tuliyonayo. yaliyoandikwa humo yana ukweli kwa kiwango kikubwa. sasa ninajiuliza maswali mengi kama,(1) watawala wetu hawasomi magazeti(2) watawala wetu hawasikii haya yanayosemwa(3) or hawajui wafanye nini?(4) je kuna hatua za makusudi za wakenya ili ku tarnishe image ya Tanzania? kinachoniuma ni kufananishwa na nchi kama burundi? kweli? na tanesco yetu inasemwa kuwa kama iko kipindi cha stone age!!! nilikuwa najivuna sana kama MTZ hasa nikiwa na waganda na wakenya but i have to think otherwise... sina jinsi kama hali yenyewe ndo hii.

    The biggest enemy of business in E. Africa is, well, business.




    The report, by the World Bank and International Finance Corporation, had quite a few pleasant surprises about the progress of the East African Community countries in reforming their business regulations, and economic integration.

    For once there was good news from Burundi, which is almost always at the bottom of anything measured in East Africa.


    The report said Burundi was among the most active economies in the world in implementing regulatory reforms in 2010/11 in the areas dealing with construction permits, paying taxes, protecting investors and resolving insolvency.


    Rwanda, the report said, was the top performer in the region and “made the most progress” over the past six years.



    Worldwide, it made the second-most progress. Over that period, Rwanda implemented 22 regulatory reforms, making it easier to do business.

    The economy, among others, has undertaken ambitious land and judicial reforms, introduced new corporate, insolvency, civil procedure, and secured transactions laws.

    In the EAC Kenya was second, Uganda third, Tanzania fourth, and Burundi fifth. Things get troublesome when you compare the East African countries against their global ranking in ease of doing business.

    Rwanda is ranked 45th globally. Kenya, which is second in the region, is ranked 109th. This is a huge gap, and becomes evident when one considers that Uganda is ranked 123rd globally, Tanzania 127th, and Burundi 169th.

    The gap between Rwanda and Kenya is about the same as that between Kenya and Burundi.


    Burundi is a country still recovering from a devastating long civil war, so its case is understandable.

    However, of the other four countries, it is Rwanda that emerged from conflict latest. Kenya and, especially, Tanzania have been the most stable, so one must ask why they are still closely matched with Uganda, which spent 20 years in chaos when they were stable.


    My sense is that Rwanda’s ability to pass business reforms partly has to do with its war that ended just after the genocide of 1994 in which one million people were killed. It destroyed everything, and virtually all businesses.


    There are therefore no old inefficient businesses that block reform to protect their positions, the way they do in Kenya and Uganda.




    Tanzania’s case is slightly different. Because Chama Cha Mapinduzi (CCM or the Party of Revolution) has been in power so long, in its socialist era the parastatal and state sectors became deeply entrenched in business.

    The Tanzanian parastatal sector is the most pervasive in East Africa, and its bureaucrats are closely linked to or are part of the CCM apparatus.

    To protect their privileges, which come from monopoly and the lucrative rent seeking that comes with it, they are not hot on reform.

    There is no better example of this problem than in Tanzania’s electricity industry and capital markets. It is in the Stone Age compared to Kenya’s and Uganda’s.


    Thus one could argue that the biggest enemies to business competitiveness in EAC are, well, businesses—state businesses, and well established private business that have warped the market by buying off politicians and bureaucrats.


    And, of course, entrenched long-ruling parties.

    CCM NI KANSA KWA UCHUMI NA MAENDELEO YA WATANZANIA, BILA YA KUSHUGHULIKA KATIKA KUONDOA CHAMA HIKI NA KUNG'OA MIZIZI YAKE NCHINI, KAMA WATUNISIA WALIVYOFANYA, TUTAENDELEA KUBAKI KATIKA STONE AGE. M imi nafikiri ni vyema hata CCM wenyewe waone ugonjwa huu na wakubali tu kiungwana waandae mazingira ya wao kujitoa madarakani, wajisafishe, wabadili mitazamo na sera zao, watarudi baadae.

    Mkubwa, naamini kabisa kuwa una mapenzi ya dhati na Tanzania, lakini kukanusha hayo yaliyoandikwa ni sawa na kuwa na ugonjwa ambao kila anayekuangalia anauona lakini wewe ndiye peke yako unayebisha kwa kusema huumwi.
    Hivi ni mazuri gani hayo ya msingi ambayo yakilinganishwa na Rwanda, Kenya na Uganda sisi tunaibuka kidedea? Hatuna elimu ya kisasa, hatuna viwanda wala uzalishaji, hatuna nishati ya kutosha, rushwa tumeikumbatia, hatukusanyi kodi, serikali haiwezeshi wananchi kukua kiuchumi, taifa halitengenezi ajira, sheria zetu za uwekezaji na biashara hazitetei maslahi yetu, n.k.
    Kwa kifupi hakuna serikali yoyote tangu awamu ya pili iliyowahi kuwa na mkakati wa kuliandaa taifa kushika usukani Afrika Mashariki.
    Tusijifariji kwa dhana za kufikirika, vinahitajika vitu halisi.

    Mimi ninaishi hapa Nairobi ni Mtz. Hawa kwa kweli wanaugua maradhi ya umaarufu. Ndiyo walioandika ni ya kweli lakini kinachowauma sana ni UCHU wa FISI wa ardhi ya TZ wakizungumza soko la pamoja hawasahau ardhi. Wao ardhi wanamiliki familia chache zenye historia ya utawala. Uhuru Kenyata ana ardhi theluthi ya Nairobi yote. Hadi eneo la karibu kabisa na ikulu ambapo TZ usingemilikishwa ni la Uhuru.
    Hawa wako kwenye mateso makali kuliko siye. Landless na squarters ni wengi. Kibera eneo moja hapa Nairobi ukiingia huwezi jua kama uko Nairobi. Vyoo vinatembezwa na matoroli unalipia ili ujisaidia haja kubwa.

    Sasa mimi ningekuwa hao policy makers wa magamba ningewaambia wakenya wanaokuja na soko la pamoja la Afrika Mashariki

    Enzi za Mwalimu, kukatika kwa umeme haswa katika sehemu za uzalishaji (viwanda n.k) ni tatizo amablo halikuwepo. Sasa hivi mpaka hospitali za rufaa umeme unakatika! Hilo hulioni?

    Tangu enzi za Mzee Ruksa, shida kubwa tuliyonayo ni umeme. Hamna umeme wa kutosha; mabingwa/wenye akili sasawa wana agiza mzigo wa generator baada ya mwingine. Utengenezaji wa bidhaa muhimu unakuwa wa gharama ya juu na sisi tunaishia kuuziwa bidhaa hizo kwa bei kubwa.
    Viongozi wa juu hawana wasiwasi kabisa kuhusu hili na wala hawana mpango wa kumaliza hili tatizo katika miaka 20 ijayo. Ndo maana ilitengenezwa Richmond ikawa inalipwa Tzs:153,000,000 kwa siku. Akafuata mdogo wake na sasa yupo mwingine. Wewe hulioni hili?

    Hao wakenya, pamoja na kutokuwapenda sasa hivi wana umeme zaidi ya mara tatu ya umeme tuliyonao Tanzania na wameshaanza mapango wa kuongeza umeme mwingine wa nuclear MW1700 kufikia mwaka 2020. Wakati huo huo watakuwa wameongeza umeme mwingine wa Geothermal MW1500. Hapo hapo, wanajenga mtambo wa umeme wa upepo MW1500.
    Sasa unapo walaumu wakenya baada ya Charles Onyango Obbo kukupa tiba ya matatizo yetu, huoni unakosea?

    Kwa tafsiri rahisi, Charles kasema, ili tuondokane na shida za aibu tulizonazo, ni lazima

    a) kuwaondoa madarakani viongozi wote wa zamani waliopo serikalini maana kazi walionayo ni ya kulinda biashara zao wala si kuwatumikia wananchi,

    b) kukiondoa madarakani chama cha CCM maana sera zake za kizamani hazikidhi mahitaji ya sasa na kimekumbatia rushwa,

    C) kuhakikisha katiba mpya inaondoa sehemu zote zinazolinda maslahi ya watu wachache.


    Watanzania, tufanye kazi tukiwa serious, bila hivyo, majirani zetu hawataacha kutushangaa.

    what i can say it is true... everywhere u go and what to establish something someone called katibu kata, katibu tarafa is there to stop you.

    But if you go from the top to the bottom U will not see them katibu's on your way down. But you have spend a lot but it is good, because you can operate free as a bird and destroy the damn land, the damn peoples environment no one will hold U accountable and take all what's available i mean 100%; U cannot see this in any country in the world.

    So, CCM is the best country to invest than even Tanzania.

    Watu wa aina yako mtadanganywa sana, actually ukweli ni kuwa wanaitamani sana TZ na hawana lolote ni habari za chuki tu.
    Kenya kwa rushwa na ukiritimba ni kinara. Nyie kaeni kutegemea habari kama, ni njia ya kuwadhoofisha mjisikie dhaifu.

    Waulize waliotembelea nchi hizi na kuona mambo yalivo, si kwenda Nairobi na kurudi.

    Suala la Tanesco it is a special case na ni kweli huezi ukaendelea bila kuwa na nishati ya uhakika. Tanesco with ATCL na TRL ni special case ya mfano dhahiri wa ulafi wa kupindukia ambapo kuna collusion ya angel of death ; wanasiasa uchwara, management ya hovyo, uongozi legelege na 'wafanyabiashara' wabomoaji wanaochukua pesa isizolingana na huduma au vifaa walivyouza. Lakini pamoja na yote, sidhani we need to read much into this shallow article.     technically Tanzania tuna tatizo kwa CCM kuwa madarakanu kwa muda mrefu, lakini wacha matatizo yetu tuyashughulikie wenyewe kwa kasi yetu wenyewe, kwangu ni bora hao watanzania wenzangu mafisadi wa CCM wajilimbikizie mali kuliko kuwaacha kiholela hawa wakware waje kutumegea nchi yetu.

    Nakubaliana na wewe kuwa article haina substance ya kutufanya tuinamie chini. Ukweli ni kuwa historia yetu ni ndefu na haiko sawa na nchi shiriki za EAC. We have our special cases everwhere, which in my apinion, could have been well taken care of with the government! Serikali ambayo ilikuwa bize sana kwa miongo miwili mizima kutujaza ujinga na uoga tu!!

    On the other hand however, mwandishi amesema kweli tupu, kuwa tatizo ni CCM, suala ambalo hata sisi wenyewe humu ndani tumekuwa tunapiga kelele pia, kuwa CCM ndo wanatupeleka kwenye shimo lisilo na mwisho!! Ona yanayoendelea bungeni katika kikao hiki!!!! mazingaombwe maputu, eti leo ndo wabunge wa CCM wamecharuka na kuona ufisadi na wizi ndani ya serikali yao?!!!!! Leo April 2012, ukiuliza CAG amekuwepo toka lini na amefichua wizi toka lini, watakuopiga kiswahili kingi tu!!!

    CCM na wabunge wake waache maslahi yao binafsi na ya chama, watangulize taifa mbele! Kuna habari pia kuwa mnywele anahangaika kupata sahihi za kumuwajibisha Pinda, ukiangalia kwa undani utagundua kuwa manywele hafanyi hivyo kwa maslahi ya taifa bali kisasi!!! Mtaniambia wiki ijayo, kura ya kumuondoa Pinda itashindwa, and business as usual!!

    It does not make sense stating your opinion without pointing the imbalances in the article.In fact I highly suspect that you are the one who is unprofessional here otherwise I will give you the benefit of doubt and assume you posted while highly intoxicated with a substance popularly consumed in Jamaica.

    Binafsi sipendi kabisa tabia za kijivuni za wakenya, lakini vyombo vya kenya vinapotuambia ukweli siwezi kupinga kwa sababu siwapendi. Haihitaji elimu kubwa kujua kuwa Tanzania ina matatizo makubwa ktk utawala kwa hiyo ili tutibu tatizo ni lazima tuweke pembeni ngonjera za kujisifu kuwa sie tuna rasilimali nyingi huku watu wengine kabisa wakifaidika nazo. Tunatakiwa tukubaliane na wakenya kwa yale matatizo wanayoyataja ambayo tunayaona. Unaposema matatizo yetu tunayafanyia kazi unatakiwa uonesha kwa namna gani na kasi gani, haiwezekani sie tutatue matatizo yetu kwa mwendo wa kinyonga wakati wenzetu wanatatua kwa kasi ya farasi. Tuache pia kudanganyana kuhusu amani! hapa hamna amani bali kuna utulivu, hapawezi kuwa na amani mahali ambapo watu wanapoteza haki zao mahakamani kwasababu ya rushwa, mahali ambapo viongozi wanapewa sumu lakini hakuna anayewajibishwa, wezi wanasamehewa na mkuu wa nchi, mfumuko wa bei ktk vyakula, nishati, vifaa vya ujenzi ni mkubwa, mahali ambapo chama tawala kinapandikiza udini kwa makusudi ili kibaki madarakani na mahali ambapo watu wachache wanachota mabilioni ktk mashirika ya umma bila hofu kwa sababu tu ni wadau wakubwa wa chama tawala. HAMNA AMANI MAHALI HAPO.
    Kama wakenya wanataka kutushushia confidence yetu basi sie tuhakikishe tunajirekebisha haraka ili tuwe juu. WATANZANIA TUACHE KUISHI KWA POROJO i.e sie tuna utajiri wa rasilimali asili na amani, tufanye mabadiliko makubwa ya kimfumo kwa haraka na hilo litawezekana tu kama CCM itaondoka madarakani na si vinginevyo.
