The Republic of Tanzania has purchased the Timekeeper Building, a six-story office property at 307 East 53rd Street near the United Nations, for $24.5 million, according to public records filed with the city today.
The 40,000-square-foot, six-story building, between First and Second avenues, was put on the market by Philadelphia-based real estate investment firm Amerimar Enterprises in September 2010. Robert Garrish, Paul Gillen and Darcy Stacom of CB Richard Ellis were hired to market the property.

Amerimar purchased the property from a company named Mittman Associates for $15.45 million in 2005.
Office tenants at the building include Amerimar as well as Bombo Sports and Entertainment, wine distributor Frederick Wildman & Sons and the Caudalie Vinotherapy Spa's offices.
A representative for the Republic of Tanzania was not immediately available for comment, but a person who answered the phone at the Tanzanian embassy in Washington D.C. confirmed that the county's New York embassy may be moving from its home at 201 East 42nd Street.

A spokesperson for Amerimar did not return a call by press time. Garrish, Gillen and Stacom declined to comment on the closing.
This purchase marks Tanzania's second in the last few months. As previously reported, in August, the Mission for the United Republic of Tanzania based in New York, bought a Great Neck, Long Island center hall colonial house for $1.26 million. Orly Hollander of Laffey Fine Homes, who was the listing agent on the property, said at the time that the home is for a Tanzanian diplomat with his children.

Serikali ya Tanzania imekamilisha ununuzi wa jengo kubwa huko New York ambalo limegharimu dola za Kimarekani milioni 24.5 karibu sawa na shilingi bilioni 41.6 za Tanzania.
Jengo hilo jipya liitwalo Timekeeper Building (pichani) ni la ghorofa sita na lenye ukubwa wa futi 40,000 za mraba lipo jijini New York karibu na Makao Makuu ya Umoja wa Mataifa. Jengo hilo limenunuliwa toka kampuni ya madalali wa majengo ya Amerimar ya huko Philadelphia jimbo la Pennsylvania. Kampuni ya Amerimar ilinunua jengo hilo mwaka 2005 kwa gharama ya dola milioni 15.45 kutoka kwa kampuni nyingine ya Mittman Associates.

Jengo hilo ambalo tayari linawapangaji linatarajiwa kuwa makao makuu mapya ya Ubalozi wa Tanzania kwenye Umoja wa Mataifa. Baadhi ya wapangaji wengine wa jengo hilo ni pamoja na Bombo Sports and Entertainment, Frederick Wildman & Sons na Ofisi za Caudalie Vinotherapy Spa.

Kununuliwa kwa jengo hilo kumeifanya serikali ya Tanzania kununua majengo matatu ndani ya miaka miwili na hivyo kuchangia kwa kiasi kikubwa ajira na uchumi wa Marekani. Mwaka 2009 serikali ya Tanzana ilinunua jengo jingine la Ubalozi wa Tanzania huko Washington DC ambalo lilifunguliwa na Rais Kikwete. Jengo hilo la Ubalozi huko DC nalo ni la ghorofa sita na liligharimu dola za Kimarekani milioni 10.415 sawa na shilingi bilioni 13.5

Ununuzi mwingine wa majengo uliofanywa na Serikali ya Tanzania uliripotiwa mwezi Augusti mwaka huu ambapo huko huko New York serikali ya Tanzania ilinunua nyumba kwa ajili ya mwanadiplomasia wake na familia yake kwa gharama ya dola milioni 1.3 sawa na shilingi bilioni 2.2 hivi za Kitanzania. Dili la ununuzi huo lilikamilika mwezi Juni na kuridhiwa na serikali ya Marekani. Nyumba hiyo ina vyumba vitano, mabavu manne na vikolombwezo vingine kadhaa vya kufanya liwe maridadi kwa makazi ya mwanadiplomasia.


Kwa miaka hiyo miwili Serikali ya Tanzania hivyo imetumia fedha za wananchi wa Tanzania zipatazo dola 36.215 karibu sawa na shilingi za Kitanzania bilioni 61. Pamoja na gharama hizo za awali serikali itatakiwa itumie kiasi kikubwa cha fedha kuyaendesha majengo hayo katika kiwango kinachokubalika ikiwa ni gharama ya maangalizi, usafi, na huduma mbalimbali kama maji na umeme. Jengo la Washington DC kwa mfano linakadiriwa kugharimu dola 367,593.54 kwa mwaka kuliendesha huku nyumba ya Balozi New York itatakiwa kulipiwa kodi ya jengo ya dola 22,000 hivi kwa mwaka. Gharama za kuendesha Jengo la New York kwa mwaka haijawa wazi.

Ununuzi huu ambao unapita ununuzi wa rada ya kijeshi ambayo ilileta mgogoro na Uingereza unaweza kusababisha kashfa nyingine baadaye hasa endapo taarifa za kina nani walihusika katika ununuzi huo katika kuufanikisha na walipata nini zitajulikana na wananchi wa Tanzania. Toka mwanzo wa ununuzi wa jengo kubwa la NY tetesi za baadhi ya watu wazito katika serikali yetu (Ubalozi na nyumbani) kunufaika zilikuwa zinasikika kutoka vyanzo vya kuaminika.

Jambo ambalo hata hivyo linaweza kuweka mgogoro mkubwa wa vipaumbele ni taarifa za wiki za karibuni kuwa serikali ya Tanzania iko katika hali mbaya ya kifedha hata kushindwa kufanya malipo mbalimbali yakiwemo yale ya mishahara ya watumishi wa umma.

Mwezi Juni mwaka huu serikali ilifanya mabadiliko ya baadhi ya viwango vya mishahara na kupunguza baadhi ya mastahili ambayo iliyapandisha kuelekea uchaguzi mkuu mwaka jana. Taarifa zilizotolewa na Magazeti ya Serikali baadhi ya posho mbalimbali na mishahara ya watumishi ilibadilishwa kwa mujibu wa Kanuni za Utumishi wa Umma.

Siku chache tu zilizopita Serikali imedai kuwa haina fedha za kutosha kuweza kuwapatia wanafunzi wa elimu ya juu mikopo ambayo walikuwa wamekubaliwa na hivyo kusababisha aidha baadhi ya wanafunzi kushindwa kuendelea na masomo au kuwa mzigo mkubwa kwa familia zao.
Watu wengine ambao wamejikuta wakichelewesha mishahara yao au ikija pungufu ni pamoja na askari, walimu na watumishi wengine wa Halmashauri. Huko Geita Halmashauri ilitoa tangazo wiki iliyopita ambapo iliwataka watumishi kutambua kuwa baadhi yao mishahara yao itakuwa pungufu.

Wakati huo huo serikali inaonekana kukosa fedha za kutimiza miradi mbalimbali. Akizungumza kwenye Kamati ya Kudumu ya Miundombinu ya Bunge Mwenyeketi wa Kamati hiyo Bw. Peter Serukamba alielezea kwa kirefu kushangazwa kwake na hali mbaya ya kifedha ambayo imesababisha baadhi ya miradi mbalimbali ya ujenzi kukwama huku wakandarasi wengine wakiacha kabisa kufanya kazi na wengine hata kutishia kuondoka.

Bw. Serukamba alidai kuwa kutokana na hali ilivyo mbaya Kamati yake itajitahidi kutafuta ufumbuzi kwa kujaribu kuonana na Waziri wa Miundombinu na hata ikibidi kumuona Waziri Mkuu.

Hata hivyo inaonekana viongozi na wananchi wengi bado hawajaona uhusiano wowote wa fedha zinazotumiwa kama hizo za bilioni zaidi ya 60 ambazo nchi maskini kama Tanzania inaingiza katika uchumi wa Marekani wakati wananchi wake wakihaha hata kupata mshahara wa ajira walizonazo.

Hata hivyo serikali kwa upande wake imekuwa ikitetea manunuzi hayo ya majengo huko Marekani ikidai kuwa ni “uwekezaji” mzuri ambao baada ya muda utalipa na kurudisha faida. Baadhi ya wachunguzi wa mambo wameendelea kushangazwa na imani hiyo hasa kwa sababu baadhi ya kashfa za ufisadi na matumizi mabaya ya ofisi zinahusu manunuzi mbalimbali katika balozi zetu huko nje.

Katika ripoti ya Mdhibiti na Mkaguzi Mkuu wa Serikali kwa mwaka uliopita umeonesha kuwa Wizara ya Mambo ya Nje bado inakabiliwa na changamoto katika manunuzi ya umma. Kwa mujibu wa taarifa ya CAG kwa mwaka uliopita unaonesha kuwa Ubalozi wa Abu Dhabi kwa mfano ulitumia zaidi ya shilingi milioni 865 bila ya idhini ya Wizara (ushahidi haukutolewa kwa CAG kama ilikuwepo idhini hiyo). Kiasi kama hicho kilitumika pia kwenye Ubalozi wa Tanzania London, Uingereza huku Ubalozi wa Tanzania huko Moscow, Urusi nao ukitumia zaidi ya shilingi milioni 500 ya bajeti na bila idhini ya Wizara.

Huko Kinshasa ukaguzi wa CAG ulionesha kuwa nyumba Na. 772 iliyoko mtaa wa Kacyiru ilikuwa inalipiwa na ubalozi kwa muda wa miezi saba wakati hakuna mtu anaishi. Ubalozi ulikuwa unalipia na walinzi vile vile. Hii yote ni pamoja na kashfa ya ununuzi wa jengo la Ubalozi huko Italia ambayo kesi yake inamhusu aliyekuwa Balozi wa Tanzania Prof. Mahalu.

Ni kwa kiasi gani manunuzi ya majengo haya huko New York yatawasaidia wananchi wa Tanzania haijajulikana na kama fedha hizo kweli zinaweza kurudi kulinganishwa na kiasi cha uwekezaji unaotoka Marekani kuja Tanzania. Vyovyote vile ilivyo baadhi ya watu wanaweza kuhoji hekima ya serikali maskini kama ya kwetu tena katika wakati wa hali mbaya ya uchumi kuamua kuwekeza fedha nyingi namna hiyo huko Marekani wakati kiasi kama hicho kingeweza kusaidia sana katika kutatua tatizo la nishati, barabara, na hata elimu nchini.

[h=2]The Timekeeper Building[/h]On East 53rd is a modest looking building with a cool name: The Timekeeper. Originally, it was a factory building. Sad to say, I couldn’t quite fit it all into one frame.

And, of course, it was originally know for its production of….cigars. Okay, later it became known for its work in…specialized woodworking. It’s now known for…being an office building.
Here’s the plaque:

It reads: “The Timekeeper – 307 East 53rd Street – Constructed in 1886 A.D., as a factory for the manufacture of cigars. On the site, and on its adjoining properties, had been clapboard rowhouses, stables, and a foundry. Some forty-five years later, The Timekeeper became a center for the production of specialized woodworking of custom design. After its 100th anniversary, painstaking rehabilitation was begun, and in 1989 the building re-opened for use as modern office and retail space.”
I haven’t the foggiest idea why it is called “The Timekeeper”.
