In October 2022, the World Bank announced the approval of new financing worth $200 million (more than TZS 500 billion) for the Msimbazi Basin Development Project in Tanzania's commercial hub Dar es Salaam.

According to the World Bank, the loan was expected to help reduce the flood exposure of over 300,000 people, including many low-income communities, while providing access to better infrastructure and services.

The bank said the project "will also help ๐’•๐’“๐’‚๐’๐’”๐’‡๐’๐’“๐’Ž ๐’‚ ๐’‡๐’๐’๐’๐’…-๐’‘๐’“๐’๐’๐’† ๐’‚๐’“๐’†๐’‚ ๐’Š๐’ ๐’•๐’‰๐’† ๐’„๐’†๐’๐’•๐’“๐’† ๐’๐’‡ ๐’•๐’‰๐’† ๐’„๐’Š๐’•๐’š ๐’Š๐’๐’•๐’ ๐’‚ ๐’—๐’Š๐’ƒ๐’“๐’‚๐’๐’• ๐’ˆ๐’“๐’†๐’†๐’ ๐’”๐’‘๐’‚๐’„๐’† ๐’‚๐’๐’… ๐’†๐’๐’•๐’Š๐’‚๐’ ๐’‚๐’“๐’†๐’‚ that will benefit all residents of Dar es Salaam".

Fast forward to 12 November 2023, this video taken today highlights a familiar problem for residents of the Msimbazi valley -- another rain reason, another flood.

It seems that little, if any, has changed to improve the infrastructure of the area, despite the government taking a loan worth more than half a trillion shillings from the World Bank to fix the problem.

You secure a loan in October, 2022 and expect to finish a half a trillion shs project in a year?
From securing the loan to implementing the project and finishing it should take at least three to five years if not more.
They haven't even finished the acquisition and compensation of the hard-headed residents yet.

Approval ni sawa na disbursement?

Mkuu ebu fafanua kiufasaha hueleweke.
